GBV Supervisor local Hire and for internal candidate only at International Medical Corps

Summary of Essential Job Duties:

The GBV Program Supervisor works under the direct supervision of the Field Manager and the GBV Manager Technical Supervisor is responsible for the overall implementation of GBV activities. gender-based violence in the area concerned. S/he provides day-to-day technical support and coaching to GBV social workers and community mobilizers to ensure timely quality service delivery to beneficiaries. The position requires an enthusiastic and driven individual who has in-depth knowledge of GBV and harmful practices programming in humanitarian and development contexts.

 

 




 

 

The incumbent will be expected to provide effective and highly skilled project support and will consistently work in a person-centered environment that fosters positive relationships. He/she will ensure timely and cost-effective implementation of program activities, support program/project development, and work closely with program, logistics and finance teams. The program supervisor should also build the capacity of social workers and community mobilizers, as well as other implementing partners, on GBV.

 

 




 

1. Program management and supervision

– Provide oversight and monitoring of GBV-related activities ensuring that program activities comply with international standards and best practices, as well as project requirements.

– Provide technical advice, monitoring and support to IMC staff to ensure compliance with minimum standards of clinical care and GBV guidelines for survivors.

– Coordinate and oversee training on GBV principles, basic psychosocial support, case management and referral pathways for staff, partners, community volunteers and service providers,

 

 

 

 

– Supervise activities and suggest ways of improvement,

– Manage and support social workers, community mobilizers and women’s engagement by disseminating standard operating procedures,

– Organize regular meetings with the VAW team to provide follow-up and support to ensure compliance with minimum standards and capacity building.

– Ensure GBV case data is handled, shared and used in a confidential, safe and effective manner, referral pathways with other sectors and service mapping update on a monthly basis,

– Ensure effective implementation of VSLA and EASE activities.

– Contribute to the development of proposals for the financing of new projects,

– Ensure appropriate care for survivors of gender-based violence and monitor particularly vulnerable cases,

– Strengthen community ownership and implement sensitization and advocacy activities for the prevention and response to gender-based violence with the support of the community and traditional leaders,

– Coordinate and strengthen the capacities of local actors in order to support awareness-raising and advocacy activities.

– Submit weekly and monthly statistics as well as a narrative report to the supervisor,

– Remain flexible to perform other tasks as requested by the supervisor.

– Participate in the collection of information/data of the program indicators.

2. Procurement and finance

– Work closely with the GBV manager to prepare the supply plan and update it,

– Work closely with social workers, community mobilizers, women’s engagement support team (logistics, finance and procurement), GBV officer and PRM officer to identify supplies, materials and equipment needed to implementation of activities, and prepare purchase requisitions accordingly.

– In collaboration with logistics, follow up on purchases on a weekly basis.

– Work closely with the finance and logistics departments to ensure the update of financial expenses and share a monthly financial projection.

3. Human Resources Management

– In synergy with the administrative team, help the GBV manager to recruit staff directly related to the program and ensure staff evaluation and other aspects of human resources management,

– Lead the GBV team in the relevant area, directly supervise, monitor performance and support GBV caseworkers, women’s engagement and mobilizers community,

– Ensure that the team is subject to regular performance evaluations and receives ongoing feedback,

– Develop staff development strategies and introduce self-management principles,

– Conduct regular field visits to support field teams.

4. Representation and coordination

– In close collaboration with the GBV manager and the PRM manager, promote and manage positive relations with local administrative authorities, other service providers and beneficiaries,

– Perform representational functions to government authorities, NGOs, UN agencies and other joint working group meetings as appropriate.

5. Monitoring and Reporting:

  • Ensure accurate data collection of field activities by mobilizers
  • Collate data and submit weekly reports to GBV supervisor.
  • Keep accurate records of community participation during community sensitization.
  • Retain flexibility to perform other duties when requested by supervisor
  1. Collaboration
  • Participate in support in the field of psychosocial care for partner organizations, intermediaries/volunteers and leaders;
  • Provide technical support to partner agents, especially volunteers, during field monitoring visits;
  • Always adhere to international guiding principles and protocols for IMC and working with GBV survivors, and ensure that focal points and other field workers do the same.
  • Actively participate in assessment and response missions as appropriate, including community capacity building.
  • Participate in the collection of information / data for program indicators,
  • Actively participate in weekly GBV team meetings as well as internal and external training,

Collaborate effectively with heads of other programs and departments.

PROFILE AND EXPERIENCE REQUIRED

Training:

Master’s degree in social sciences, law, sociology, gender, public health, international development or other relevant field of study, or equivalent experience.

Experience :

– Three years of experience in designing and implementing GBV programs, particularly with refugees.

– Relevant experience in the field of gender-based violence is strongly desired.

– Experience working with national or international NGOs supporting the health system in Cameroon.

– Work experience in a multicultural and multi-ethnic environment

– Experience in emergency response in Cameroon is a plus.

– Living in the Far North region is a plus.

SKILLS :

  • Knowledge of GBV programming standards and guidelines, as well as guidance related to Protection from Sexual Exploitation and Abuse (SEA).
  • Knowledge of international humanitarian operations and coordination structures,
  • Ability to exercise good judgment, remain flexible in the face of a changing environment and make decisions independently.
  • Ability to work with a cross-cultural team
  • Strong ability to work long and under pressure, dynamism, intelligence and proactivity.
  • Strong communication skills, both oral and written
  • Fluency in French, English and Fulfulde, both written and spoken, desirable;
  • Ability to work independently and in a team.
  • Essential computer skills (word, excel and internet). Ability to learn and use software used for recording.
  • Ability to multi-task and adapt easily in a resource constrained environment.

Security:

Ensures application and compliance of security protocols and policies.

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps
