PROJECT SUMMARY

The National Episcopal Conference of Cameroon (CENC), in partnership with Catholic Relief Services (CRS), is restructuring its existing operational systems to produce an improved and robust structure that can meet donor requirements for development projects. L’approche ALLRight (Advancing Local Leadership in the Right Way; Developing Local Leadership in the Right Way) is an important way to achieve CRS’s Vision 2030 strategy. CRS places particular emphasis on supporting local institutions in achieving their ambitions to be effective, dynamic and sustainable catalysts for development for the people and communities they serve. Thus, ALLRight aims to support CENC to become a leading organization in humanitarian programming and development in Cameroon. The CENC currently has more than six (06) projects sponsored by international donors. For the past three years, CENC has worked as a transition partner for a U.S. government-funded project. The CENC is therefore seeking to recruit qualified staff for its Projects Unit whose mission is to coordinate and harmonize its various projects and services.

JOB
SUMMARY The Finance and Operations Manager will work within the Projects Unit, in charge of managing the Advancing Local Leadership in the Right Way (ALLRight) programme. he/she will work closely and under the supervision of the Head of the Unit to strengthen the capacities of the CENC through institutional strengthening, capacity building of staff and their accompaniment.

These actions aim to ensure that the organization has the operational and technical systems and staff to implement high-quality projects that meet the requirements and priorities of humanitarian and development donors. In addition, the Finance and Operations Officer will be responsible for overseeing and coordinating the management of processes related to administrative, logistical, financial, accounting, human resources issues of the projects/services of the CENC. II/She will ensure consolidated reporting of operational and budgetary information related to projects/services.



TASKS AND RESPONSIBILITIES
Functional and operational management of projects/services

  • Coordinate and monitor day-to-day operations to ensure support services are delivered efficiently and of high quality.
  • Identify and help address challenges that affect the proper management and optimal use of project/service assets and resources (financial, human and material).
  • Effectively manage talent, team dynamics and staff well-being.
  • Provide coaching, strategically tailor individual development plans and contribute to performance management.
  • Monitor and evaluate performance to ensure adequate capacity to successfully support high-quality programming.
  • Contribute to effective and sufficient staffing to meet the needs of the CNEC, partners and adherence to HR systems, policies and practices that support a culture of high performance, staff development and retention.
  • Contribute to ensuring quality personnel administration and a working environment that truly reflects the guiding principles of the CENC and donors.
  • Ensure that recruitments are carried out in accordance with CENC policy.
  • Ensure that compensation policies and practices are administered in a manner that respects internal fairness, market competitiveness and policy compliance.
  • Ensure a comfortable and safe working environment for all CENC staff.
  • Ensure the integrity (accuracy, security) of information from project/service information systems.
  • Support partners in conducting follow-up visits of their sub-recipients.
  • Collaboratively mentors and assists partner in building institutional capacity in operations, including finance, procurement, asset management, logistics and human resources.
  • Conduct formal and informative trainings with the partner. Work with other CENC staff to address partner challenges.

Financial and material management of projects

  • Works with project/unit managers to ensure appropriate project/service expenditures, in line with financial plans, and sound management of material sources.
  • Provide capacity building and support to CENC projects and services in the area of financial and operational management. Ensure that the financial accounting environment of projects/services complies with CENC policies and procedures, donor rules, regulations and legal requirements.
  • Provides advice on internal approval, expenditure tracking and budget adjustment processes based on operational, programmatic and donor requirements. Define and provide technical oversight of internal approval, expenditure tracking and budget adjustment processes; in accordance with operational, programmatic and donor requirements.
  • Ensure the mobilization of the finance team in the development of proposals while working with the program department to ensure optimal application of proposal costs.
  • Ensure the accounting of the Project Unit and consolidate the accounting and financial data of all projects/services.
  • Review financial statements to ensure that interdepartmental coordination and distribution behaviour are conducive to promoting budget compliance and good cash management.
  • Ensure proper management of CENC resources, as well as optimal use and maintenance of assets and resources, including appropriate inventory controls (monitoring of receipt and shipment of inventory, management of warehouses, fleet, assets and their disposal).
  • Ensure high-quality reports that allow proper tracing and tracking of inventories and assets.
  • Ensure that in-kind transactions are appropriately reflected in the financial statements in accordance with CENC policy.

Security

  • Proactively manage security and mitigate security risks. Identify opportunities to build capacity of staff/partners in security analysis and management.
  • Ensure that safety briefings are provided to incoming staff, visitors, CENC senior management and other stakeholders, as appropriate.




Compliance with donor and government agreements

  • Conduct periodic audits of management systems in all projects, departments and field coordination offices to ensure compliance with CENC and donor standards, and to ensure responsive support to staff, programs and partners.
  • Coordinate compliance with CENC and donor requirements, as well as local laws and regulations, through periodic audits of operational systems.
  • Accompany project/service managers in representing CENC to donors and other project/service stakeholders at the request of the Secretary General.
  • Identify weaknesses in the management system, set priorities, provide recommendations to improve system performance and ensure compliance.
  • Coordinate financial and operational functions according to CENC standards, donor requirements and local regulations for high quality programming.
  • Ensure compliance with Cameroonian law with respect to CENC operations, including donor country regulations as required by funding contracts.
  • Act as the primary contact and key stakeholder for any issues that emerge from internal and external audits.
  • Take corrective measures if necessary, in collaboration with the General Secretariat.
  • Plan, organize, liaise, supervise and monitor the implementation of corrective actions of CENC audits and the audit of sub-beneficiaries.

MINIMUM QUALIFICATIONS
Education and experience

  • Bachelor’s degree in business administration, finance, accounting or other relevant field. A master’s degree would be an asset.
  • A minimum of five (05) years of professional experience in finance, human resources, logistics or in an administrative officer/support position with progressive responsibilities.
  • Proficient in MS Office software (Excel, Word, PowerPoint, Visio), web conferencing applications and information and budget management systems.
  • Having worked in a structure of the Catholic Church (Episcopal Conference, Diocese) and primarily Caritas, CODAS-Caritas, Justice and Peace, etc. would be an asset.




Knowledge, skills and abilities

  • Good strategic, analytical, systems thinking and problem-solving skills, and ability to exercise judgment and make sound decisions.
  • Good relationship management skills. Ability to work collaboratively Ethical conduct in accordance with recognized professional and organizational codes of ethics.
  • Proactivity, ingenuity, solution and results orientation
  • Knowledge and/or experience in the use of adult learning approaches.
  • In-depth knowledge of various business functions and principles (supply chain, finance, human resources, accounting, compliance, administration, procurement…). In-depth knowledge of internal control.

Desired qualifications

  • Management experience is an asset. Experience with an NGO preferred. Understanding of financial systems, including experience in budgeting, budget and expenditure analysis desired.
  • Knowledge of Insight software or similar financial reporting software is an asset.
  • Knowledge of the regulations of several public donors, including USAID is a plus.
  • Experience in personnel management and skills conducive to a learning environment preferred.
  • Exceptional organizational and leadership skills.
  • Excellent interpersonal, negotiation and public speaking skills.
  • Excellent time management skills.
  • Decision-making and problem-solving skills.
  • Mastery of the use of computer tools including SAGE, SAARI, TOMPRO and Microsoft Office software (Word, Excel, etc.).

External: Heads of Caritas Internationalis organizations, church partners and implementing partners of the CENC, implementing partners and sister organizations, mission of USAID (United States Agency for International Development), Center for Disease Control, European Union and other international donors, local government, auditors, banking and insurance institutions, service providers and vendors.
