Opening a direct competition for the recruitment of thirty-five (35) personnel in the body of Civil Engineering officials, session 2022.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,

Having regard to the Constitution;
Having regard to decree 110 75/787 of December 18, 1975 on the Special Statute of the body of Civil Engineering officials;

Having regard to decree 11094/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by decree 110 2000/287 of October 12, 2000;
Having regard to Decree No. 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by Decree 110 2018/190 of March 2, 2018;
Considering decree 110 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering the decree 1+2018/191 of March 02, 2018 relating to the reorganization of the Government;
Considering the decree 110 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;

Having regard to decree n0040/PM of May 19, 2022 setting the terms and conditions for granting disabilities during administrative competitions and state recruitments,

ORDERS:
Article 1.- a) This order opens a staff in the body of Civil Engineering officials, according to the following distribution:

ten (10) Civil Engineers, category “A” second grade of the Public Service; ten (10) Civil Works Engineers, category “A” first grade of the Public Service; ten (10) Senior Civil Engineering Technicians, category “B” second grade of the Public
Service; five (05) Civil Engineering Technicians, category “B” first grade of the Public Service;

b) Said competition will take place on November 26 and 27, 2022 at the unique center of
Yaoundé.

Article 2.- CONDITIONS TO BE FULFILLED IN ORDER TO APPLY.

Terms and conditions :

Cameroonians who meet the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be able to carry out Civil Engineering work;
c) be seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2022 (be born between 01/01/1988 and 01/01/2005) for candidates for direct competitions in categories “A” and “B”
d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit fixed above, in accordance with decree n0040/PM of May 19, 2022 referred to above.

2— Specific conditions:
For candidates for admission as Civil Engineers, hold a Civil Engineering diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission as Civil Engineering Works Engineers, hold a Civil Engineering Works Engineer diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list set by decree of the Prime Minister.
For candidates for the admission of Principal Civil Engineering Technicians, hold the diploma of Superior Civil Engineering Technician issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates for admission as Civil Engineering Technicians, hold a Civil Engineering Technician diploma issued by a national training establishment or by one of the foreign or international schools appearing on a list f; xec by order of the Prcmicr Minister.

Article 3.- COMPOSITION OF CANDIDATES.

Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, November 11, 2022, deadline of rigor and must imperatively include the following documents:
1. a registration form stamped with one thousand (1000) CFA francs, the printout of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Delegations of the said Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin no3•,
4. a certified copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of fifteen thousand a person in charge of the EXPRESS UNION counter of the place of deposit
8. two (02) 4×4 photos;
9. a stamped envelope with one thousand (1000) CFA francs addressed to
the candidates who submit their files online are free of physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
Government employee applicants subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy of their employment contract or decision to hire.

nd Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.

Article 4.- PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS.

1— The composition programs are those of the study cycles delivering the diplomas required to apply.
2— The admissibility tests will take place on the dates and times below:

3— The time limit for admission to the rooms is imperatively set at 7 am sharp.

Article 5.- CONDUCT OF THE ORAL TESTS.

A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for passing the oral tests for final admission.

Article 6.- The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.

Article 7.- Any fraud observed before, during or after the running of the competition will be penalized in accordance with the laws and regulations in force.
