Having regard to the Constitution;
In view of law n° 005 of April 16, 2001 on the orientation of Higher Education;
Considering Decree 2018/190 of March 02, 2018 modifying and supplementing certain provisions of the Decree
n2011/408 of December 09, 20II on the organization of the Government
Mindful of Decree No. 2011/410 of December 9, 2004 on the formation of the Government;
Decree 2018/191 of January 4, 2018 on the reorganization of the Government;
Considering the decree n° 2012/433 of October 01, 2012 on the organization of the Ministry of Education
Superior;
Yu Decree No. 20 12/333 of June 29, 2012 appointing a Vice-Chancellor and Rectors in
some state universities; •
Considering the decree n2012/366 of August 06, 2012 appointing officials in the Universities
of state;
Having regard to Decree No. 93/026 of January 19, 1993 establishing Universities;
Having regard to Decree No. 93/027 of January 19, 1993 laying down common provisions for Universities, amended and
supplemented by decree no. 2005/342 of September 10, 2005;
Having regard to Decree No. 93/036 of January 29, 993 on the administrative and academic organization of
the University of Yaoundé I;
Yu Decree No. 2010/3 71 of December 14, 2010 establishing a State University in Bamenda;
Having regard to decree n° 2010/372 of December 14, 2010 erecting the École Normale Supérieure Annexe de
Bambili in ENS and ENSET from the University of Bamenda;
Considering decree n° 88/1328 of September 28, 1988 for the organization of the École Normale Supérieure;
Yu Order No. 541/CAB/PR of September 28, 1990 reorganizing the École Normale
Superior of Technical Education of the University Center of Douala;
Yu Decree No. 20!4/090 of March 07, 2014 establishing the Ecole Norînale Supérieure
of Technical Education (ENSET) from the University of Buea in Kumba;
Having regard to circular n°004/CAB/PM of February 10, 2000 relating to admission to normal schools
training and recruitment to the Civil Service;
Yu decision n°18130456/MINESUP/SG/DAUQ/DAJ/SDEAC of 03 July 2013 modifying the decision
11°05/00221/MINESUP/DDES/PEEX of 10 May 2005 on the creation, organization and operation
of the Selection Commission for candidates returning to the École Normale Supérieure and to
the Higher Normal School of Technical Education;
Having regard to Decision No. 18220053/MlNESUP/SG/DAUQ/SDEAC/SE of March 16, 2022 setting the
calendar of competitive entrance examinations into State Universities in Cameroon,
and Schools under the academic supervision of MINESUP for the 2022-2023 academic year;
Article 1: a selection by way of Return on Title for admission to the First Year of the Second Cycle of the Ecoles Normales Supérieures (ENS) of the Universities of Bamenda, Maroua, Yaoundé I and the Higher Normal Schools of Technical Education
(ENSET) of the Universities of Bamenda, Buea and Douala is open for the year academic 2022/2023, in the following series and according to the number of places below noted:

Article 2 the application files for the Return on Title must include
the following parts:
a handwritten and stamped registration request at the regulatory rate addressed to the
Minister of State, Minister of Higher Education S/C of the Minister of
Secondary lessons:
a Certified true copy of the undergraduate diploma (DIPES I or DIPET);
a certified copy of the License or Bachelor’s degree, or a Certificate of Achievement
certified as compliant by the competent academic authority for ENS only;
a certified true copy of! birth certificate dated less than three (03) months;
a service certificate attesting that the candidate has a seniority of
at least three (03) years of service;
a certificate of service for the current school year;
a certified copy of the act of integration into the Public Service;
a receipt for payment of fifteen thousand francs (15,000 FCFA) of competition fees, to the
name of the Financial Agent of the Department of University Accreditations and
Quality (DAUQ) with EXPRESS UNION, Warda-Yaoundé.
Article 3: All complete applications for Return to Title must be submitted
to the Ministry of Secondary Education no later than Friday, October 21, 2022. Those
filed at Department of Basic Education must be forwarded to MINESEC within the
same deadlines for referral to the Ministry of Higher Education for the
convening of the competent committee. All complete files must be submitted
at MINESUP, DAUQ (door 1536) no later than Friday, October 28, 2022.
Article 4: At the end of the examination of the application files for the Return on Title, the selection committee referred to above draws up the list of candidates proposed for admission final. The final results are published by the Minister of State, Minister of
Higher Education
Article 5: The Rectors of the Universities of Maroua, Douala and Yaoundé I. the Vice Chancellors of the Universities of Bamenda and Buea, the Director of Accreditations Universities and Quality, the Directors of the Écoles Normales Supérieures of the
Universities of Maroua, Bamenda and Yaoundé I, as well as the Directors of the Schools Higher Normals of Technical Education of the Universities of Douala. of Buea and Bamenda are responsible, each as far as they are concerned, for the execution of this decision. which will be recorded and then published wherever needed.
