Gender-Based Violence Project Manager
1. CONTEXT OF THE NATIONAL PROGRAM:
International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through healthcare training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to regain their autonomy.
International Medical Corps has been present in Cameroon since 2008 to provide assistance to the thousands of Central African refugees who crossed the border and took refuge in Cameroon following the political and social unrest that has occurred in the CAR since 2005.
Job Summary
The GBV Program Manager works under the direct supervision of the Field Manager and the Technical Supervisor of the Program Manager and is responsible for the overall implementation of GBV activities in the relevant area. He/she provides daily technical support and coaching to social workers and community mobilizers on gender-based violence to ensure timely and quality service delivery to beneficiaries. The position requires an enthusiastic and motivated individual who has in-depth knowledge of programming related to gender-based violence and harmful practices in humanitarian and development contexts.
The post holder will be expected to provide effective and highly competent support to projects and will be expected to consistently work in a people-centered environment that promotes positive relationships. He/she will be expected to ensure rapid and cost-effective implementation of program activities, support program/project development, and work closely with program, logistics, and finance teams. The program manager should also build the capacity of social workers and community mobilizers, as well as other implementing partners, on gender-based violence.
Program management and supervision:
- Supervise the implementation of GBV prevention and response activities in the Djohong area.
- Ensure that program activities comply with international and national standards, best practices and grant requirements.
- Coordinate and supervise trainings on principles of gender-based violence, basic psychosocial support, case management and orientation of partners, community members and service providers.
- Contribute to the development of proposals for financing new projects.
- Provide ongoing leadership to the gender-based violence team and oversee the implementation and coordination of business plans to ensure objectives are achieved.
- Coordinate regular team meetings and ensure active participation of the entire team.
- Ensure survivors of gender-based violence receive appropriate care and monitor particularly vulnerable cases.

- Identify gender-based violence issues and plan an appropriate response with the collaboration of the team.
Community engagement and inter-agency coordination:
- Strengthen networks with UNHCR, international NGOs and state structures: district health facilities, police and community partners to ensure a functional and sustainable referral pathway for gender-based violence.
- Strengthen community ownership of awareness-raising and advocacy activities related to prevention and response to gender-based violence. Implement strategies to increase the involvement of traditional leaders and authorities in the program.
- Coordinate and strengthen the capacity of local actors to support a functional network focused on gender activities, in order to support awareness and advocacy on gender-based violence.
Monitoring and reporting:
- Monitoring and evaluation systems to demonstrate results and inform ongoing program adaptation.
- Submit weekly, monthly and quarterly statistics and a narrative report to the supervisor.
TRAINING, EXPERIENCE AND SKILLS
- Training:
Master’s degree in social sciences, sociology-gender, international development or other relevant field of study, or equivalent experience.
- Experience :
- Three years of experience designing and implementing programs to address gender-based violence, particularly with refugees.
- Relevant experience in the field of gender-based violence is strongly desired.
- Experience working with a national or international NGO supporting the health system in Cameroon.
- Experience working in a multicultural and multi-ethnic environment
- Experience in responding to emergency situations in Cameroon is a plus.
- Residing in the Far North region is a plus.
- SKILLS :
- Knowledge of standards and guidelines for programming on gender-based violence, as well as guidance on protection from sexual exploitation and abuse (SEA).
- Knowledge of international humanitarian operations and coordination structures,
- Ability to use good judgment, adapt to a changing environment and make independent decisions.
- Ability to work with an intercultural team
- Strong ability to work for a long time and under pressure, dynamism, intelligence and proactivity.
- Strong communication skills, both oral and written
- Fluency in French, English and Fulfulde, written and oral, desirable;
- Ability to work independently and in a team.
- Essential computer skills (word, excel and internet). Ability to learn and use software used for recording.
- Ability to multitask and adapt easily in a resource-constrained environment.
OTHERS :
The candidate must demonstrate a strong ability to work for a long time and under pressure, be dynamic, intelligent and proactive.
- Security :
– Ensure compliance with security protocols and policies;
– Consider the safety implications of all program activities, reviewing all new initiatives with other staff, leaders and community volunteers.
- Ethical conduct of IMC staff :
International Medical Corps maintains a code of standards of conduct that governs the performance of its employees engaged in the awarding and administration of contracts. No employee, officer or agent shall participate in the selection, award or administration of a contract funded by donor funds if there is a real or apparent conflict of interest. Such a conflict arises when the employee, officer or agent, a member of his or her immediate family, a partner or an organization that employs or is about to employ one of the parties listed above, has a financial or other interest in the company selected for the award. Officers, employees or agents of IMC shall not solicit or accept gratuities, favors or anything else of monetary value from contractors or parties to sub-agreements. These standards provide for disciplinary measures for violations of these standards by officers, employees or agents of IMC.
- Compliance and ethics:
– Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, the candidate must fully understand and adhere to International Medical Corps and donor compliance and ethics standards.
– Performs work with the highest level of integrity.
– Communicate these standards to staff, where applicable, and partners and require them to adhere to these values.
- Prevention of sexual exploitation and abuse:
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.
- Code of Conduct:
In this role, the individual is expected to promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps and donor compliance and ethics standards , and adhere to these standards.
If this is a supervisory position, the individual must model ethical behavior through their own conduct and supervision of the work of others; ensure that the people reporting to it have sufficient knowledge and resources to follow the standards described in the code of conduct and ethics; monitor the compliance of the people he supervises; apply the International Medical Corps Code of Conduct and Ethics and policies, including the Safeguarding Policy and the Workplace Harassment, Bullying and Sexual Misconduct Policy, consistently and fair; support employees who, in good faith, raise questions or concerns.
- Backup:
