Carrying opening of a

direct competition for the recruitment of one hundred and thirty (130) personnel in the body of civil engineering civil servants, 2023 session.

THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 11075/787 of 18 December 1975 on the Special Statute of the body of Civil Engineering officials;
Having regard to decree 11094/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by decree 1102000/287 of October 12, 2000;
Having regard to decree 1102011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by decree 1102018/190 of March 2, 2018;
Considering decree 1102012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform;

 

 

Considering decree 1102018/191 of March 2, 2018 on the reorganization of the Government;
Considering the decree 1102000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;

Having regard to Order No. 040/PM of 19 May 2022 setting the procedures for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service; having regard to decree n000000490/MINF1 of December 21, 2022 specifying the costs of administrative competitions,
ORDERS:
Article 1.- a) This decree opens a direct competition for the recruitment of personnel in the body of civil servants of the Civil Engineering, according to the breakdown below:
l- CIVIL ENGINEERING ten (10) Architects, category “A” second grade of the Public Service; twenty (20) Civil Engineers, category “A” second grade of the Public Service; twenty (20) Civil Engineers, category “A” first grade of the Public Service; twenty (20) Senior Civil Engineering Technicians, category “B” second grade of the Public Service; twenty (20) Civil Engineering Technicians, category “B” first grade of the Public Service; ten (10) Technical Agents of Civil Engineering, category “C” first grade of the Public Service.
II-TOWN PLANNING
ten (10) Civil Engineers, Town Planning option, category “A” second grade of the Public Service; ten (10) Senior Town Planning Technicians, category “B” second grade of the Public Service; ten (10) Town Planning Technicians, category “B” first grade of the Public Service.
b) Said competition will take place on October 21 and 22, 2023 at the unique center in
Yaoundé.
Article 2.-

 

 

CONDITIONS TO BE FULFILLED TO APPLY.

1— General conditions:
Cameroonians who fulfill the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be able to take on the work of Civil Engineering;
c) be seventeen (17) years old on 1110ins and twenty-nine (29) years old at the most on January 1, 2023 (be born between 01/01/1994 and 01/01/2006) for candidates for the direct competition in category “C”.
cl) be seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2023 (be born between 01/01/1989 and 01/01/2006) for candidates for direct competitions in categories “A” and “B”

 

e) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a maximum of five (05) years, above Ic in accordance with the decree n0040/PM of May 19, 2022 susv
2— Specific conditions:
A- CIVIL ENGINEERING
For candidates for admission as Architects, be issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.

For candidates for admission as Civil Engineers, hold a Civil Engineering diploma issued by a national training establishment or. by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.

For candidates for admission as Civil Engineers option: Town Planning, hold a Town Planning Engineer diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by decree of the Prime Minister.
For candidates for admission as Civil Engineering Works Engineers, hold a Civil Engineering Works Engineer diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list set by decree of the Prime Minister.
For candidates for the admission of Principal Civil Engineering Technicians, hold the diploma of Superior Civil Engineering Technician issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission as Civil Engineering Technicians, hold a Civil Engineering Technician diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission as Civil Engineering Technical Agents, hold a Civil Engineering Technical Agent diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
B- URBAN PLANNING
For candidates for admission as Principal Urban Planning Technicians, hold a Higher Urban Planning Technician diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission as Urban Planning Technicians, hold an Urban Planning Technician diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
Article 3.-

COMPOSITION OF APPLICATION FILES.

Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, October 06, 2023 , deadline of rigor and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1500) CFA francs, the printout of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;     
4. a certified true copy of the diploma required, signed by a competent civil authority;
 5. an attestation of presentation of the original cliplòme, signed by a competent civil authority;
 6. a medical certificate issued by a doctor in the public sector;  
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs for candidates in categories “A” and “B”, twenty thousand (20,000) CFA francs for those in category “C “, issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos;

9. an envelope stamped with one thousand (1000) CFA francs to the address
     candidates who submit their files online are Ispe filing of physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
  Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
     In the event of a lack of applications in a grade or a quorum not reached in the said grade, the number of places reserved or remaining for the latter is reserved for the candidates of the grade having recorded the greatest number of applications.
     Government employee applicants subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy of their employment contract or decision to hire.
     Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
     Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.

Article 4.-

PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS.

1— The composition programs are those of the study cycles delivering the diplomas required to apply.
2— The eligibility tests for candidates for the recruitment of Architects, Civil Engineers, Civil Engineers option: Town Planning, Civil Engineering Works Engineers, Senior Civil Engineering Technicians, Civil Engineering Technicians, Senior Technicians of Town Planning and Town Planning Technicians, will take place on the dates and times below:
