The United Nations Center for Human Rights and Democracy in Central Africa (the Centre), established in Yaoundé, Cameroon, was created at the request of the member countries of the Economic Community of Central African States ( ECCAS) and the decision of the UN General Assembly by the resolutions of December 5, 1998 (53/78) and December 1, 1999 (54/55).

 

The Center is the Regional Office for Central Africa of the Office of the United Nations High Commissioner for Human Rights (OHCHR) with a mandate to promote and protect human rights and democracy in the 10 countries of Africa central (Burundi, Cameroon, Gabon, Equatorial Guinea, Central African Republic, Democratic Republic of Congo, Republic of Congo, Rwanda, Sao Tome and Principe and Chad). The role of the Center in the countries it covers is to ensure the effectiveness of human rights through capacity building, advocacy, lobbying, dialogue, prevention of human rights violations, human rights monitoring, technical assistance and advisory services provided to all human rights actors, including governments, parliaments,

 

The Center offers two-month fellowships renewable for a maximum period of six months, intended for graduate students, young practitioners and human rights defenders holding a degree in a field related to the activities of the Center in particular human rights ; genre ; democracy ; documentation, communication/advocacy; and administration/finance. This call for applications concerns the Democracy section.

 

 

 

Under the direction of the Regional Representative of the United Nations Center for Human Rights and Democracy in Central Africa and the direct supervision of the Head of the Monitoring, Reporting and Protection Unit, the fellow will perform the tasks following:

  • Contribute to the preparation and implementation of the activities of the Monitoring, Reporting and Protection Unit;
  • Conduct research on events and all issues relating to human rights and democracy, assess their impact on the situation in Central Africa, and prepare analytical notes on the countries of the sub-region covered by the Centre;
  • Provide support in the preparation of meetings with the Centre’s partners working in the field of human rights, in particular the rights of persons with disabilities, women and indigenous populations;
  • Conduct background research and analysis on human rights issues;
  • Support research on the status of ratifications and implementation of conventions, protocols and other texts relating to human rights and democracy;
  • Contribute to the analysis of human rights violations in electoral processes in Central Africa and propose early warning mechanisms to prevent the recurrence of these violations;
  • Contribute to the development and execution of programs and projects relating to democracy, in particular on issues of human rights and elections and those relating to the rights of persons belonging to generally marginalized groups;
  • Contribute to the preparation and implementation of technical assistance projects;
  • Participate, as appropriate, in monitoring and reporting on events and situations that could impact the state of democracy, governance and human rights in the regions assignment;
  • Carry out any other task allowing the proper functioning of the Center, at the request of the Regional Representative or the head of the communication and information department.

  • Be enrolled at least in a license year or have obtained a license in law, human rights, political science or international relations, or any other related field;
  • Professional experience in democracy, elections and good governance would be an asset;
  • Knowledge of and/or interest in issues affecting generally marginalized groups;
  • Good writing, research, analysis and synthesis skills;
  • Ability to prioritize tasks and work under pressure;
  • Great adaptability and flexibility in the implementation of multiple and varied tasks;
  • Perfect oral and written command of French or English, and working knowledge of the other language;
  • Good computer skills including Microsoft Word, Excel, PowerPoint and Internet.
