Role Information:
Job Title: Finance, HR and Logistics Manager in the Republic of Cameroon.
Location: Yaoundé, but will be required to travel to bases in the country regularly
Reporting to: Peacebuilding Officer/Country Manager in the Republic of Cameroon and the Finance Director at Headquarters
Contract Type: This position is open to both national and international candidates.
Supervision: Line management of a Finance, Administration and HR Officer in the Hub and potentially a Finance Assistant in Yaoundé.
Salary: €3,820 excluding VAT per month, 33 days of annual leave if national (Cameroonian national) and more R&R, shared accommodation and per diem on mission if expat (non-Cameroonian national)




Functions and Responsibilities:
He/she ensures legal monitoring, ensures that financial standards are applied in terms of accounting in the internal control system and reporting.
The Finance, HR and Logistics Manager provides technical support and strengthens the capacity of the support team under his/her responsibility.
Main responsibilities:
– Administrative and HR management:
Ensure fiscal and legal monitoring of the mission vis-à-vis the country’s institutions and ensure compliance with the legislation in force in all program actions,
Ensure monitoring of the mission’s registration procedures with the relevant authorities
Manage national staff contracts in conjunction with the Ministry or Delegation of Social Security Works,
Participate in inter-admin meetings with other NGOs,
Ensure the recruitment and support of national staff including members of his team,
Identify training needs, train and technically support members of his team,
Conduct annual team evaluation interviews,
2. – Accounting and treasury:
Supervise the mission’s accounting cycle,
Ensure the supervision, control and accounting consolidation of the mission, monthly accounting closure for sending to headquarters and supervise the archiving of accounting documents on SharePoint,
Ensure smooth control and management of cash flow,
Validate cash inventories, bank reconciliations,
Monitor and manage cash flows at the safe and bank account level, and ensure that cash requests are anticipated and communicated in advance,




Compile cash flow forecasts for bases and prepare the request for funds at headquarters,
Check analytical allocations and make corrections,
Ensure the proper preparation of internal and external audits and ensure financial controls,
3.- Finance and reporting
With colleagues associated with the program, use budget monitoring reports to forecast future expenses and recommend the reallocation or modification of the agreed budget,
Analyze financial information, ensure compliance with the mission’s financing plans, donor contracts and anticipate potential financial risks,
Guarantee compliance with and updating of financial procedures and control over the mission,
Ensure the preparation of new budgets and monitor them,
Provide technical support to operational staff and budget holders on the financial management,
Develop and implement procedures and financial monitoring tools,
Ensure compliance with the country’s tax rules, prepare tax returns and make payments,
Ensure training and monitoring of partnerships for financial, HR and logistics aspects,
Prepare financial reports and submit to the Finance Director at headquarters,
4. – Logistics
Ensure supply chain and logistics management,
Participate in security management with the Country Manager,
Ensure compliance with European Union logistics and procurement procedures (PRAG) and Concordis International on the mission,
Manage Concordis’ IT and communications equipment and leases on the mission,
Qualifications and Skills
Master’s degree or professional qualification in accounting, finance, economics, business management or other related discipline,
At least 5 years of experience in administrative and financial management within an NGO/international organization
Knowledge of proven financial systems skills, experience in overseeing financial operations in NGO project management, and experience in financial reporting to international donors such as the European Union.
Excellent financial and analytical skills;
Excellent communication and writing skills to effectively report on the

financial performance of programs;
Ability to manage teams and demonstrate leadership;
Ability to assess the financial, HR and logistics skills of teams, and to train them;
Experience in supervising logistics and HR operations, and in particular in managing remote teams
Full professional skills in French (written and spoken) and English are desirable,
Excellent command of IT tools, in particular Microsoft Excel but also other software in the Microsoft Office suite such as Word.
Strong communication and presentation skills
Ability to interact, communicate and negotiate with local authorities and communities in an open, transparent, constructive, patient and effective manner
Ability to grasp sensitive issues relating to cultural differences and political issues, and be able to address them with tact, diplomacy and sensitivity.
