CALL FOR INTERNAL AND EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TECHNICAL ADVISOR IN ORGANIZATION AND MANAGEMENT FOR THE REGIONAL PROGRAM “CAPACITY BUILDING FOR LAND GOVERNANCE IN AFRICA (SLGA) IN YAOUNDE.

 

 




 

 

A- CONTEXT 

The precariousness of land tenure systems and often unsuitable land governance are major obstacles to the development of the African continent. Although a growing number of countries are expressing the political will to pursue reforms in this direction, their implementation remains at an early stage. In this context, the GIZ program “Strengthening Advisory Capacities for Land Governance in Africa (SLGA)” supports the African Land Policy Center (ALPC – Africa Land Policy Centre) in strengthening the Network of Excellence on Land Governance in Africa (NELGA) to improve the provision of training in land policy and management as well as to promote demand-driven research and knowledge exchange in Africa.

 

 




 

About the program

The regional SLGA program is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under the special initiative “ONE World – No Hunger” (SEWOH). The SLGA program is part of the portfolio of German cooperation programs with the African Union (AU) headquartered in Addis Ababa, the Ethiopian capital. 

The main activity of the program is the implementation and orchestration of NELGA. NELGA is a partnership of leading African universities and research institutes with a proven track record in land governance education, training and research. Currently, NELGA has over 70 partner institutions across Africa. For better coordination of the network in the different regions, a lead university has been selected for each region of the AU (called “regional nodes”) to implement and coordinate the activities of NELGA jointly with other institutions of the AU. NELGA. The regional node in Central Africa at the Department of Geography of the Faculty of Letters, Humanities and Social Sciences at the University of Yaoundé I was created in 2017.

It is therefore within this framework that the SLGA Program is recruiting for the needs of its activities in Cameroon, one (01) Technical Advisor (CT) in organization and management.

 

 

 

 

B- FIELD OF RESPONSIBILITIES

The incumbent is responsible for the following activities:

  •  Be the focal point for the GIZ program “Strengthening Advisory Capacity for Land Governance in Africa (SLGA)” for Central Africa;
  •  Oversee SLGA activities in the region;
  •  Coordinate activities with local and regional actors of the “Network of Excellence on Land Governance in Africa (NELGA)” in Central Africa;
  •  Assist the Department of Geography of the Faculty of Letters, Humanities and Social Sciences at the University of Yaoundé I in the implementation of activities as a NELGA node;
  •  Facilitate cooperation between Yaoundé I University and other NELGA nodes.

C- AWARDS

Within this framework and under the supervision of his/her immediate superior, the incumbent will be in charge of the following activities:

1. Establishment of NELGA in Central Africa
The incumbent will:

  •  Support the Department of Geography of the Faculty of Letters, Humanities and Social Sciences at the University of Yaoundé I as a regional node of NELGA in Central Africa;
  •  Support the University of Yaoundé I in networking and academic exchange activities with other Central African universities considered relevant as well as with other relevant actors outside Africa;
  •  Support the department in setting up a community of experts in land studies to support politicians and professionals in the land sector;
  •  Support the educational and training activities of the SLGA programme, in particular the scholarship program in land governance (PhDs, Masters, short courses) in cooperation with the German Academic Exchange Service (DAAD);
  •  Support Yaoundé I University in raising public awareness in order to conduct dialogues with government bodies, research institutes, other academic actors, civil society and private sector actors on land governance issues at the national and regional levels;
  •  Support any other activity of the department in relation to its functions as a regional node of NELGA.

2. Knowledge Management, Monitoring and Evaluation and Collaboration
The incumbent will

  •  Support the department in communication and facilitate knowledge management and information exchange with NELGA regional nodes, African Land Policy Center (ALPC) NELGA Secretariat in Addis Ababa, Ethiopia;
  •  Cultivate relationships with the private sector and other non-academic actors, for example to promote the integration of land governance students into the labor market;
  •  Support the implementation of the monitoring and evaluation system for SLGA especially during the collection of relevant monitoring data;
  •  Report regularly to the SLGA project manager on progress and obstacles in the implementation of the project;
  •  Exchange regularly with the GIZ national offices as well as the GIZ office at the African Union about SLGA’s activities in Central Africa, keeping a spirit of collaboration with GIZ programs in order to identify possible synergies;
  •  Lead a joint reflection with the Rural Development Cluster in order to identify possible synergies between SLGA and the GIZ Cameroon cluster.

3. Other powers

  •  Assume other activities and tasks compatible with his skills on the instructions of his superior.

PROFILE

D- REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE
Qualification

  •  Hold a BAC+4/5 in Geography, Agriculture, Natural Resources Management, Law, Economics and Management or another similar subject associated with Land Governance.
  •  Have a working knowledge in the field of local planning, rural development, government advice, and/or land.

Professional experience

  •  At least 5 years of experience with project implementation; professional experience related to land governance required.
  •  At least 4 years of practical experience building capacity and skills in higher education;
  •  At least 4 years of experience working with higher education stakeholders as well as governance institutions;
  •  Experience collaborating and/or working with/for international organizations.

Other knowledge/skills

  •  Knowledge of land management issues, as well as international land policy processes;
  •  Knowledge of networking and cooperation with governance actors, particularly in university cooperation;
  •  Knowledge on the integration of the gender and rights approach in projects, programs and initiatives;
  •  Experience in organizing workshops and conferences;
  •  Excellent oral and written skills in English and French; knowledge of German would be an asset.
  •  Willingness to travel frequently within the African continent;
  •  Proof of initiative, autonomy and reliability in carrying out professional tasks;
  •  Computer skills in MS Office Pack;
  •  Good intercultural communication practices and ability to work in an interdisciplinary environment;
  •  Taste for teamwork and flexibility to take on new tasks.

Contract start date: 15.02.2023
Contract period: until 31.12.2024, possibly renewable
Duty station: Yaoundé / Cameroon

Internal classification of the position: Band 4T under the hierarchical supervision of the SLGA Component Manager.
