1. Context
The conservation of ecosystems and the sustainable management of natural resources are
crucial issues for sustainable development in Cameroon. The South-East region of Cameroon, in

The periphery of Lobéké National Park (LNP), in particular, is home to exceptional biodiversity,
with key species such as elephants, gorillas, buffaloes and several species of
duiker.
However, this region faces several challenges, including:
 Poaching and wildlife crime, which threaten animal populations and the proper
functioning of ecosystems;
 Human-wildlife conflict, exacerbated by the expansion of human activities and the
scarcity of natural resources;
 Lack of community engagement, which limits the participation of local populations
in conservation efforts and natural resource management;

 The lack of structured ecological monitoring, making it difficult to assess the state of
ecosystems and the impacts of conservation interventions.
In this context, Noé, in partnership with Nature+, is implementing the project “NaturaSudEst – Conservation in Forest Management Units (UFA),
Hunting Interest Zones (ZIC), and Community-Managed Hunting Interest Zones (ZICGC) on the
outskirts of the LNP”. This project, funded by the European Union, aims to strengthen
inclusive biodiversity conservation, particularly through work with private landscape stakeholders
(UFA, ZIC and ZICGC), and to actively involve local communities in the sustainable management2
of natural resources. The project focuses its work on the following three Specific Objectives (SO)





:
 SO1: Improve the fight against poaching in the UFA/ZIC and ZICGC around the
Lobéké National Park and strengthen the application of the law on wildlife crime in the
landscape;
 SO2: Establish an ecological monitoring system on certain key species,
biological studies and a study on human/wildlife conflicts in the concessions

forest and hunting areas in the periphery of the LNP to monitor the evolution of biodiversity
and mitigate natural resource management conflicts;
 OS3: Strengthen the natural resource management capacities of conservation stakeholders
with a view to equitably sharing the benefits from the management of
wildlife and forest resources, particularly benefiting women, young people and
indigenous peoples.
To achieve its objectives, Noé is looking for one (01) field agent in charge of
Animation and Community Engagement who will be based in Salapoumbé, Noé’s base
located in the East region of Cameroon. He/She will be responsible for ensuring the implementation and
monitoring of activities, in accordance with the project action plan.
2. Objectives of the position
The field agent’s main mission will be to ensure the implementation and monitoring of
project activities on the ground. He/She will work in close collaboration with the communities




local authorities, administrative and traditional authorities, as well as project partners. He/She
will contribute in particular to:
 The implementation of the action plan developed by the project team;
 The collection of data for adaptive management of the project;
 Supporting communities in the sustainable management of natural resources;
 Raising awareness and mobilizing local stakeholders.
To the extent of his/her experience and skills, the field agent may be required
to provide ad hoc technical support to other activities (operations, anti-poaching,
community development, ecological monitoring) as well as to project monitoring and evaluation and
reporting.3
3. Job Description
The Community Animation and Engagement field agent is responsible for
raising awareness and mobilizing local communities for the conservation and sustainable management of
natural resources. He/she organizes workshops, training courses and awareness campaigns.

3.1. Responsibilities
In this position, the candidate will be responsible for:
 Raising awareness and mobilizing local communities on the issues of
conservation and sustainable management of natural resources;
 Organizing and leading training workshops and community meetings;
 Strengthening the participation of local populations in project activities;
 Facilitating dialogue between traditional authorities, local organizations and
project partners;
 Identifying and promoting sustainable alternative activities (ecotourism, agroecology,
local crafts, etc.);
 Collecting socioeconomic data (interviews, participatory surveys, etc.);
 Implementing actions identified and validated by the project;

 Rigorously implement the studies and analyses defined according to the
highest scientific standards;
 Scrupulously inform the dedicated databases on SMART;
 Build a network of relays within the communities of the intervention area;
 Mobilize the communities as part of the seasonal recruitment that will accompany the
major activities of the project;
 Organize and lead community meetings at the request of the project team
(Coordinator);
 Listen to the concerns of the communities and share them with the
project team;
 Support the implementation of the mentoring program: dissemination of offers,
organization of recruitment, etc.;
 Contribute to supporting private operators to strengthen the benefits provided to the
communities;4
 Strengthen the mechanism for redistribution of hunting and forestry revenues
to the communities;
 Manage and maintain the project equipment;
 Ensure reporting (interim reports on the main missions);
 Ensure communication on the results and good practices of the project;
 Contribute to capitalization and communication actions on the project, as well as to the
representation of Noé in Cameroon;
 Contribute to guiding strategic actions according to the local cultural framework.
3.2. Desired profile
The ideal profile for this position must combine experience in the field,
technical skills and strong interpersonal skills. He/She must have, among other things:
 Mastery of at least one local language (mandatory criterion);
 Knowledge of the Baka language is an essential asset for the application;
 A Technician diploma (Bac +2/3) in community development,
communication, social sciences or related field is desirable;
 A motorcycle driving license is essential;
 An appetite for field work;
 Experience in community animation and social mobilization in rural areas;
 Good oral and written communication skills;
 A high level of listening skills, a calm and soothing personality and a great open-
mindedness;  A deep understanding of the local cultural context, standard of living and socio-economic
constraints ;  An ability to develop awareness-raising and environmental education materials and activities adapted to local communities;




 Experience in the development of alternative economic initiatives;
 Good interpersonal skills, with experience in teamwork and networking, the ability to
report, inform and mobilize;
 A good command of data collection techniques (interviews,
participatory surveys, etc.);5
 Preliminary experience in activities reserved for women and youth, and
in the inclusion of indigenous peoples;
 An affinity with the use of the Office Pack and very good reporting skills
;
 A habit of working in isolated environments;
 An ability to remain flexible, efficient, enthusiastic and diplomatic in a
complex and demanding environment.
 Mastery of the landscape and/or the participatory approach integrating FPIC (
Free, Prior and Informed Consent) will be assets.
4. Supervision and collaboration
The field agent specialized in Animation and Community Engagement will work under
the supervision of the project coordinator and in close collaboration with:
 The program supervisor based at the Noé headquarters;
 Technical partners: AT Nature+, MINFOF, WWF, etc.;
 Local communities, COVAREF, CPF and other key community stakeholders.
