1. CONTEXT AND JUSTIFICATION
The Government of Cameroon and the African Development Bank (AfDB) have agreed to co-finance the Livestock and Fish Farming Value Chain Development Project (PDCVEP), the subject of Loan Agreement No. 2000200003001 signed on April 3, 2020 and ratified by Decree No. 2020/322 of June 22 of the President of the Republic. The Project Executing Agency is the Ministry of Livestock, Fisheries and Animal Industries (MINEPIA).
The Livestock and Fish Farming Value Chain Development Project (PDCVEP) is a joint initiative of the Government of Cameroon and the African Development Bank (AfDB). It emanates from the desire of the Government of Cameroon to actively involve the Livestock and Fish Farming sub-sector in the search for economic growth that will generate jobs and substantial income in the rural world. The Project aims to increase the competitiveness and hygiene of bovine, porcine and fish products, and to improve the income of the actors as well as the creation of new jobs, in particular through the self-employment of young graduates of higher education, in the three selected value chains (bovine, porcine, fish).
As part of the implementation of activities related to the self-employment of young graduates of higher education, the Project includes an ENABLE YOUTH Cameroon component, allowing the training and support of young people in the creation of their own businesses. To this end, MINEPIA and the AfDB are launching a call for others for the incubation of the first cohort of 275 young Cameroonians, of both sexes, interested in creating a business in one of the links in the livestock or fish farming value chain.
2. OBJECTIVES OF THE CALL FOR APPLICATIONS
Incubation, within the framework of the PDCVEP, aims to support young graduates of higher education including the unemployed, young qualified professionals and young start-up leaders aged no more than three (03) years for the consolidation of their youth.
Thus, the Ministry of Livestock, Fisheries and Animal Industries (MINEPIA) aims to promote the professional integration and employability of young people who meet the required conditions taking into account the gender aspect, through the following specific objectives:
Boost and modernize innovative businesses in the livestock and fish farming value chains; – Mobilize the best support structures from MINEPIA and elsewhere, as well as professionals in the livestock and fish farming professions (from production to marketing, including processing and support and related professions) to support future young entrepreneurs; – Develop synergies between stakeholders (public and institutional sectors, financial sector, economic world) to promote the success of young people’s entrepreneurial projects;
Develop the entrepreneurial culture among young people in the livestock and fish farming value chains.
3. GENERAL CONDITIONS
Young people of both sexes who meet the following criteria may apply: Be of Cameroonian nationality;
• Enjoy their civil rights and be of good moral character;
• Have a good knowledge of French or English;
Be a bearer of a business idea in one of the links in the livestock or fish farming value chains, related to the speciality(ies) (professions) of the chosen Host Structure for the incubation (see point 8 below);
• Choose a Host Structure for the incubation from those listed below;
NB: Proof of professional training in one of the links in the livestock or fish farming value chains is an asset.
4. CANDIDATE PROFILE
Be a graduate of higher education (bachelor’s degree or General Certificate of Education Advance Level at least or equivalent);
Be aged 18 to 35;
Be the bearer of a business idea in one of the links in the livestock or fish farming value chains, related to the speciality(ies) (professions) of the chosen incubation structure.
5. APPLICATION FILES
A completed, dated and signed application form [downloadable from the website www.minepia.gov.cm, or to be collected from the regional and departmental delegations of MINEPIA, the PDCVEP Antennas and the structures selected for incubation (see point 8 below)]; A Curriculum Vitae, dated and signed by the candidate;
A certified copy of a birth certificate dated less than three (03) months;
A certified copy of the required diploma;
A certified photocopy of the national identity card;
A medical examination certificate issued by a qualified doctor dated less than three (03) months; An extract from the criminal record dated less than three (03) months;
Documents justifying a business idea of the candidate in one of the links in the livestock or fish farming value chains; Two 4×4 identity photos.
6. SUBMISSION OF APPLICATION FILES
Application files, marked “Application for business incubation by the PDCVEP”, meeting the criteria listed above in points 4. and 5. and written in French or English, must be submitted in two (02) copies , including one (01) original and one (01) copy, no later than 21 days after the date of publication of this call ( no later than September 13, 2024 ), at 3:30 p.m. sharp, to the Host Structure for the incubation of their choice.
7. SELECTION OF CANDIDATES
The selection of candidates is done in two phases.
First Phase. Pre-selection
The pre-selection of candidates is done on the basis of a file study within the host structure for the incubation of the candidate’s choice.
Only pre-selected applications will be called to move on to the 2nd phase. Second phase. Interview with the Jury
The individual interview with the jury will be conducted orally for each pre-selected candidate. It will focus on the evaluation criteria in accordance with the table below:

Only candidates selected at the end of the interview with the jury will be admitted to the host structure for incubation, which they previously chose when submitting their files.
NB •
I) Incomplete files will not be examined;
2) Any application not having at least 70 points will be eliminated.
3) Female applications are strongly encouraged;
4) Supervision of the selection is ensured jointly by the PDCVEP Coordination Unit and by the representative of the International Labour Office (ILO), partner of the Project within the framework of the implementation of the incubation.

Young people with business project ideas, admitted to incubation, will benefit from training in one of the above incubation structures, over a period of three (03) months. During this period, the young person admitted to the said structure is required to scrupulously respect its rules and procedures for conduct and management;
At the end of the three (03) month training, young people with validated bankable business plans will benefit from support for setting up for a period of six (06) months and support for consolidating the young company over a period of twelve (12) months.
