General context of the project

 

 

 

 

The Far North region of Cameroon is facing an ongoing crisis caused by the violence of attacks by armed groups, natural disasters and inter-community conflicts (OCHA, Overview of the humanitarian situation, 2023). In 2023, the number of people in need is estimated at 4.7 million, one third of whom will be in the Far North region. Of these people, more than 385,372 are IDPs and are believed to have come from conflicts between the defense forces and non-state armed groups-GANE (90%), floods (9%) and inter-community conflicts (1%) (IOM, Crisis Response Plan 2023)).The activities of non-state armed groups (NSAG), generally marked by violence, incursions into villages, looting, as well as kidnappings continue to negatively impact the daily lives of populations in the departments of Mayo-Sava, Mayo-Tsanaga and Logone and Chari. Added to this are the frequent clashes between the NSAGs and the defense and security forces (FDS) which impact civilians. Security sources reported at least 83 incidents related to GANE activities, confrontations with the FDS and subsequent FDS operations in February; which represents a sharp increase compared to the 53 incidents accumulated in December 2022 and January 2023. The consequences of this insecurity are also reflected in the persistence of population movements. In February 2023, the Rapid Response Mechanism (RRM) registered over 1,652 newly displaced people. Which brings to more than 6,000, the number of internally displaced persons (IDPs) registered in the region since January 2023. Preventive displacements for fear of NSAG incursions and attacks have also been reported in several localities, notably in Kerawa in Mayo-Sava, and Darak, Blangoua and Hilé-Alifa in Logone and Chari (OCHA, Situation Report, April 2023). A total of 453 protection incidents were reported in February, including 46% physical attacks and 43% kidnappings.

 

 

 

General objective of the position

The Project Manager is responsible for the coordination, implementation and monitoring of activities in the intervention areas mentioned above. He/she will be in charge of guaranteeing the coherent planning of the implementation of the project activities, while respecting the operational planning defined in connection with the Coordination of the mission.

Main responsibilities and tasks

Project management :

  • Develop an objective and punctual planning of project activities, in collaboration with the head of mission and his entire team.
  • Ensure operational, financial and programmatic management in collaboration with team members.
  • Ensure coordination with partners and stakeholders (humanitarian actors, administrative authorities), with representatives of donors and other actors present in the field.
  • Ensure the coordination of the Project in collaboration with the members of the team through the monitoring of common activities.
  • Ensure compliance with the work plan and propose readjustments if necessary.
  • Ensure the monitoring and evaluation of activities through the development and updating of monitoring tools) in collaboration with the Coordination of the Mission.
  • Formulate narrative and financial reports to be submitted to the lessor.
  • Contribute to the monthly update of information to be shared with the relevant clusters.
  • Ensure the timely submission of the monthly internal activity report to the organization including the PAT tracking tool.
  • Ensure an adequate line of communication (internal and external) under the supervision and with the Coordination of the Mission.
  • Report quickly and precisely any difficulty encountered in the implementation of the project to the Coordination of the Mission and contribute to the identification of solutions.
  • Participate in sector coordination meetings at the field level.
  • Contribute to security management according to established approaches and tools used in the mission.

Administrative management of the project:

  • Ensure proper management of project funds (update the financial planning of the project on a monthly basis; every month,
  • Monitor project expenses in collaboration with the administration,
  • Propose budgetary readjustments to the administration;
  • Liaise with the logistics team for project procurement, to ensure proper application of INTERSOS and donor procurement procedures

Human Resource Management :

  • Contribute to the selection and recruitment of national project staff as needed;
  • Ensure the effective and objective performance evaluation of the staff under his management every 3 months and the final evaluation;
  • Supervise and manage the project team and ensure continuous training in collaboration with the Mission Coordination.

Capitalization and knowledge management:

  • Ensure the capitalization of experiences and data obtained within the framework of the project; (See activity sheet and Program sheet on IMP);
  • Identify needs and propose new potential programs or activities to be implemented in the field;
  • Transmit to the Mission Coordination all photo and video documentation of the activities, as well as any significant information on the area of ​​intervention and the activities of the project to feed the needs for visibility, fundraising and communication.

Profile required

Education

  • Advanced university degree in Economics, Political Science, Social Sciences, Humanities or other relevant field.
  • A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree

Professional experience

  • Minimum 4 years of experience in project management in the humanitarian sector, especially in protection project management
  • Good professional skills in the field of Protection
  • Knowledge of the ECHO donor necessary

Professional requirements

  • Solid understanding of the humanitarian emergency context;
  • Ability to work in a volatile security environment;
  • Ability to work under tight deadlines, with little supervision and under pressure;
  • Great ability to communicate, written and oral, and to maintain relationships with experience in managing work teams;
  • Ability to work in a team and independently;
  • Knowledge of ECHO procedures and guidelines.

LANGUAGES

  • Fluent French (spoken, read, written)
  • Knowledge of English (desirable).
