As part of an evaluation of the pilot phase, R&A+ is looking for a mission leader with the following profile:
– A training of at least Bac + 5 level in Public Procurement, Public Finance, Audit, Law, Economics, Engineering or any other equivalent diploma;
– At least seven years of general experience in evaluation and/or audit of organizations or administrative reforms;
– Have participated as head of mission in at least three (03) audit missions or evaluation of organizations or administrative reforms, during the last seven (07) years;
– Proven experience in writing or revising procedures manuals;
– Competence in the implementation of Performance-Based Financing (PBF) and/or as a public procurement actor would be an asset;
– A good knowledge of public finance and experience in auditing projects financed by a donor would be an asset;
– Have the ability to identify and analyze the strengths and weaknesses of a mechanism put in place, make findings and propose areas for improvement and strengthening the performance of the process in place;
– A good ability to work under pressure and teamwork;
– Fluent in French and/or English;
– Computer skills ;
