objectives:
The Supply Chain Team Leader, based in Meiganga, reports directly to the Area Manager. He / she is responsible for supervising the supply of the base and sub-bases of Adamaoua and Eastern DRC as well as the management of the fleet, the management of equipment, the management of warehouses as well as management of DRC premises.
He/she proactively supports program activities by organizing efficient procurement of goods and services. He/she ensures that DRC purchasing rules and donor rules are respected. He/she ensures that these rules are strictly applied and known to the DRC team.
RESPONSIBILITIES
1. Management of the DRC logistics department
– Ensure that DRC logistics procedures (procurement, material management, vehicle tracking, inventory management, travel management, etc.) are in place in Meiganga, Djohong and Garoua Boulai and are properly implemented,
– Ensure that all logistics procedures comply with the DRC code of conduct and donor regulations,
– Share with the SCM, on a monthly basis, supply tracking, fleet management tracking, asset/equipment tracking, etc.) and provide an explanation for any discrepancies,
– Ensure staff training and DRC partners on logistics procedures,
– Supervise the archiving of paper and sharepoint documents for the logistics department
– Report any non-compliance with DRC logistics procedures to the Area Manager and the SCM.
2. Procurement Management
– Actively participates in the development of project proposals within its scope of responsibility and helps define the resources necessary to ensure the feasibility of the project,
– Ensure that a supply plan is developed for ongoing and new projects and ensure that the supply plan is regularly updated,
– Develop framework agreements for recurring purchases and ensure renewal framework agreements in accordance with DRC procedures,
– Supervise the receipt of goods and the delivery of materials to the requesters,
– Ensure that all supply follow-ups are systematically up to date,
– Ensure that the purchase records of Meiganga, Djohong and Garoua-Bouali are complete and that the documents are signed and/or approved by the appropriate personnel,
– Anticipate and prepare requests for exemption in accordance with DRC procedures,
– Ensure that the documentation and explanations requested by the auditors are provided in a timely manner.

3. Equipment management (IT, vehicles, generators etc.)
– Ensure that asset/equipment tracking and supply management tracking the fleet are accurate and regularly updated,
– Ensure that the use of DRC vehicles complies with DRC procedures,
– Oversee the management of the fleet of vehicles and ensure that a movement plan is produced on a weekly basis and shared with DRC staff,
– Oversee physical asset inventories and ensure compliance with DRC requirements
– Ensure that assets are recorded in equipment tracking and labelled,
– Ensure that transfers/disposals of fixed assets are justified by the appropriate document,
– Forecast investment needs for the following year,
– Supervise the management of generators.
4. Inventory management
– Supervise physical inventories of inventory,
– Ensure that the use of inventory management documents are in place,
– Supervise that program staff use inventory management documents,
– Supervise the loading and the unloading of the goods in the warehouse,
– Supervise the cleaning of the warehouse and ensure that the storage areas are clean and tidy,
5. Ensure efficient and practical management of the general services (offices, guest rooms and warehouses)
– Supervise the maintenance and the maintenance of the premises of Meiganga, Djohong and Garoua Boulai (office, guesthouse, warehouse),
– Anticipate all the needs necessary for the proper functioning of the premises,
– Identify, at the request of the Area Manager, new potential office space for rent.
6. Ensure fair and efficient management of the logistics department and its team members
– Produce an annual action plan defining the objectives of the logistics department in the area,
– Manage and supervise the teams of Meiganga, Djohong and Garoua Boulai Logistics (leave, recovery, evaluation, individual action plan, objectives, etc.),
– Coordinate the overall management of the logistics team, lead or initiate meetings team, ensure good collaboration with other departments and operational teams,
– Supervise and guide (training and coaching) the members of the logistics team,
– Ensure an effective distribution of the logistics workload within the team and ensure rigorous monitoring of activity planning and direct implementation when needed,
– Oversee the career development of the team: identify individual training needs and provide advice on professional development.
The Supply Chain Team Leader is expected to perform all other duties required by the Area Manager and SCM that are commensurate to the position.
Experience and technical skills: (include years of experience)
• At least four years of experience in a logistics department (preferably with an INGO)
• Good communication and excellent interpersonal skills
• A good team leader who is responsible, diplomatic and confident in dealing with people of all levels and from different backgrounds
• Good analytical skills
• A problem-solving and solution-oriented attitude
• Planning skills and attention to detail
• Ability to work under minimal supervision and achieve set goals within set deadlines
• Accessible and willing to listen and help colleagues
• Ability to work under pressure and irregular hours
• Ability to organize occasional staff training on supply chain issues

• Bachelor’s degree in logistics, transport or supply management;
