ROLE PURPOSE
The Disaster Risk Management Coordinator leads the countries disaster management team, disaster programme and the development and implementation of strategies using Plan’s Global Approach to Programme and Influence and Global Operations Manual. S/he oversees ensuring Plan International Cameroon disaster’s programme and operations meet highest levels of technical outcomes, produce results for children, and particularly girls, and contribute to the achievement of Plan’s local and global strategic plans. S/he supports the Country Management Team to strengthen disaster management, builds and strengthens country disaster management team ensures high quality preparedness, organizes effective response and recovery and reporting as well.
The Disaster Response Coordinator is the interface between the Nigerian Refugee and Socio-political Crisis ERMTs in the North West-South West regions, the Programme Technical Team, the Head of Programme r and the National Organisations (NAOs). He/she will be responsible for the quality and effectiveness of Plan’s emergency response in his/her designated area of responsibility. He/she will manage the emergency response portfolio in consultation with the Grant Support Officer and be responsible for compliance with Plan’s disaster management policy and humanitarian standards.  This is a key management position within the country programme and a member of the country management team.
Key responsibilities include Leading the technical review and support to the emergency response teams in the Far North and Eastern regions (sectors) in the strategic development of sector plans/proposals; coordinating sector activities internally and externally; establishing and maintaining public relations with state authorities, UN agencies and other INGOs; Coordinate management support, including the allocation and use of resources between sectors; monitor the implementation of the emergency programme and revise response plans as necessary; coordinate Plan International Cameroon and donor (Plan International Cameroon and donors) financial and programme reporting with programme and support teams.
This position is based in the country office with periodic supervisory visits to the field in the country.

 

 

 

DIMENSIONS OF THE ROLE
•    Ensure that the Country Strategy document includes disaster issues in accordance with the global Disaster Risk Management Strategy, policies of Plan International for the Safeguarding of Children and Youth and those on gender equality and inclusion;
•    Works closely with Technical Advisors, PIIAMs, ERMs, Project Coordinators, State and Non-State humanitarian actors and partners to ensure good preparedness, good Emergency Response Plan based on the Rapid Needs Assessment and the Gender Rapid Analysis so that the emergency interventions respond, including recovery meet identified needs, to the AOGDs with a maximum of added value for Plan International Cameroon;
•    Develop and ensure that clear strategies for disaster risk reduction, mitigation, response and recovery are in place at each country level;
•    Develop/update the Disaster Preparedness Process (DPP) and Emergency Response Plan (ERP); the Multi-Risk Contingency Plan if needed; the Business Continuity Plan for the of or the projects and programs when the environment become hard/complex due to the occurrence of disaster event with major influence on the program and operations, etc.;
•    Contribute to strengthen the capacities of the management teams (Emergency Response Management Team, Emergency Response Team, Go-Teams, etc.) and Plan International and partners staffs (DRM Focal Points, country alerts systems staff and others) on disaster prevention, preparedness process, response and recovery planning according to the unmet needs of affected population and organization’s norms and humanitarian standards;
•    DRM strategies or plans in the area of communication, advocacy, influencing are developed, implemented and progress adequately documented;
•    Technical support to Country Programme designing, resource mobilization, implementation, oversight, monitoring, and evaluation.
•    Reporting regularly to WACAH about the management objectives related to disaster field;
•    Prepare and share with WACAH per quarter, the updating of the analysis of the information from early warning systems;
•    Report about the emergency situation when it occurs disaster situation and on its evolution;
•    Enhance the capacities of staff and Partners (NGO, community members -including young people- and Government partners) to allow them to be ready;
•    Build communities’ and youth resilience;

ACCOUNTABILITIES
Strategic planning, reporting and delivery of programmes
•    The AOGD components related to Disaster Risks Management are included in the Country Strategy and monitored with the MERL Manager
•    Clear strategies for disaster risk reduction, mitigation and response are in place at country level and embedded as appropriate into long term programmes
•    Leads the revision or development of country Disaster Preparedness and response Plan, country Multi-risks contingency Plan and multi processes considering national and global priorities, including Plan International’s own and that reflects its CS’s aspirations;
•    influence strategy document and the implementation is followed;
•    Plans and implements measures to ensure that DRM’s strategy and programme & influence interventions or initiatives, are gender transformative, inclusive and conflict sensitive, and that they build resilience and strong partnerships.
•    Capacity building plan is outlined and executed for the staff and partners;
•    Regular reports on DRM updates and DRM program and influence initiatives as per global standards, guidance, and operations manual are provided;
•    Relevant communication plan in order to promote resilience of staff and community;
•    SitReps are produced as guide by Plan International policies;
•    Hotspots analysis document are regularly produced;
•    The response and recovery intervention of Plan International, targets as priority girls and women issues in the emergency situation;
•    Concept notes and proposal are developed for DRM initiatives and activities;
•    Lessons learned, best practices, methodologies, approaches, life stories, etc. are outlined in order to feed the documentation of learning and innovations from Plan, its partners, and allies.

Team development and people management
•    Oversees the hiring, development and retention of external Consultants or qualified people in all positions of the DRM team, as required to support the delivery of effective, efficient and high quality programmes
•    In liaise with Heads of programme department, establish, agree, communicate and monitor standard and key performance indicators annually.
•    Manage and develop the performance of the DRM teams across the countries to ensure delivery
•    Support staff, partners and allies in the quantitative and qualitative assessment of the results they have achieved in terms of DRM and national programming &influencing and to deliver Global Operations Manual as well.

Safeguarding Children and Young People and Gender Equality and Inclusion
1.    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
2.    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. •    Effective partnerships and collaborations are established and maintained with civil society, INGOs, UN and government entities to maximise the use of our resources for the implementation of quality emergency programmes at scale.

Internal    External
•    The Programme team at CO and PIIA staffs are key colleagues with this post-holder to ensure the quality and the programme effectiveness with assiduous use of funds and meeting of Plan delivery standards.
•    Field staff / District Offices to provide technical advice to Programme staff based in the field and learn from their experience at community level.
•    Grants management team, to provide concepts/ideas and ensure that DM activities are aligned with the CS, operations manual.    •    Partners at national/provincial level: Programme Managers at other INGOs and Government representatives to share best practices and to identify/implement opportunities for collaboration e.g. advocacy, research, etc.
•    National Agency for Disaster Preparedness network (ANPC) and other technical networks

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Technical competencies
•    Master Degree in International development, Health or social sciences or any other relevant field of studies
•    Minimum of 5 years humanitarian aid experience in complex disasters context
•    High level of all aspects of managerial experience, including managing multi-million dollar budgets
•    Experience in complex decision making and leading a multi-disciplinary, multi national team under difficult circumstances
•    The highest level of expertise in representation and negotiation with governments and donors
•    Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management

Desirable
•    Fluency in French and good working knowledge of English.
•    Solid experiences in DRM, strengthening capacities, development of strategic plans.

The position is based in Yaoundé, and the incumbent will be required to travel to the field in crisis areas as well as abroad when necessary.
