*Deputy Project Manager Needed at Intersos an International NGO*

Missions and Responsibilities
Under the direct supervision of the Project Manager and in close collaboration with the Monitoring & Evaluation Officer, the Assistant Project Manager supports his supervisor in monitoring project activities in all intervention areas. He assists the PM in planning, implementing, producing project reports, team management. He guarantees the quality of services provided to beneficiaries according to Spheres norms and standards, coherence, humanitarian principles and accountability and reporting in the project intervention areas. He ensures the monitoring and daily management of the team and programmatic activities as planned and proposes changes when necessary; He ensures quality work in accordance with INTERSOS values and humanitarian principles; He ensures regular reporting of field activities and maintains a good level of communication with partners: He coordinates sectoral meetings organized by humanitarian clusters/subgroups.
Specific tasks :
Implementation of activities/control and supervision
- Assists the project manager in planning (weekly, monthly, quarterly) activities;
- Supervises field activities in collaboration with field coordinators;
- Monitors and reports weekly on the progress of field activities and proposes changes when necessary;
- Participates in INTERSOS or partner coordination meetings relating to field activities;
- Prepares and supervises field missions or visits (INTERSOS, donors, partners)
- Writes activity reports and meeting minutes,
- Plans project evaluations, etc.
Other Tasks
-
- List the most vulnerable IDPs, refugees and host families in the intervention areas: Mayo Sava, Mayo Tsanaga, Logone-et-Chari;
- Supervise and organize beneficiaries for project activities;
- Train beneficiaries and field agents on themes related to Agriculture, Irrigation, livestock, WASH, AGR, etc.);
- Ensure that each identified and registered beneficiary has received the planned aid; • Calculate and verify the exact number of households having received aid at the end of each distribution while ensuring compliance with the quantity distributed per family;
- Ensure good collaboration with the technical services of the Cameroonian State and/or technical partners of the project as well as humanitarian actors;
- Support field coordinators and the monitoring and evaluation coordinator in the implementation, training and monitoring of project activities;
- Ensure awareness and mobilization of vulnerable communities on humanitarian principles;
- Strengthen their capacities in the integrated management of agricultural, livestock, WASH and INF activities;
- Spend 50% of his/her time in the field supervising/advising field activities with INTERSOS local partners and field assistants, field coordinators and rural supervisors;
- Lead Focus Group Discussions (FGD) with community members on selected topics in order to better understand the causes and consequences of the identified risks;
- Report to the Protection Monitor Team Leader any serious incidents or urgent protection issues identified within targeted communities;
- Assist the Chief Field Coordinators in writing reports on qualitative and quantitative data and information;
- Carry out all additional tasks assigned by his/her hierarchical supervisor;
- Promote awareness-raising and information dissemination activities.
Administrative, financial, logistics and human resources aspects
- Ensure compliance with the financial, logistical and security procedures in force at INTERSOS;
- Apply INTERSOS security procedures and ensure they are respected by coordinators and field agents;
- Ensure production (of TDR, budget, request for funds, planning) in compliance with procedures before committing to disbursements for the realization of activities;
- Carry out strict control of financial documents before and after activities: ensure that supporting documents are correctly completed, signed and comply with financial procedures;
- Participate in the daily management of finances and budget monitoring of the project;
- Organize and supervise logistical activities related to the project;
- Ensure the availability of logistical resources;
- Organize the transparent and correct management of work materials and equipment;
- Regularly monitor purchases (monitoring orders, monitoring quality, quantity of deliveries and delivery times);
- Participate in the development of the purchasing plan and ensure its regular updating;
- Ensure the orientation of new staff;
- Ensure that security and protection incidents in the field are regularly reported to the project manager
- Ensure the management and monitoring of materials supplied or delivered to activity sites.
Reporting/communication
- Participate in program meetings at the request of the project manager;
- Collect reports from field teams and specialists, compile them and then send them to the project manager;
- Participate in all program and sector cluster meetings in his/her assigned area;
- Ensure that documentation relating to activities is provided and archived correctly;
- Write and transmit activity reports (weekly, monthly, half-yearly) to the Project Manager;
- Collect data in the field to update the PAT at the beginning of the month;
- Participate in the drafting of the monthly program pack (timeline, monthly report, lessor reports, etc.)
- Establish and maintain good relationships with local stakeholders and communities in the project intervention areas;
- Collect security information, share it with employees and your line manager, then consider mitigation actions to minimize the consequences on INTERSOS teams;
- Ensure the confidentiality of information collected from interlocutors;
- Ensure that conflicts between staff or with partners are addressed constructively and then resolved cooperatively. However, he does this in collaboration with the project manager;
- Ensure the quality of interventions on the ground and the active participation of grassroots communities;
- Inform and consult the Project Manager of all situations and circumstances that may affect the proper functioning of the project implementation.
Job Requirements
Education
- Engineering degree (Bac+5) in agronomy and/or rural development and any other related scientific field.
Experience
- Minimum of 3 years of experience in a humanitarian context, in an association, an NGO or an INGO, with at least 2 years of experience working in the field in a humanitarian crisis context.
- At least 2 years of team management experience; any relevant experience at a similar level of responsibility would be an asset.
Language
- Fluency in French (written and spoken), knowledge of English is an asset.
- Mastery of one or more local vehicular languages (Fulfulde, Choa Arabic) would be an asset
Knowledge Skills / Attitudes
- Demonstrable experience in compliance and reporting with various funders.
- Strong writing skills.
- Leadership, people management and development, teamwork and cooperation.
- Strategic vision (Results and quality orientation, Flexibility, Commitment to INTERSOS principles, Understanding of principles, standards and best practices in humanitarian operations).
- Hold a motorcycle driving license, category A (driving a motorcycle is compulsory, therefore eliminatory).
- ICT: Basic knowledge of: Have excellent command of IT tools: Word, Excel, Power Point and MS Outlook; Sphinx, etc.
