ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach towards people guilty of acts of gender-based and sexual violence as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting from and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA agrees to:

  • Respect the charter, the code of conduct, the institutional policies including the policy of protection against abuse of power and sexist and sexual violence, the policy of prevention of corruption and fraud;

CARE – INNOVATE – TOGETHER:Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 African countries. In 2021, we have developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All of these projects are carried out in support of the national health authorities through nearly 357 health structures (including 45 hospitals and 312 health centres). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from the expertise where it is, whether in their country or the rest of the world. In addition, to improve the humanitarian response, we conduct operational and clinical research projects,

THE ALIMA TEAM:More than 2000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capitals of the countries of intervention. These receive support from the 4 desk teams and the emergency service and openings team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, the research organizations PACCI, INSERM, the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

CONTEXT OF THE MISSION

ALIMA programs IN CAMEROON

Present and active in Cameroon since 2016, ALIMA provides technical and material support to the MinSANTE through support to health structures in the response to acute health and nutritional emergencies and epidemics. Since its implementation, ALIMA has greatly developed its interventions in response to the multiple crises that have destabilized the country, in this case the Lake Chad Basin crisis and the Anglophone crisis. The organization now operates in 03 regions, namely the Far North, the North-West then the South-West with a national coordination based in Yaoundé.

 

 

From Mokolo, where ALIMA carried out its first intervention in the country, the response gradually extended to other health districts for the implementation of emergency programs in favor of the populations affected by the conflicts. Health, nutrition and response to epidemics are the sectors in which ALIMA has strong expertise in Cameroon; which has resulted in the implementation of around thirty projects in the departments of Logone-et-Chari and Mayo-Tsanaga in the Far North since 2016 and in the departments of Mezam and Momo in the North -West since 2020. Since August 2022, ALIMA has been working in the Lebialem department of the South-West through the implementation of a medical-nutrition care project for vulnerable populations who are victims of the crisis in the English-speaking area.

Thus, ALIMA provides a medical and nutritional response targeted and adapted to the specific needs of populations affected by crises by allowing them to benefit from free and quality access to health care. To do this, ALIMA provides technical, material and HR support to the health structures (CSI, CMA and HD) supported for the benefit of the most vulnerable populations. ALIMA also responds to emergencies (natural disasters, epidemics, etc.) as was the case during the cholera epidemic in 2022 in the far north.

In 2022, ALIMA implemented 5 projects in Cameroon, including 4 medico-nutritional projects and 1 epidemiological response project (Vaccination) via 11 donor funding contracts. In addition to the free and quality care provided to patients, the strengthening of the capacities of health workers and supported health structures, ALIMA has been able to develop real community roots in its areas of intervention and a good knowledge of the specificities and security issues in these geographical areas, which have remained very volatile since the start of the crisis in 2014.

ALIMA will therefore use these experiences and the lessons learned, but also the relationships established with the community, community leaders and religious and then the administrative authorities during the evaluation to carry out this project.

PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY

Level 3: As part of his or her duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good character will be required. In situations where it is not possible to provide a criminal record or a certificate of good morals and morals, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

  • Line Manager : Head of Mission (based in Yaoundé)
  • Functional Manager : Donor Referent ‐ Desk 1 (based in Dakar)

MAIN MISSION

Under the supervision of the Head of Mission, the Donor Relations Manager is responsible for implementing the funding strategy in line with ALIMA’s country action plan.

More specifically, he/she is responsible for mobilizing funding that will allow the implementation of projects. He/She maintains regular relations with donors, and conducts an active search for funding. He.She is the guarantor of the drafting of project proposals and reports to donors. He/She supports the monitoring of contractual donor indicators, in collaboration with the Project Coordinators and the Medical Coordinator.

MAIN ACTIVITIES

  • Definition and monitoring of the country financing strategy

The Donor Relations Manager carries out an analysis of donor strategy and the availability of funding for the country concerned, in order to maintain a high level of information and understanding of the issues. He.She identifies the financing needs of the mission in collaboration with the coordination team and proposes a relevant financing strategy for the mission. He.She assesses the issues and proposes the adaptation of the strategy according to the country’s operational action plan. During the mission, the Donor Relations Manager monitors the financing strategy and adapts it according to changing needs. In connection with the Head of Mission and the Referent.e Donors at the headquarters, he.

