THE BANK:

Created in 1964, the African Development Bank is the first pan-African development institution. Its mission is to promote economic growth and social progress across the continent. The Bank has 81 member countries, including 54 African countries (regional member countries). The Bank’s development program aims to provide financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. To further focus on the objectives of the Ten Year Strategy and achieve greater development impact, five High 5s which will all accelerate the achievement of results for Africa have been identified for expansion, namely: energy, agro-industry, industrialization, integration and improvement of the quality of life of African populations. The Bank intends to build a management team that will successfully lead the implementation of this vision.

 

 

 

THE COMPLEX:

The Senior Vice-Presidency is responsible for supporting the President in the day-to-day management of the Bank Group with the aim of achieving the institution’s strategic objective and promoting a performance culture that harmonizes all processes and systems to deliver high impact results. The Senior Vice Presidency will provide effective leadership and exceptional coordination to ensure the implementation and follow-up of key institutional decisions, as well as the identification of necessary measures and corrective actions. The Senior Vice President leads senior management discussions, the decision-making process and the execution of key Board and senior management decisions.

 

 

 

THE DEPARTMENT THAT RECRUITS:

Attached to the Principal Vice-Presidency Complex, the Service Delivery, Performance Management and Results Department is at the center of the Bank’s efforts to improve operational and institutional performance, accelerate the pace of implementation, enhancing the quality and effectiveness of Bank operations, and enhancing and reporting on the Bank’s development impact. The Quality Assurance and Learning Division focuses on improving and integrating quality and results into Bank strategies and operations.

More specifically, the Division (i) sets quality standards for Bank interventions; (ii) designs and strengthens tools and processes throughout the operations cycle; and (iii) builds staff and partner capacity and operations knowledge.

The Bank’s five Regional Service Delivery Units lead the implementation of Bank operations. Each is headed by a Managing Director and a Deputy Managing Director, who report to the Vice President, RDVP. Staff from different departments are brought together in regional service delivery units, which cover both sovereign and non-sovereign operations.

THE POST :

The overall objective of the Principal Quality, Results and Monitoring Officer position is to support the Bank’s Regional Service Delivery Units, and therefore the Bank as a whole, to strengthen the quality and compliance of its monitoring and self-evaluation, as well as the planning, monitoring and measurement of its development results.

Incumbents of this position provide sound advice to foster quality integration and compliance throughout the project cycle. They advise project teams involved in sovereign and non-sovereign operations. A Principal Quality, Results and Monitoring Officer is assigned to each regional service delivery unit. Each Principal Quality, Results and Monitoring Officer is able to fulfill this advisory, quality assurance and compliance role by not being attached to the project teams and by reporting to the Quality Assurance Division at central level. Consequently, the incumbent enjoys a certain degree of independence which allows him/her to focus on giving sound advice and ensuring quality, while working closely with project teams in the regions. This approach is part of the AfDB’s “One Bank” approach.

MAIN DUTIES:

The Principal Quality, Results and Monitoring Officer is responsible for (i) improving compliance with corporate reporting standards; (ii) improve the quality and efficiency of monitoring in the region; (iii) contribute to improving the quality and effectiveness of Bank strategies and operations in the region.

Specifically, Principal Quality, Results and Monitoring Officers contribute to quality and compliance by carrying out the following functions:

For sovereign and non-sovereign operations:
Provide guidance to project teams to develop robust results frameworks, theories of change and monitoring plans in line with Bank guidelines and international best practices.
Provide project teams with guidance to strengthen monitoring and evaluation plans for new operations under preparation and evaluation, as appropriate.
Provide training to build regional capacity in results planning, monitoring and self-evaluation.
For sovereign operations in particular:
Provide additional independent review of the readiness for results of projects under preparation or appraisal in other regions, using the Bank’s Readiness Review Tool.
Review a sample of supervision reports for quality and compliance, including from a results measurement perspective.
Foster review of project implementation status and project completion reports for sovereign operations to verify quality and compliance.
For non-sovereign operations in particular:
Advise, upon request, portfolio managers in the review of a sample of annual supervision reports to verify their quality and compliance, from a results measurement perspective.
Advise, upon request, portfolio managers in the context of the review of a sample of extended supervision reports (ESRs) prepared by independent consultants in order to verify their quality and compliance, from the point of view of the measurement of results.
At the regional and institutional level:
Provide guidance to country and regional strategy teams on results measurement in the development of new country and regional strategies, mid-term and completion reviews, and review capacity to country monitoring and evaluation, as appropriate.
Contribute to improving understanding of quality assurance mechanisms, results monitoring and measurement requirements, and best practices within regional teams, including contributing to training, compliance reporting, and reporting on performance and lessons learned.
Contribute to the continuous review and improvement of the Bank’s monitoring and evaluation and quality assurance tools and practices.
Participate in the training of project staff in Bank member countries, support the deployment of digital tools and manuals to strengthen the quality of data collected and project reporting. Promote the digitization of the Monitoring and Evaluation, Reporting and Learning (MERL) mechanism, in cooperation with wider institutional initiatives.
Serve as a focal point for quality assurance, monitoring and evaluation and results measurement, support relevant corporate initiatives and reporting, including in relation to the Bank’s “Quality Matters” campaign, and support offices regional authorities to participate effectively in independent evaluations.
SKILLS (Qualifications, experience and knowledge):

Hold a Master 2 in Economics, Development Studies, Monitoring and Evaluation, Statistics or in a related discipline.
Additional qualification or certification in Results Management, Monitoring and Evaluation or equivalent title is an added advantage.
Have a minimum of six (6) years of relevant professional experience in the field of monitoring and evaluation, or more broadly results measurement, preferably in the context of international development.
Technical skills
Experience in monitoring and evaluation, including developing results frameworks at project and strategy levels, as well as practical tracking of progress towards achieving development results.
Demonstrated hands-on experience in developing and implementing project-level monitoring plans.
Have a thorough understanding of the theory of change, preferably as it relates to participatory development and its application in practice ex ante and ex post.
Have experience using digital tools to enable data collection, recording and analysis.
Have a proven approach to solving problems related to the availability and quality of data in certain developing countries.
Have experience as a trainer, facilitator or instructor of workshops and learning events.
Have experience in conducting strong analytical work and communicating effectively about it, and be able to analyze quantitative and qualitative data.
Have knowledge and practical experience of the operational policies, procedures and review processes of multilateral development banks or other development agencies.
Experience in developing country contexts and preferably in transitional or fragile contexts.
Behavioral skills
Have strong behavioral skills, particularly with regard to key performance factors: communication, problem solving, customer orientation, team work and relationships, innovation and creativity, operational efficiency.
Be dynamic and motivated.
Have excellent communication skills, and be able to adapt written and oral communications to different audiences.

Have experience managing team members or junior consultants.
Be able to work orally and in writing in French or English, and have a good working knowledge of the other language. For this position – based in Central Africa – it is necessary to be able to work in French.
Master the use of standard Microsoft Office Suite applications (Word, Excel, SAP, PowerPoint, MS Project, SharePoint, MS Teams). Proficiency in data collection and analysis tools such as KoboToolbox and Power BI would be an added advantage.
