  1. CONTEXT

CARE is one of the world’s largest humanitarian aid networks, apolitical and non-denominational, which supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices. Supporting women’s empowerment and acting for their rights are essential actions to fight poverty, which is why women are at the heart of our programs. CARE is present in 100 countries through the implementation of around 1000 emergency and development projects.

 




 

In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: gender justice, health and climate and economic justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes, improving health services and access to healthcare. sexual and productive health.

For 20 years CARE Cameroon has been implementing community HIV prevention programs for the benefit of key populations in collaboration with different partners. CARE Cameroon worked on round 3, round 4 and round 10 of the Global Fund (GF) between 2004 and 2014, then developed its expertise with funding from USAID/PEPFAR from 2010 to 2014 on the HAPP project (2.4 million of Euros) and on the CHAMP project (25 Million Euros) between 2014 and 2022 with the aim of transferring the activities of this project to a local partner (CHP)… Since October 2022 CARE has been designated as principal recipient (PR) by the National Coordinating Body (ICN) to take over the NFM3 community grant (21 Million Euros) for a remaining period of 1 year. In June 2023, CARE was renewed by the ICN as PR to manage the next funding phase (GC7) from 2024 to 2026 with a total budget of 34.5 million Euros. A specific and autonomous management unit for this project (UGP) includes around fifty employees and is based on an operational system built around 3 regional offices, 4 sub-recipients (SR) and several dozen cascading sub-recipients (SSR). ).

 

 

CARE Cameroon is looking for a PMU Coordinator (a Chief of Party) to coordinate this unit and lead the entire operational, programmatic and technical ecosystem of the project.

  1. JOB DESCRIPTION

    GENERAL PURPOSE OF THE POSITION

Under the direct responsibility of the National Director of CARE Cameroon, the position aims to ensure the technical, programmatic and operational coordination of the management unit of the community HIV and tuberculosis prevention program in Cameroon under funding (GC7) from the FM in guaranteeing proven, high-level leadership within the program ecosystem and optimal synergy and integration with the presence model and strategies of the CARE Cameroon country office.

SPECIFIC OBJECTIVES AND TASKS

Coordinate the internal functioning of the PMU and ensure team management in an integrated manner with the country office presence model and the donor’s requirements

  • Coordinate specific tasks related to the launch and closure of the program in compliance with FM and CARE Cameroon procedures;
  • Coordinate meetings within the PMU and actively participate in CARE meetings;
  • Coordinate the implementation and operationality of the PMU’s support and technical services in conjunction with all CARE Cameroon coordination teams;
  • Validate expenditures and fund transfers to SRs in accordance with the validated budget, disbursement plans, CARE procedures, and FM regulations
  • Supervise the updating, analyses, execution, budgetary monitoring and coordinate the preparation of financial reports in collaboration with the financial management of CARE Cameroon and headquarters;
  • Supervise the development and updating of the purchasing plan and monitor non-medical acquisitions with the logistics team;

 

 

  • Supervise the proper use of program equipment in compliance with the rules and ensure consistent functionality of workspaces within the PMU.
  • Ensure the proper use of program equipment and the functionality of the PMU offices
  • Supervise and support the teams under his hierarchy and energize the work with field agents and partners;
  • Guarantee in an equitable manner, for the benefit of all PMU staff, a good understanding and adoption of the performance management rules and tools made available by CARE Cameroon;
  • Guarantee a good working atmosphere within the PMU in order to ensure participation, efficiency and fulfillment for all staff;
  • Ensure strict compliance with the safety rules of the entire team put in place by the CCRM Logistics coordination
  • Work with the National Director and the security manager on the implementation of specific procedures for moving staff to risk areas;
  • Ensure compliance with security measures and PSHEA policy within the project implementation ecosystem and guarantee the reporting of all information for any major event that may involve security and the ethical principles of CARE Cameroon.

Coordinate the planning, implementation, monitoring and reporting of activities to ensure the quality of services and project performance

  • Ensure regular coordination between the PMU and the SRs for planning activities, analysis of performance data and programmatic adjustment of the project;
  • Guarantee program performance in terms of key indicators of HIV and TB programs;
  • Guarantee the reliability of the program’s MEAL systems within the PMU and for the SRs in line with the established performance framework;
  • Guarantee the reliability of inventory management and supply processes (GAS) and coordinate orders for health products on the WAMBO platform;
  • Coordinate the development and updating of contractual documents and program standards as well as technical management tools;
  • Guarantee the submission of programmatic reports, in particular the “Progress Update and Disbursement Resquest form” (PUDR) and internal monitoring-evaluation reports on time
  • Define and mobilize the necessary technical assistance and coordinate all external control, supervision and monitoring missions on the program;

Coordinate and strengthen functional relationships between PMU services and CARE Coordination as well as with headquarters

  • Guarantee and permanently facilitate the technical supervision and information relations of the PMU by all the services concerned in the coordination of CARE Cameroon and Headquarters;
  • Actively participate in the recruitment process for UGP technical and support staff (writing job profiles, etc.)
  • Ensure and facilitate the management and periodic review of the performance of UPG employees in conjunction with the HR department and other relevant services;
  • Facilitate synergy and promote active interaction of the Global Fund project with other programs and more particularly with the health program;
  • Guarantee fluid communication and cross-functional collaboration with the different headquarters departments.

Ensure the external coordination of the project, manage technical and operational relations with the FM authorities and contribute to the management of relations with the National Coordination Body (ICN)

  • Ensure, in conjunction with the National Directorate of CARE Cameroon, the external representation of the project to the ICN, MINSANTE, PTFs and any other relevant consultation framework;
  • Ensure optimal synergy with the entire technical and operational ecosystem of the program;
  • Participate actively and effectively in various technical meetings related to HIV and TB and ensure strong technical leadership from CARE Cameroon to local authorities and partners;
  • Ensure technical and operational coordination in close collaboration with the CNLS, PNLT, UCS and other designated PRs;
  • Monitor, in conjunction with coordination services, the identification and contractualization with implementation partners (SRs and service providers) in strict compliance with transparency and accountability requirements;

REQUIRED PROFILE

Training and experience

  • Health professional (e.g. doctor or specialist in health economics and/or public health)
  • Minimum 15 years of experience in the deployment and management of large-scale health projects.
  • Proven experience in coordinating HIV prevention and care projects
  • Solid experience in the management and operating process of Global Fund programs, preferably as a PR;

Skills and qualities required

  • Have a strong mastery of the project cycle
  • Have excellent communication skills
  • Have good writing and synthesis skills
  • Have strong representation and advocacy skills.
  • Have good organizational, planning and analytical skills
  • Have developed skills in local partnership approaches;
  • Have a good knowledge of the Cameroon health system preferably;
  • Be committed to the promotion of gender equality and the fight against discrimination;
  • Have good skills and experience working in a multicultural environment;
  • Have operational mastery of IT tools (Office Pack, Microsoft Office, etc.)

  • An essential command of English and French

Conditions and terms of application

Type of contract: Fixed-term contract, under French law

Duration of contract: 2 years, renewable

Start date: 02/01/2024 (please indicate your availability)

Gross salary: from €4,798 to €5,277.80 per month, according to CARE France salary scale

Benefits: 25 days of paid leave per year + 16 days RTT. Medical insurance, welfare and repatriation assistance 100% covered by CARE France. Housing allowance. Coverage of tuition fees.

Work location: Yaoundé, Cameroon
