Presentation of the Red Cross

A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors.

It is also at the head of 12 regional health and social training institutes.

 

 




 

A member of the world’s largest humanitarian network, the French Red Cross thus employs more than 17,000 employees who, through more than 70 professions, put their professionalism at the service of the most vulnerable within medical and educational institutes, nurseries, retirement homes, functional rehabilitation centres, emergency accommodation centres, training centres, international missions, etc.

The FBF approach: Developed by the CRCR International Movement, actions based on forecasts make it possible to anticipate and react early, based on disaster forecasts and no longer on the basis of their impact.
The idea is to take advantage of the window of time between the moment when we are warned that a disaster is about to occur and the passage of the potential disaster in order to carry out early actions which allow the populations to anticipate coming event, to protect their lives and livelihoods.
This approach combines weather forecasts (but potentially also of another nature, for example forecasts on the evolution of epidemics) and risk analysis to anticipate and reduce the impacts of disasters and epidemics, thus promoting the resilience of populations. .

 

 




 

Later

Under the authority of the Program Coordinator, the delegate specialized in the FbF approach (Financing based on Forecasts or Anticipatory Actions based on Forecasts) is responsible for technically supporting the Head of project and the SNH, both at national and departmental level, in several phases of research and implementation of the anticipatory approach that is present in the programs (mainly Riposte and PPP).

Responsibilities:

Under the authority and supervision of the Programs Coordinator, of the CRF, in close collaboration with Center 510 (hosted by the Dutch Red Cross), the School of Advanced Studies in Public Health (EHESP) in Paris, the Rouge Camerounaise, the existing actors in the management of risks and disasters at the national and regional level:

– he/she facilitates contact between SNH, Center 510 and EHESP as part of the FbF study which aims to develop an anticipation model for Cholera
– he/she supports SNH in the development phase analysis and technical research on FbF, particularly in the context of epidemics;
– he/she supports SNH in the development of an Early Action protocol for Cholera
– He/She supports SNH in the implementation of FbF project activities and builds SNH’s capacity on FbF;
– He/She develops capitalization mechanisms;
– He/She ensures reporting and contributes to the coordination of all activities in connection with national and regional actors working in the field of disaster risk reduction.

 

 

 

 

 

Candidate profile

Master or 3rd cycle in a relevant field of expertise: Public Health, epidemiology, environment, health statistics, natural hazards, project management, or disaster risk management and reduction

Essential specific knowledge:

● Minimum 5 years of professional experience (including at least 2 years in the field) in the
fields of Disaster Risk Management (DRM) and/or Public Health
● Knowledge and proven experience of Early Warning Systems (Early Warning/ Early Action) as well as in the implementation of anticipatory approaches (FbF) and early action protocols (PAP)
● Experience Proven experience in humanitarian responses and desirable experience in preparing for and responding to epidemics or
● Understanding the chain of transmission of epidemic diseases, concepts of epidemiological surveillance and the challenges of preparing for and responding to epidemics at the community level.
● Have coordinated the entire FBF/EWEA process at least once from its design to the validation of a Protocol/Procedure
● Excellent analytical and solution-oriented synthesis skills
● Excellent document writing and formulation skills
● Excellent stakeholder consultation skills
● Excellent workshop facilitation skills

Skills and experience preferred:

● Good ability to work in a team in a multicultural environment and sense of team spirit,
● Dynamic, excellent ability to work independently and capacity for initiative,
● Sense of rigor in work, sense of challenge and ability to work under pressure and manage physical fatigue
● Strength in negotiation and proposal, diplomat and very good relationship with colleagues, project partners, national and international authorities
● Diplomat and very good relationship with colleagues, technical project partners , national, administrative, traditional and international authorities
● Appreciation of field missions and ability to live in an unstable security environment
● Strong motivation for the challenges of RRM (Rapid Response Mechanisms), climate change and international humanitarian response
● Ability to lead and hold training
● Experience in conducting evaluation and capitalization
● Knowledge of the country and of the region
● Knowledge of the Red Cross Red Crescent Movement

LANGUAGES :

● French Advanced level (written and spoken)
● English Advanced level (written and spoken)
● Knowledge of a local language would be a plus
