Opening a direct competition for the recruitment of two hundred and seventy (270) personnel in the corps of Public Health officials (Doctors, Dental Surgeons, Pharmacists and Nurses), session 2022.

THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 110 2001/145 of July 3, 2001 on the Special Status of civil servants in public health bodies;
Having regard to Decree No. 94/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by Decree No. 2000/287 of October 12, 2000;
Having regard to Decree No. 2011/408 of December 9, 2011 on the organization of the Government, amended

and supplemented by Decree 1102018/190 of March 2, 2018;
Considering Decree No. 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering decree 1102018/191 of March 2, 2018 on the reorganization of the Government;
Considering the decree 110 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;
Having regard to Order No. 040/PM of 19 May 2022 setting the terms and conditions for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service,

ORDERS:

Article 1.- a) This Order opens a direct competitive examination for the recruitment of personnel in the body of Public Health officials (Doctors, Dental Surgeons, Pharmacists and Nurses), according to the distribution below:

Article 2.- CONDITIONS TO BE FULFILLED IN ORDER TO APPLY.

I. General conditions:
Cameroonians who fulfill the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be seventeen (17) years old at least and twenty-nine (29) years old at most on January 1, 2022 (be born between 01/01/1993 and 01/01/2005) for candidates for the direct competition for recruitment in category
c) be at least seventeen (17) years old and at most thirty-four (34) years old on 1 January 2022 (be born between 01/01/1988 and 01/01/2005) for candidates in direct competitions for recruitment in categories “A” and “B”,
d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five

2. Specific conditions:
1- BODY OF DOCTORS
Doctor Generalist, hold general education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the diploma of Doctorate in Medicine issued by a national public training institution , or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.

11- BODY OF DENTAL SURGEONS

Dental Surgeon, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the diploma of Surgeon -Dentist issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.

111- CORPS OF PHARMACISTS

Pharmacist, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, apart from the subject “religious knowledge” and the diploma of Pharmacist issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.

IV-CORPS OF NURSES

Senior Nurse, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained from at least two subjects, except the subject “religious knowledge” and the diploma of Nurse Superior or a License in nursing delivered by a national public training establishment, or a recognized equivalent diploma delivered by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Head Nurse, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the State diploma Principal Nurse issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Senior Specialized Nurse / IDE, hold both the Baccalaureate of General Secondary Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge”, the State diploma of Principal Nurse or State diploma of Nurse and the diploma of specialization in Ophthalmology, Anesthesia-Resuscitation, Mental Health, Reproductive health and Gerontology issued by a national public training establishment, or a diploma recognized equivalent issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Caregiver, hold both the Brevet d’Etudes du Premier Cycle (BEPC) or the General Certificate of Education Ordinary Level (GCE-O/L) obtained in four subjects apart from the subject “religious knowledge” and the diploma of Nursing assistant issued by a national public training establishment or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.

Article 3.- COMPOSITION OF CANDIDATES.

Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, November 18, 2022, deadline of rigor and must imperatively include the following documents:
1. a registration form stamped at one thousand (1000) CFA francs on which the candidate will specify his option in the grade (Principal Specialized Nurses and Caregivers) whose printout is available in the services of the Ministry of Public Service and Administrative Reform or in the Regional Delegations of the said Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin no3;
4. one or more certified copies of the required diploma(s) signed by a competent civil authority;
5. certificate(s) of presentation of the original diploma(s), required, signed by a competent civil authority;

7. a receipt for payment of the sum of fifteen thousand (15,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of submission of the application file•,
8. two (02) 4×4 photos;
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.
c applicants who submit their files online are exempt from the formalities for submitting physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
In the event of the absence of applications in the option of a grade or of the quorum not reached in the said option, the number of places reserved or remaining for the latter is transferred to the candidates of the option of the same grade having registered the greatest number of applications.
c State employee applicants subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy of their employment contract or decision to hire.
• Any file that is incomplete, late or whose documents are signed at a police station will not be accepted.
• Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.

Article 4.- PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS.

Article 5.- CONDUCT OF THE ORAL TESTS.

A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for passing the final admission oral tests for candidates in categories “A” and “B”.

Article 6.- PUBLICATION OF RESULTS.

The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud observed before, during or after the running of the competition will be penalized in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
