Project overview
The emergence of the global COVID-19 pandemic has posed new challenges to already strained health systems around the world. As part of the UNITAID COVID 19 project, EGPAF will work with national COVID-19 task force teams to accelerate end-to-end access to new solutions to respond to the COVID-19 pandemic through testing approaches , isolation, care and treatment tailored to the needs of low- and middle-income countries (LMICs) such as Cameroon, Kenya and Mozambique.
Purpose of the position
With funding from UNITAID, EGPAF Cameroon is seeking to recruit two Regional COVID-19 Screening, Care and Treatment Technical Officers for the Catalyzing COVID-19 ACTION (CCA) project. This twelve-month Catalytic Project will contribute to the reduction of mortality and severe illness from COVID-19; further identify and treat/isolate to reduce transmission of COVID infection and improve pandemic preparedness and early detection of outbreaks. Testing, care and treatment technical leads will be based in the Littoral and West regions and will work with the public on new Covid-19 testing, care and treatment solutions and approaches to improve the access to the identification and management of cases of COVID-19.
job summary
Under the supervision of the country project manager, in collaboration with the Regional Delegation of Public Health, local partners, the technical manager for tests, care and treatment will work to ensure the success of the program of the improvement project of COVID- 19 through effective, appropriate and quality implementation, data quality assessment. He or she will provide support with initial or ongoing training, supervision, mentoring, coordination, supply chain management, laboratory, quality assurance, monitoring and evaluation and data management within the said project, EGPAF and at the regional level. It will therefore conduct the following activities to strengthen access to COVID-19 testing and case management in the Western region.
Core Responsibilities
- Support the implementation of national guidelines for the response to COVID-19 including testing, linkage to care and management of positive cases, including infection control measures;
- Support and ensure the implementation of innovative approaches aimed at the systematic integration of COVID-19 testing through existing routine services, including HIV, TB and MNCH services
- Ensure the adoption and use of nationally appropriate guidelines, standard operating procedures (SOP) tools for specimen collection, testing, algorithms and referral of COVID-19 positive patients for taking them in charge ;
- Support the design and implementation of a test, care and treatment model, facilitate rapid roll-out of testing, care and treatment and reporting of results as part of building a network of optimized diagnosis;
- Assess and select sites for program implementation and conduct a baseline capacity building gap analysis to inform site upgrade and training needs in collaboration with the Ministry of Health and other stakeholders
- Work closely with the Minsanté to provide ongoing training and mentoring of the multidisciplinary medical/paramedical team on tools, guidelines, rapid antigen testing, linkage to care and treatment of SARS-COV-2 in all selected health facilities in order to optimize the quality of care and empower staff.
- Ensure the link to the treatment of moderate to severe positive cases from satellite sites to reference sites for hospital care
- Work with Community Engagement Manager and District Focal Points to oversee community COVID-19 activities (outreach, mobilization, community screening and link to care and contact tracing)
- Work in collaboration with the regional reference laboratory and the supply chain of the regional funds on the quality assurance of COVID-19 tests, infection prevention and control measures and inventory monitoring;
- Put in place innovative digital tools for mentoring and supervising health personnel;
- Assist in regional planning, monitoring and coordination of program implementation at regional, district and site level and provide regular updates to the Country Manager;
- Assist the Project Manager in managing relations with the Ministry of Public Health and other partner organizations at regional and district level for ownership of the project’s innovative approaches;
- Support the Ministry of Health and the EGPAF Strategic Information and Evaluation team to collect data needed for decision-making;
- Support the collection, verification and analysis of medical data and submit monthly summary reports to the M&E officer and service coordinators on COVID-19
Qualifications:
- Medical degree with at least five years of clinical practice experience;
- Registration with the National Order of Physicians of Cameroon is compulsory;
- Good knowledge and understanding of HIV, TB, PMTCT and MCH care and treatment;
- A specialization in infectious diseases or internal medicine would be an advantage;
- Have worked in a site screening and caring for COVID-19 patients
- Documented proof of training on COVID-19 as part of continuing professional development would be an asset;
- A very good command of Microsoft software (Word, Excel and PowerPoint) is mandatory
- Language: bilingualism (French and English). However, fluency in French is a key requirement. Also, being able to write and mentor someone else in the other language is absolutely required;
- Ability to work alone and in a team and strong interpersonal communication skills
- Strong work ethic and ability and willingness to work under pressure;
- Ability to work in a team and willingness to learn;
- Knowing the region well is a major asset.

The Testing, Care and Treatment Technical Leads will be based in the Littoral and Western regions and will work with the public on new Covid-19 testing, care and treatment solutions and approaches to improve access to COVID-19 case identification and management.
Position Summary:
Under the supervision of the Country Project Manager, in collaboration with the Regional Public Health Delegation, local partners, the Test, Care and Treatment Technical Manager will work to ensure the success of the COVID-19 Improvement Project program through effective, appropriate and quality implementation , data quality assessment. He or she will provide support for pre-service and in-service training, supervision, mentoring, coordination, supply chain management, laboratory, quality assurance, monitoring and evaluation, and data management within the project, EGPAF and at the regional level. To this end, he/she will conduct the following activities to strengthen access to COVID-19 testing and case management in the Western Region.
Key responsibilities:
– Support the implementation of national guidelines for the COVID-19 response including screening, linkage to care and management of positive cases, including infection control measures;
– Support and ensure implementation of innovative approaches to systematically integrate COVID-19 testing through existing routine services, including HIV, TB and MNCH services
– Ensure the adoption and use of nationally appropriate guidelines, standard operating procedure (SOP) tools for specimen collection, testing, algorithms, and referral for management of COVID-19 positive patients;
– Support the design and implementation of a screening, care and treatment model, facilitate rapid deployment of testing, care and treatment, and reporting of results as part of building an optimized diagnostic network;
– Assess and select sites for program implementation and conduct a baseline capacity building gap analysis to inform site upgrades and training needs in collaboration with the Ministry of Health and other stakeholders
– Work closely with Minsanté to ensure ongoing training and mentoring of the multidisciplinary medical/paramedical team on SARS-COV-2 tools, guidelines, rapid antigenic testing, linkage to care and treatment in all selected health facilities to optimize quality of care and empower staff
– Ensure linkage to treatment of moderate to severe positive cases from satellite sites to referral sites for hospital management
– Work with the community engagement officer and district focal points to oversee COVID-19 community activities (outreach, mobilization, community screening and linkage to care and contact tracing)
– Work in collaboration with the regional reference laboratory and the regional fund supply chain on COVID-19 test quality assurance, infection prevention and control measures, and stock monitoring;
– Implement innovative digital tools for mentoring and coaching health care workers;
– Assist with regional planning, monitoring and coordination of program implementation at the regional, district and site level and provide regular updates to the Country Manager;
– Assist the Project Manager in managing relationships with the Ministry of Public Health and other partner organizations at the regional and district levels to ensure ownership of the project’s innovative approaches;
– Support the Ministry of Health and EGPAF’s Strategic Information and Evaluation Team in collecting data for decision making;
– Support the collection verification and analysis of medical data and submit monthly summary reports to the M&E officer and service coordinators on COVID-19

– Documented evidence of COVID-19 training as part of continuing professional development would be an asset;
– Very good command of Microsoft software (Word, Excel and PowerPoint) is mandatory
– Language: Bilingual (French and English). However, fluency in French is a key requirement. In addition, the ability to write and coach in the other language is absolutely required;
– Ability to work independently and as part of a team and strong interpersonal communication skills
