A DOCTOR – ADVISOR
a) Responsibilities
Placed under the responsibility of the Head of Universal Health Coverage Section, he ensures the contractualization aspect of health training (accreditation, monitoring of contractualization, support for non-accredited FOSA)
Monitor medical services in FOSA;
Carry out medical audits of health services attended by health voucher holders;
Monitor services within their area of expertise and submit them for financial validation;
Analyze the files of health voucher holders;
Analyze the attendance and consumption of health voucher holders in health services; Support and advise on disputed care (between the FOSA and the health voucher holder);
Write reports or letters of conformity for covered services;
Participate in periodic service monitoring committees;
Act as a link between the FRPS and the FOSA in monitoring the availability of medicines and other inputs;
Support the FOSA in implementing the recommendations of the medical controller
Support negotiations with health services;
Study and analyze costs and rates based on the quality of care, the technical platform and the services covered by the health voucher;
Restore the analysis of the study and propose rates based on actual costs
Negotiate the pricing and costs of services according to the status of the
FOSA; Support the development of a preliminary draft contract to link the FRPS to the FOSA;
Monitor and evaluate the execution of contracts between the FRPS and healthcare providers;
Participate in the management of conflicts or disputes;
0 Check performance monitoring indicators;
Give an opinion at the time of renewal or modification of the contract linking the FRPS and the FOSA;
Participate in the identification of FOSA eligible for accreditation;
Train healthcare providers and community actors in the implementation of health check activities.
b) Required profile
Be of Cameroonian nationality;
Holder of a Doctorate in Medicine;
Knowledge of Gynecology and Obstetrics;
5 years of professional clinical experience,
minimum 3 years in the management of projects related to health and strengthening of health systems.
Knowledge of the organization and functioning of the health system (with an emphasis on the healthcare system)
Experience in training and supervision of field health activities;
Initiative and decision-making skills
Rigor, firmness and probity;
Openness, courtesy and ability to work in a team; Sense of confidentiality;
Computer skills, particularly the Office suite;
Good knowledge of French and English and knowledge of a local language would be an asset; Driving license B
Ability to travel to remote areas;
Ability to work under pressure
c) Location of the position: Douala
