Brief description of the position

As an actor in French scientific and influential diplomacy, you will participate in promoting France’s image as a scientific power in the field of emerging infectious diseases both in the country and at the regional level, and will make a tangible contribution to the emergence of a Francophile scientific elite, attached to the values and ethical principles promoted by France. You will be responsible for: • the administration and management of the Cameroon Pasteur Center (CPC) establishments in Yaoundé, Garoua and Douala, • the sustainability of the CPC through financial resources essential to its activities (in particular, through the modernization of its own revenue-generating activities: medical analyses, vaccination, etc.), • maintaining the CPC as a national and regional reference center, • the deployment of the CPC’s research activities in priority areas within the national and regional framework.




Main activities

The position includes both scientific and medical management activities and management activities: • Supervision of financial and administrative management. • Daily management of human resources in all its aspects to ensure the smooth running of the CPC. • Interactions with the CPC’s governance bodies, in particular with the Minister of Public Health, but also with the various directors of this ministry, with the authorities of other ministries, and with the board of directors. • Development of relations with national, French (IRD, ANRS, AFD, etc.) and international (WHO, CDC, USAID, GIZ, Welcome Trust, etc.) organizations. • Development and monitoring of research projects, particularly those within the “One Health” dimensions, and compliance with commitments within the framework of international research projects. • Definition of strategic plans for the CPC’s activities, particularly with regard to national public health policies. • Necessary national integration of the CPC, in the service of the Ministry of Public Health, public health institutions, national surveillance, alert and intervention plans for infectious diseases, and in the regional research and public health system. • Relations with the Pasteur Institute and other institutes of the International Network of Pasteur Institutes (joint research, exchanges of researchers, students, doctoral students, interns). • Internal scientific animation at the Center and external in the different intervention research themes. • Extension of the scope of the CPC in Cameroon, in particular by the establishment of an annex in Douala on the land already acquired. • Development of activities to maintain the leading position occupied by the CPC (new technological platforms, new IT tools for research and medical activities, training in specialized fields, etc.). • Maintain and strengthen the visibility of the CPC, both at the level of the population and government authorities, in line with the strategies defined by the MEAE and the Pasteur Institute of Paris. • Support for French university establishments carrying out health research projects in the country, by striving to develop new Franco-Cameroonian cooperation.

Qualifications or professional experience recommended to perform the duties

• Experience in the field of scientific research • Knowledge of the Institut Pasteur and its international network • Experience in management/planning and financial and administrative management of an independent national structure • Ability to interact in a multicultural environment and similar previous experience internationally • Experience in public health (implementation and monitoring of health activities or health programs). • Experience in representing an organization to the various stakeholders of biomedical research: government, regulatory bodies, funders High-level scientist with an HDR, notable experience in the field of research, and proven experience in managing research centers and teams. Good knowledge of public health approaches (implementation and monitoring of health activities or health programs) with if possible a doctorate in medicine/pharmacy.
