Project: Community Resilience Support Program in
Cameroon (PARC-Cameroon)

FHI 360 is currently hiring a Grants Officer for the USAID
-funded Community Resilience Support Program in Cameroon (PARC-Cameroon)
. PARC-Cameroon supports institutional capacity building for
local civil society organizations in Cameroon so they can better
represent and serve their communities and contribute to achieving their
development goals at the community level.
JOB SUMMARY
The Grants Officer will support the oversight, management and implementation
of grants awarded to local civil society organizations in the
PARC-Cameroon. He/she will work with the Grants Manager and other
members of the program team (including Finance, Procurement, Monitoring, Evaluation and Learning) to establish and manage the grant selection process
and grant tracking and management system for the program,
oversee training of program staff, and support
capacity building of grantees on grant policies and procedures. The position is
based in Yaoundé, Cameroon, and will require frequent travel within the country.
to selected target communities in the Central, Littoral, West,
North and Far North regions.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
• Work closely with the Grants Officer to manage the
full cycle of grants management activities, from solicitation and
pre-award assessments to monitoring/compliance visits and
close-out procedures;
• Support the evaluation of grant applications, proposals and awards
to ensure compliance with grants management procedures;
• Assist in drafting grant agreement documents, amendments
and negotiation memos;
• Maintain accurate and complete grant files;
• Support the provision of training and technical assistance to grantees on
USAID and FHI 360 regulations, financial management and reporting;
• Conduct monthly review, verification and approval of
grantee advances and expenditure reports to ensure they are
accurately recorded and reconciled with supporting documentation, and that
grantee budget change requests are
communicated to the Grants Manager for approval; and
• Conduct and document regular site visits to the grantee to
ensure that conditions precedent to award are met, as well as
close-out visits at the end of the grantee’s performance period to ensure that
close-out checklists are completed and outstanding issues are
addressed.
MINIMUM REQUIREMENTS
• Bachelor’s degree or international equivalent from an accredited university in a
relevant field such as accounting, finance, business/business administration
, international development, social sciences or a
related field;
• A minimum of five (5) years of professional experience, including at least three (3)
years of experience in grants management;
• Proven experience working with the Cameroonian civil society sector;
• Experience in basic financial management skills, including developing
and monitoring budgets and financial reports.
• Action-oriented and resilient in a fast-paced environment.
• Ability to manage a complex and varied workload under pressure.
• Strong computer skills, including Microsoft Office Suite.
• Knowledge of USAID programming, rules and regulations is
highly desirable;
• Ability to work effectively in a highly collaborative team and
possess excellent interpersonal skills;
• Strong written and oral communication skills;
• Fluency in oral, written and reading French is required;
• Fluency in spoken, written and written English is preferred;
• Demonstrate excellent organizational skills and attention to detail.
