direct competition for the recruitment of eighty (80) personnel (Ecoguards) in the body of Water and Forests civil servants session 2023.

THE MINISTER FOR THE PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Having regard to decree 110 75/785 of December 18, 1975 on the Special Statute of the body of Rural Production officials;
Having regard to decree 11 094/199 of October 7, 199/1 relating to the General Statutes of the State Public Service, amended and supplemented by decree 1102000/287 of October 12, 2000;
Having regard to decree 110 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by decree 1+2018/190 of March 2, 2018;
Considering decree 110 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering decree 110 2018/191 of March 02, 2018 on the reorganization of the Government;
Considering the decree n0 2000/696/PM of September 13, 2000 fixing the General Regime of Administrative Competitions;
Having regard to Order No. 0040/PM of 19 May 2022 setting the procedures for granting the age exemption to persons with disabilities during administrative competitions and recruitments in the State Civil Service;

In view of decree 11000000490/MINFI clu December 21, 2022 specifying the costs of administrative competitions,
ORDERS:
Article 1.- a) This decree opens a personal code (Ecoguards) in the corps of Water and Forestry officials , according to the following distribution:
ten (10) Water and Forestry Engineers, category “A” second grade of the Public Service; ten (10) Water and Forest Works Engineers, category “A” first grade of the Public Service; twenty (20) Water and Forest Technicians, category “B” first grade of the Public Service; twenty (20) Technical Agents of Water and Forests, category “C” of the Public Service; twenty (20) Assistant Technical Agents for Water and Forests, category “D” of the Public Service.
b) Said competition will take place on October 21 and 22, 2023 at the unique center of Yaoundé.

Article 2.-

 

 

GENERAL CONDITIONS TO BE FULFILLED TO APPLY.

Candidates must meet the general conditions required for access to public employment enacted by the General Statute of the State Public Service:

Seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2023 (be born between 01/01/1989 and 01/01/ 2006).    
– Be able to ensure the work of Ecogarde.
Hold a Water and Forestry Engineer diploma or an equivalent diploma in Forestry, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
Engineers of Water and Forest Works Al Seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2023 (be born between 01/01/1989 and 01/01/2006) . – Be able to ensure the work of Ecogarde.
Hold a Water and Forest Works Engineer diploma or an equivalent diploma in Forestry, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
BI Water and Forest Technicians Seventeen (17) years at least and thirty-four (34) years at most on January 1, 2023 (born between 01/01/1989 and 01/01/2006). – Be able to carry out the work (cl) Ecogarde.
Hold a Water and Forestry Technician diploma or an equivalent diploma in Forestry, issued by a national training establishment or by one of the foreign or international schools appearing on the Lilic list fixed by order of the Prime Minister.
Water and Forestry Technical Agents
     C Seventeen (17) years old at least and twenty-nine (29) years old at most on January 1, 2023 (be born between 01/01/1994 and 01/01/2006). – Be able to ensure the work of Ecogarde.
Hold a Water and Forests Technical Agent diploma or an equivalent diploma in Forestry issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.

                     Seventeen (17) years old at least and twenty-nine (29) years old at most on January 1, 2023 (be born between 01/01/1994 and 01/01/2006). – Be able to ensure the work of Ecogarde.
Hold the Primary School Certificate (CEP) or the First School Leaving Certificate (FSLC).

  however, disabled persons holding a National Disability Card. issued by the competent authorities, benefit from an age exemption for a ceiling of five (05) years maximum, above the age limit fixed above, in accordance with decree n0040 / PM of May 19 2022 above.
Article 3.-

COMPOSITION OF APPLICATION FILES.

Applications can be submitted online at. : concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations including the Ministry of Public Service and Administrative Reform, until Friday, October 06, 2023 , strict deadline and must imperatively include the following documents:
l . a registration form stamped at (nille five hundred (1500) CFA francs, the form of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website internet: http://www.minfopra.gov.cm
2. a certified true copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin no3•,
4. a certified true copy of the required diploma, signed by a competent civil authority;
5. an attestation of presentation of the original diploma, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs for candidates in the competitions of categories “A” and “B”, twenty thousand (20,000) CFA francs for those in the category issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file;
8. two (02) 4×4 photos •
  9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate. _
 •candidates who submit their files online are exempted from the formalities of filing physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
     Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
     In the event of a lack of applications in a grade or a quorum not reached in the said grade, the number of places reserved or remaining for the latter is reserved for the candidates of the grade having recorded the greatest number of applications.

     Government employee candidates subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a decision to hire.
     Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
     Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.

Article 4.-

PROGRAM, TIMES AND CONDUCT OF THE WRITTEN TESTS.

1— The composition program is that of the study cycles delivering the diplomas required to apply.
2- The written tests which will take place at the single center of Yaoundé, will take place on the dates and times below:
  For the recruitment of Water and Forestry Engineers, Water and Forestry Works Engineers, Senior Water and Forestry Technicians and Technicians of Waters and Forests.
