Carrying opening of a
direct competitive examination for the recruitment of forty (40) Assistant Controllers of Financial Authorities (Treasury), session 2023.
THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Having regard to the Constitution;
Having regard to Decree No. 75/776 of December 18, 1975 on the Special Statute of the corps of civil servants of the Financial Authorities;
Having regard to decree 11094/199 of October 7, 1994 on the General Statute of the State Public Service, amended and supplemented by Clécret No. 0 2QQ0,/287 clu 12 octnl_nre 2,000;
Considering the decree n 0 2011/408 of December 09, 201 1 on the organization of the Government, modified and supplemented by Ic 11 0 2018/190 clu 02 rnart; 2018,
Considering decree 11 0 2012/537 clu November 19, 2012 on the organization of the Ministry of the Public Service and Administrative Reform;
VII decree 1+2018/191 of March 2, 2018 on the reorganization of the Government;
Having regard to Decree If 2000/696/PM of September 13, 2000 establishing the General Rules for Administrative Competitions;
Having regard to letter No. 0000818/L/MINFI/DGTCFM/DAG of March 14, 2018 requesting the three-year recruitment of executives for the execution of Financial Authorities (Treasury);
Having regard to Order No. 040/PM of 19 May 2022 setting the procedures for granting the age exemption to persons with disabilities during Administrative Competitions and recruitments in the Public Service. of State ;
Having regard to decree 1+00000490/M INFI of December 21, 2022 specifying the practical terms of Illise erl work of administrative competition costs,
ORDERS:
Article 1.- a) This Order opens a direct competitive examination for the recruitment of forty (40) Assistant Controllers of Financial Management (Treasury), category “C” of the Public Service.
b) Said competition will take place on October 14, 2023 in all the regional capitals
.
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
1. General conditions:
Cameroonians who fulfill the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be at least seventeen (17) years old and at most twenty-nine (29) years old on January 1, 2023 (be born between 01/01/1994 and 01/01/2006) for candidates for the direct competition for recruitment in category “C”,

c) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit fixed above, in accordance with Order No. 0040/PM of 19
2. Specific conditions:
Hold the Brevet d’Etudes du Premier Cycle (BEPC), the Certificate of Professional Aptitude (CAP) or the General Certificate of Education Ordinary Level (GCEO/L) in four subjects, excluding “religious knowledge” or a foreign diploma recognized as equivalent;
Article 3.-
COMPOSITION OF APPLICATION FILES.
Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, September 29, 2023 , deadline of rigor and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1500) CFA francs, the printout of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin n 03;
4. a certified copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty thousand (20,000) CFA francs issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos;

9. an envelope stamped with one thousand (1000) CFA francs to the address
candidates who submit their files online are exempted from the formalities of filing physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
Government employee applicants subject to the Labor Code and fulfilling the conditions set out in Article 2 must provide a copy of their employment contract or decision to hire.
Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-
PROGRAMS, TIMETABLES AND CONDITIONS FOR WRITTEN TESTS.
I. The composition programs are those of the third (3rd) class.

The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 6.- Any fraud observed before, during or after the running of the competition will be penalized in accordance with the laws and regulations in force.
Article 1.- This decree will be registered and published wherever necessary. /-
