July 31, 2025 THREE DISTRICT MANAGERS
a) Responsibilities
Under the responsibility of the Head of the Universal Health Coverage Section and the supervision of the Medical Advisor, he is responsible for:
Planning activities monthly;
Carrying out monthly checks of the services declared by the FOSA and co-signing the invoices;
Ensuring an initial check of the invoices for the services of the FOSA, requiring the opinion of the Medical Advisor for difficult cases; Submit monthly all invoices entered in the Open Imis software to the medical advisor;
Enter the verified data into the DHIS2;
Participate in the Health District Validation Committees;
Transmit the electronic files of the verifications to the FRPS
Write a summary report of invoice processing according to the model provided;
Provide ad hoc support to FOSAs experiencing difficulties in monthly invoicing (new FOSAs, FOSAs whose focal point has just been changed, etc.);
Provide support to ASCs in the planning, implementation and monitoring of marketing activities (C4D) •
Receive copies of the monthly monitoring and evaluation indicator sheets from the FOSA and sent to the FRPS,
Carry out monthly field visits to the FOSA in order to verify the accuracy of the monitoring and evaluation data sent or declared by the FOSA;
Attend the Medical Controller’s mission restitution meeting Provide support and advice to the FOSA in the implementation of the recommendations;
Receive telephone calls from FOSA and ASC on cases referred to the district or regional hospital, visits of CS patients to the district hospital (HD) to ensure the proper management of referred cases (reception, actions performed, availability of prescribed medications) •
Monitor the responses given to calls (especially concerning HD or I’HR), mandate to ASCs for the monitoring of CSI cases, maintenance of a call monitoring register, retrocession of information to the FRPS •
Monitor the payment of transporters by the District Hospital or the Regional Hospital,
Organize information meetings for transporters and Community Reference Matrons by health area and seek solutions to problems encountered by transporters and ASCs; Forward verified invoices to the FRPS level •
Submit a monthly report based on the provided template,
Support the FOSA in checking, assembling and entering invoices;
Collaborate with the Health District in the implementation of its activities.
b) Required profile
Be of Cameroonian nationality;
Holder of a State Nurse or Midwife diploma or any other person holding a nursing license;
2 years of experience in the field of nursing in general and obstetric and neonatal care in particular.
Knowledge of the organization and functioning of the health system; Experience in training and supervision of obstetric and neonatal care activities;
Initiative and decision-making skills;
Open-mindedness and ability to work in a team;
Sense of confidentiality;
Computer skills (MS office) and internet;
Good knowledge of French and/or English;
Availability to dedicate oneself to the activities and tasks listed above and to travel to remote rural areas;
Have a category “A and/or B” driving license; Be able to work under pressure
c) Place of assignment: Health District
