Who are we?
The Cameroonian Association for Social Marketing (ACMS), a member of the PSI network, is a non-governmental organization under Cameroonian law, whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote the health and prosperity of families. Thus, CASI works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The COVID project, which is recruiting, aims to support the Ministry of Public Health of Cameroon and other COVID-19 stakeholders, in the implementation of the specific activities of the National COVID Vaccination Plan. This support will focus primarily on community engagement and demand for COVID-19 vaccine, as well as the roll-out of COVID-19 vaccination awareness activities, including community-based vaccination and mass campaigns.
Indeed, the COVID Project implemented in the 10 regions of Cameroon aims to strengthen health systems in order to cope with COVID-19, increase the percentage of people vaccinated from COVID-19 within the target group and reduce cases of re-emergence among people aged 18 years and older in countries that have adopted the Project.
Your Contribution:
- Contribute to the preparation of quarterly, semi-annual and annual business plans in terms of income and expenditure forecasts;
- Participate in the development of the CASI Annual Strategic and Operational Plan for its project in strict compliance with the guidelines and directives issued;
- Ensure the monitoring of the financial evolution of the platform through a consolidation of the financial perspectives of the project (finance pipeline);
- Participate in the development of CASI’s annual budgets;
- Contribute to the development of the annual budget of common costs for an equitable sharing of administrative and financial support costs;
- Coordinate the development of the annual budgets of the sub-recipients/health providers of his/her project;
- Ensure financial follow-up and compliance of sub-recipients/health providers with contractual terms;
- Participate in budget realignments or budget development of new proposals on the project in a timely manner;
- Coordinate the development of monthly, quarterly and annual project cash requirements;
- Develop a reliable budget of program revenue and expenditure in accordance with donor requirements;
- Coordinate the budget review process of the project;
- Initiate monthly budget reviews of the project within the framework of the MPFR and organize periodic consultations for exchanges and assessment of the evolution of indicators;
- Ensure compliance with contractual budget limits;
- Make a monthly analysis of the ASR and MPFR in order to propose adjustment measures;
- Ensure capacity building of the platform’s staff members in terms of budget monitoring;
- Organize staff meetings for the planning and monitoring of the budgets of the divisions influencing the project;
- Regularly communicate to the project the elements of analysis of budget consumption and contribute to the evaluation of the efficiency and effectiveness of the project;
- Monitor project expenses and ensure that they are properly charged to the project code and budget line;
- Process the project’s financial reports in a timely manner;
- Monitor project commitments in correlation with budgets;
- Monitor sub-recipients and update key PSI/W related tools;
- Actively participate in monitoring the consumption of the common costs of the project and issue alerts on anticipated significant deviations;
- Any other duties assigned by the supervisor.

The basics:
- BAC+4 in accounting, management or finance;
- Six (06) years of professional experience, including two (02) years in a company of comparable size to ACMS as a Financial Analyst, Management Controller or Accountant;
- Demonstrated self-management (motivation, pressure management, adaptability) and ability to project a professional and consistent image of trust, integrity and competence;
- In substitution of the required diploma: Have fifteen (15) years of professional experience as a Financial Analyst, management controller or accountant in a company of comparable size to CASI;
- Strong problem-solving skills;
- Good ability to plan and anticipate potential and emerging obstacles;
- Ability to establish strong public relations and be able to communicate in a team;
- Have a high level of autonomy at work, but with a deep team spirit;
- Ability to work under pressure, with minimal supervision within a multicultural team;
- Demonstrate adaptability, patience, ingenuity, resilience and flexibility;
- Results-based management skills;
- Be available to carry out regular field missions.
What would excite us?
- Familiarity with social marketing and/or NGOs;
- Fluency in French and/or English and have a sufficient command of the other language;
- Good command of computer tools and software (Word, power point, Excel);
- Passion for public health;
- Experience reporting to international donors, preferably USAID.
