Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services.
We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to motto strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to quickly track its progress to achieve HIV epidemic control . As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.
SHAC Office Positions
Position: Grants and contracts Management Specialist, SAFECARE Project -Cameroon
Reports to: Finance Manager
Location of work: Yaoundé, Cameroon
Number of positions: 01
Position Overview: This position will be responsible for managing grants made to other organizations, namely the Regional Technical Group of the Center Region of Cameroon. The position will work with sub grantees to ensure they possess adequate financial systems to receive and expend program funds, and to adequately monitor and report on their expenditures. The position will ensure grantees expend funds in line with their scopes of work and approved workplans, and in full compliance with USG/CDC and SHAC regulations, policies, and guidelines, and Cameroon laws and regulations. The position will provide technical assistance to the RTG – building their capacity in financial, project, and grants management as necessary. The position will facilitate budget development, expenditure and projections analysis, and will work with sub awardees to ensure congruence between work plans, expenditures and results. The position will prepare sub awardees for audits as appropriate and necessary and address any gaps in financial and accounting practices and systems.
Essential Functions
• Manage/supervise country level sub awards (eg, grants, contracts, consultancies)
• Monitor sub awards (ie, expenditure, achievements of results vs targets, implementation of work plan/scope of work)
• Provide project management support and build this capacity in sub awarded organizations
• Carry out periodic review of sub award performance against budget expenditure
• Prepare sub award reports for country leadership as per program requirements
• Perform occasional audit of sub award accounts as applicable
• Maintain working relationships between the project and sub awardees
• Meet regularly with sub awardees to troubleshoot as necessary
• Build capacity of sub awardees as necessary to manage USG funds and maintain appropriate compliance
• Evaluate the adequacy of process, design, and the effectiveness of controls in meeting program and control objectives. Identify and document control and process weaknesses and provide evidential support for findings
• Work with the compliance unit to ensure that all procurement of goods and services are in line with CDC (45 CFR 75) regulations and Georgetown University policies.
Qualifications and Experience
• Masters’ degree in Business Administration, Management, Accounting, or related field
• Training and certification in USG awards and grants compliance
• Project Management certification
• Good, inter personal and communications skills
• Professional fluency in English and French
• Minimum 4 – 5 years’ experience managing bi- or multilaterally funded projects
• Proficiency with Microsoft office and major accounting software
• Ability to maintain a high level of professionalism, integrity, and discretion in working with diverse groups of people and handling confidential information.
• Professional fluency in oral and written English and French.