  • Maintenance of the relationship with donors

In connection with the Head of Mission, he/she ensures representation with donors and negotiates funding for ALIMA projects. He.She maintains relations with the donors who finance the projects to ensure regular quality communication. He.She coordinates the visit of donors to projects when the security situation allows it, with the support of the Head of Mission.

  • Search for funding

The Donor Relations Manager, in support of the Head of Mission, conducts an active search for funding and identifies new donors to approach in order to ensure good knowledge of ALIMA and the projects implemented by its actors. . It actively monitors the thematic priorities of donors and funding mechanisms in the country. He.She carries out donor mapping and intelligence gathering, and regularly informs the country coordination on this subject. He.She develops project sheets and brochures to ensure institutional communication throughout the year

  • Support for operational planning in line with donor priorities

The Donor Relations Manager supports the Project Coordinators and the coordination team in the design of interventions in line with the donors’ strategy. He.She ensures that the interventions are aligned with the thematic and operational priorities of the donors, and that the submissions respect the formats required by the latter.

  • Production of concept notes and project proposals

In order to obtain funding, the Donor Relations Manager is responsible for submitting concept notes and project proposals within the deadlines imposed by the donors. He.She ensures the writing of project documents to respond to opportunities with donors. He.She guarantees the quality and conformity of the documents produced.

  • Disseminates key information on donor procedures, funding contracts and supports Project Coordinators in monitoring contractual requirements

The Donor Relations Manager is responsible for updating the coordination team on donor guidelines. He.She continually informs the teams of changes in donor procedures and requirements. In addition, the Donor Relations Manager supports the Project Coordinators in monitoring the contractual requirements of donors. The Donor Relations Manager monitors operational developments, including budgetary, in order to propose contractual modifications if necessary.

  • Data tracking to meet reporting requirements

The Donor Relations Manager develops and incorporates solid elements of monitoring and follow-up in the reports in the project monitoring tools and he/she therefore participates, with the Data Manager and the Medical Coordinator. , checking and compiling operational data. He.She ensures the updating of data monitoring tools in connection with the financing contracts, and anticipates the deadlines of the reports in order to ensure the completeness of the data and a quality analysis.

  • Ensure the production of accurate and analytical narrative reports within the defined deadlines

The Donor Relations Manager is responsible for preparing interim and final reports for donors, according to the formats and reporting rules imposed. He is directly responsible for drafting documents, based on precise, quantitative and qualitative information and capitalized on during the year. He · She establishes a regular liaison with the Coordinators and project managers and, for the preparation of reports, makes the link between the commitments with the donor and the reality of the projects and the land. He.She ensures compliance with deadlines and is responsible for the quality of reports.

  • Ensure the contractual management of financing contracts

The Donor Relations Manager is responsible for monitoring financing contracts with donors. He/She is in direct contact with the national representatives of the lessor for contractual management issues. He·She makes sure to know and respect the lessor’s procedures and that they are known to the rest of the team. For this, he/she has a common contract monitoring tool that he/she helps to update.

  • Ensure the application of standards in the prevention of abuse

The Donor Relations Manager must participate in training and awareness sessions. He/She applies the standards relating to the prevention of abuse in all the tasks that he/she undertakes (eg: addition of the theme in reports, project proposals, clause on the prevention of abuse, etc.). He·She contributes to creating and maintaining a fulfilling and protective environment.

EXPERIENCES AND SKILLS

  • Higher education diploma (Master’s level or equivalent) related to the position (development studies, public health, international relations, project management, etc.)
  • Excellent level of English and French, both spoken and written
  • Good command of project management tools (project cycle, logical framework, project proposal, reporting, etc.)
  • Professional experience in reporting, design and/or project management of at least one year, as well as field experience.
  • Excellent analytical, synthesis and writing skills
  • Autonomy, capacity for initiative, ability to work in a team and to communicate
  • Rigor, motivation, willingness to achieve project support objectives
  • Understanding and adherence to ALIMA’s values ​​and mission

TERMS

Type of contract : CDD under French law with possibility of renewal

Duration of the contract : 6 months renewable

Job location : Yaoundé, Cameroon

Salary: According to ALIMA salary scale (level 10) + valuation of experience + Perdiem

Starting date : As soon as possible

ALIMA supports:

  • Travel costs between the country of origin of the expatriate and the place of mission
  • Accommodation costs
  • Medical coverage from the first day of contract to one month after the date of departure from the country of mission for the employee and his dependents
  • Evacuation for the employee and his dependents.
