The Cameroonian Association for Social Marketing (ACMS), is a non-governmental organization under Cameroonian law whose main mission is to improve in a sustainable and measurable manner the social situation of the Cameroonian population and to promote the health and prosperity of families. Thus, ACMS works in cooperation with the government and its partners in the public and private sectors to offer high-quality health programs, reaching all populations in need. For more than twenty-five years, ACMS has been providing the Cameroonian population with comprehensive and evidence-based public health interventions, including programs in reproductive health, malaria and HIV prevention among others.

The Cameroonian Association for Social Marketing (ACMS) is looking for candidates (M IF) to fill the position of Grants Management Specialist based in Ngaoundéré.
Who are we hiring?
The Grants Management Specialist will have the overall responsibility of supporting the program teams in designing sub-award mechanisms, developing manuals and other tools, reviewing applications, participating in final selection and awarding, as well as supporting the ACMS teams in developing specific monitoring tools and supervising the implementation of these sub-grants. His/her role will also be to coordinate with the program teams the technical and financial processes on the sub-awards and provide appropriate guidance and supervision to ensure compliance with donor requirements. He/she will also strengthen internal and sub-recipient capacities and monitor audits.




He/she will work under the coordination of the Senior Financial Officer with the following main responsibilities:

Essential Functions:

Ensure that sub-awards are managed in accordance with the donor’s grant management standards
Review sub-awards and verify compliance with the donor’s financial and program requirements;  Ensure consistency between sub-award action plans and budgets with the objectives and budgets of the main grants;
Ensure that due diligence processes and assessments required by ACMS are followed;
Coordinate the development of MOUs with sub-grantees;
Oversee the analysis and approval of sub-grantee expenditures by the team;
Organize periodic meetings with team leaders and other relevant staff to discuss sub-award status, relevant issues, capacity building needs and corrective action plans;
Organize and conduct sub-award start-up/close-out processes/workshops, including training/orientation on budgets, project implementation/results-based activities, monitoring and evaluation and other relevant requirements;




Develop appropriate training tools and, on an ongoing basis, provide/conduct training and capacity building to implementing sub-grantees on programme compliance and accountability systems and requirements;           Coordinate pre-award and external audits of sub-grants;
Develop corrective action plans for sub-grants based on the findings of the audit report and ensure follow-up;
Assist in sub-award closure procedures and ensure documentation of final closure certification with sub-grants.
Qualifications and professional experience required

Hold a minimum of a Bachelor’s or Master’s degree in accounting, finance or management;
Have at least four (4) years of relevant professional experience in the field of finance or program management in an NGO/in the management of international cooperation projects/programs; A minimum of 2 years of experience in sub-grant management mechanisms;
Good knowledge of CDC or USAID procedures •
Proven oral and written communication skills;
Experience in training and capacity building;

Strong reporting skills;
Computer skills in Excel, Power point, World and other Microsoft software;
Good planning and organizational skills, goal-oriented and problem-solving skills; Willing to travel to the field.
