In 1995, Government declared the area that is now the Lobéké National Park in South-East Cameroon as an “essential zone of protection.” It became part of the South East Technical Operational Unit (UTO / SE), It was integrated into the Tri-National Sangha (TNS) landscape following the signature of the transboundary cooperation agreement on December 7, 2000 by the Governments of the Republic of Cameroon, the Central African Republic and the Republic of Congo. In 2001, Government classified the ZEP as the Lobéké National Park (LNP). WWF has maintained effective presence in the area since 1995, when it created the Jengi Southeast Forest Programme. Eventually the Program evolved into the present Jengi Tri-Nationale de la Sangha (TNS) Program that supports the LNP and its peripheral zone in wildlife conservation, contributing to the well-being of local populations and sustainable management of natural resources through a landscape approach in partnership with the Ministry of Forestry and Wildlife, the Fondation pour le Tri-national de la Sangha (FTNS) and others. FTNS supports the LNP and its peripheral zone through the following annual work programs:

 

 

 

• Program 1: Protection

• Program 2: Participatory management and sustainable development

• Program 3: Research, ecological and socioeconomic monitoring

• Program 4: Tourism, marketing and communication

• Program 5: Administration and Infrastructural Development

• Program 6: Transboundary cooperation

• Program 7: One Health

• Program 8: Administration, monitoring and evaluation

In order to recruit a Technical Advisor for our Jengi TNS programme, we are looking for a specialized firm to conduct the recruitment process.

 

 

 

  1. Objective of the service:

The objective of this service is to seek the technical support of a specialized Firm who will conduct the selection process for candidates at the position of a Technical Advisor. The support requested will cover all stages, from publishing the advert to the identification of potential candidates within a reasonable timeline, through a credible and transparent selection process.

2. Methodology:

Three (03) main phases must be taken into consideration by the Firm in the preparation of its technical and financial offer.

Phase 1: Validation of the job description and receipt of applications

The Firm and WWF will jointly validate the job description prepared for this purpose. Then, the Firm will proceed to the receipt of applications according to methods which will have to be clarified in the offer.

Phase 2: Applications analysis

The Firm will carry out preliminary work to eliminate applications that do not meet the basic criteria. This will result in a long list from which a short list will be proposed. The short list should be drawn up in collaboration with WWF technical representative. The results of this work will be submitted to WWF for appraisal. The methodological approach adopted to arrive at this shortlist will be proposed and described by the Firm.

Phase 3: Candidate evaluation

The evaluation of the candidates must take place in chronological order of written and oral phases, including the evaluation of the candidates’ technical skills. The approach to these assessments must be precisely described in the technical offer.

An evaluation report must be submitted to WWF for appraisal prior to the interview phase.

A selection panel, composed of experts in the relevant field including WWF specialists, will interview the candidates.

Following this, an overall report of the recruitment process will be submit to WWF with comments and recommendations on the candidates at the end of the process.

3. Delivrables

  • Delivrable 1: list of candidates selected for the evaluation phase
  • Delivrable 2: first phase evaluation report
  • Delivrable 3: global evaluation report
  • Delivrable 4: general report on the process

4. Selection criteria

Tenders will be evaluated based on the following criteria:

  • Suggested methodology;
  • Profiles of experts involved in the process;
  • The Firm’s international recruitment references;
  • Service cost;
  • Recruitment deadline.
