MAIN OBJECTIVE

The main missions of the record management officer are to implement and manage the processes for managing, preserving and destroying physical and digital documents received or generated by the mission (Projects and Coordination) while maintaining their confidentiality (where applicable), their integrity, their reliability and their traceability.

RESPONSIBILITIES:
For each activity of a department, identify and maintain a list of basic documents: information necessary to ensure business continuity or a clear understanding of MSF activities and decisions, identifying an owner/manager per document/file,
In accordance with the regulations on the protection of personal data, implement the relevant MSF policy and guidelines for storing and archiving physical and digital documents in the secure digital repository, or hermetically sealed physical repository, organize regular audits and document classification and disposition days;




Facilitate access to documents, in agreement with their owners/document managers and as needed, by establishing physical or digital access rights and/or publishing them in the appropriate space (on the local bulletin board, server, intranet, etc.);
Develop and implement practical and realistic processes for the backup of physical and digital documents, their evacuation, or their disposal in the event of an emergency (risk assessment and contingency planning), and report on their implementation;
Evaluate and report on the mission’s maturity in terms of document and file management;

Develop and implement creative strategies to improve the quality of document management by location, by applying MSF policy and best practices, working with the IT team to organize local servers, and with legal advisors to adapt MSF’s records retention schedule to local legislation (compliance); proactively, not reactively;
Systematically brief new employees and regularly remind existing staff about processes, security measures, data protection and their role in managing physical and digital documents.
Play an advisory and decision-making role and train non-specialist agents in good archival practices.

Skills Diploma in Archives Management, Library Management, or Information Technology and Data Collection or equivalent
Minimum 2 to 3 years of experience in document and archives management.
Previous experience with MSF or another NGO is desirable.
Essential knowledge of the mission language (French and English); knowledge of local languages ​​is an asset
Proficiency in MS Office 365 (e.g.: SharePoint, OneDrive, Teams)
Good knowledge of document and archival management tools (inventories, indexes, content management systems, etc.), knowledge of the legal and ethical framework specific to archives, knowledge of the texts governing the protection of personal data.
