Opening a direct competition for the recruitment of thirty (30) personnel in the corps of IT and Teleinformatics civil servants, session 2023.
THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 110 78/31 1 dil 31 July 1978 on the special status of the corps of informatics and teleinformatics civil servants;
Considering decree 11094/199 of October 07, 1994 on the General Statute of the Public Service of the State, modified and supplemented by decree n 0 2000/287 of October 12, 2000;
Having regard to Clécret 110 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by Decree 1102018/190 of March 2, 2018; Decree No. 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
VII Decree If 2018/191 of March 2, 2018 reorganizing the Government;
Having regard to decree 110 2000/696/PM dated September 13, 2000 setting the General Administrative Competition Regime,
Having regard to decree n0040/PM of May 19, 2022 setting the terms and conditions for granting. exemption from age for disabled people during administrative competitions and recruitments in the Plibli(llle. State Service;

ORDERS:
Article I a) this decree opens a recruitment competition in the corps of IT and Teleinformatics officials according to the distribution below:
Ten (10) Computer Engineers, category “A” second grade of the Tublic Function;
Ten (10) Analysts, category “A” first grade of the Public Service;
Ten (10) Programmers, category “B” second grade of the Public Service.
b) The said conferences will take place on October 28 and 29, 2023 at the unique center of
Yaoundé.
Article 2.- CONDIMONS TO BE COMPLETED IN ORDER TO APPLY.
l- General conditions:
Cameroonians who fulfill the following conditions may apply: a) meet the general conditions required for access to public employment as enacted by the General Statute of the Public Service of the State;
b) be able to take on the work of a computer scientist;
c) be seventeen (17) years old at least and thirty-four (34) years old at most January 1, 2023 (be born between 01/01/1989 and. ()1/01 /2006).
d) disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit fixed herein. above, in accordance with Order No. 0040/PM of May 19, 2022 referred to above.
2- Specific conditions:
For candidates for admission within the framework of Computer Engineers, hold a Computer Engineering Diploma or a recognized equivalent computer science diploma, issued by a national training establishment or by one of the foreign schools or international organizations appearing on a list fixed by order of the Prime Minister.
For candidates for admission within the framework of Analysts, hold an Analyst’s Diploma or an equivalent recognized computer science diploma, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission within the framework of Programmers, hold both the Baccalaureate of secondary education or the General Certificate of Education Advanced Level (GCE-A/L) and the Programmer diploma or a diploma computer studies recognized as equivalent, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
Article 3.- COMPOSITION OF APPLICATION FILES
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, October 13, 2023 , deadline and must imperatively include the following documents:
l. a registration form stamped at one thousand five hundred (1,500) CFA francs, the printout of which is available from the departments of the Ministry of Public Service and Administrative Reform or from the Regional Delegations of the same Ministry and can be downloaded from the website internet: http://www.minfopra.gov.cm certified copy. confirmation of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n03;
4. a certified true copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;

9. an envelope stamped at one thousand (1000) CFA francs with the ad
Candidates who submit their files online filing of physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National
Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
In the event of a lack of applications in a grade or a quorum not reached in said grade, the number of places reserved or remaining for the latter is transferred to the candidates of the grade having recorded the greatest number of applications.
State employee candidates. subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a copy of their employment contract or decision to hire.
Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.- PROGRAMS, TIMETABLES AND CONDITIONS FOR WRITTEN TESTS.
l- The composition programs are those of the study cycles delivering the diplomas required to apply.
2- The admissibility tests for candidates for recruitment within the framework of Computer Engineers and Analysts will take place on the dates and times below:

3- The admissibility tests for candidates for recruitment within the framework of Programmers will take place on the dates and times below:
Article 6.- The final results of this competition will be published by an order of the Minister of Public Service and administrative reform.
Article 7.- Any fraud observed before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8,- This order will be registered and published wherever necessary. /-
