Background/summary on IRC:  

The International Rescue Committee (IRC) is a non-political, non-religious, non-profit humanitarian organization which helps refugees around the world. IRC implements programs to promote durable solutions for displaced people, refugees and host communities through public health, sanitation, shelter, rehabilitation and education projects. IRC has served refugees since 1933 and has a presence in 40 countries in Europe, Africa and Asia, as well as through a Resettlement Support Program in the United States. IRC is an organization committed to freedom, human dignity and autonomy. This commitment translates into well-planned resettlement assistance, global emergency assistance, refugee rehabilitation and advocacy.

 

 




 

IRC began its operations in Cameroon in 2016 to respond to the growing concerns of people affected by Boko Haram-related violence in the Far North of the country. Assistance to displaced populations extends across the Far North, including Mayo Sava, Mayo Tsanaga and Logone & Chari, providing rescue programs to increase access to water and improve water management practices. hygiene in vulnerable displaced and host communities; cash transfer programs to enable vulnerable families to meet their basic needs and improve their food security; protection programs in particular to meet the specific needs of women and girls. IRC has field bases in Maroua and Kousseri.

 

Following the growing crisis in the North West and South West regions of Cameroon, IRC expanded its operations to the South West region in August 2018 and to the North West in 2019. IRC is providing vital humanitarian assistance to internally displaced populations, with field bases in Buea and Bamenda.

 

 

 

With its coordination office in Yaoundé, the IRC country program in Cameroon has developed its new strategic plan “Strategy 100” in 2021, through which we aim to provide the best possible impact for some of the most vulnerable boys, girls, women and men. most vulnerable affected by humanitarian crises. In everything we do, we strive to uphold the IRC core values ​​of integrity, accountability, service and equality.

 

Position Overview/Summary:

Under the direct supervision of the Grants Coordinator, the Grants Officer is responsible for providing support to the IRC team. Duties include supporting the reporting process for donors or internal purposes, maintaining grant files and tracking documents (in Excel) and IRC databases. , schedule and organize regular grant meetings and ensure day-to-day grant management.

Other internal and/or external contacts : The Grants and communication Officer (GO) will work in close collaboration with the Grants and Coordinator , the Technical Coordinators and the Project Managers , as well as the monitoring and evaluation department, in order to guarantee management quality grants.

 

 

 

Main responsibilities:

The GO will support the Grants Coordinator in the management of all donor activities and the development of donor documents in order to ensure the quality of relations with donors and compliance with reporting deadlines. With a primary function of providing analysis and oversight to ensure compliance with specific grant requirements, this position will also provide specialized assistance in other dimensions of the grants management cycle, including:

  • Monitoring of the grants management system
  • Documentation of results and reporting, including preparation and/or review of information for internal stakeholders.

 

Specific responsibilities:

Grant management system:

·       Develop and maintain grant management tools, such as funding trackers, reporting schedules, templates, and ensure the team is aware of deadlines.

·       Support the Program and Operations team, the Grants Coordinator in the preparation and follow-up of project cycle meetings, the facilitation of said meetings upon request and the follow-up of action points.

·       Support the production of donor reports and ensure reports are of high quality and submitted on time.

·       Assist in the preparation of and participate in external monitoring visits, reviews and audits, as well as cross-site evaluations.

·       Establish and maintain electronic and paper files for each grant-funded project for tracking and reporting purposes.

·       Conduct routine compliance reviews of grant programs.

·       Support, at the request of the Grants Coordinator, the monitoring of budgets and the expenditure plan.

·       Participate in internal follow-up meetings to ensure the grant is on track, and report any issues to the grants team.

·       Work closely with finance and grants teams to review and adjust the budget as necessary.

Documentation of results and reporting:

·       Work with relevant staff to leverage IRC’s programmatic and operational results for marketing, positioning and direct fundraising purposes, including maintaining data on past performance and organizational capacity, publications and dissemination, and donor visits.

·       Participate in quarterly program reviews and evaluations to ensure systematic documentation of best practices and lessons learned by program staff, maintain a centralized system accessible to all staff and disseminate as appropriate.

·       In collaboration with program and operations teams, establish effective systems to ensure timely reporting to donors, assist other staff in understanding donor requirements and ensure that reports are in the correct format, and edit sections of the reports if necessary.

Communication :

In close collaboration and with the Grants Coordinator, the GO will be responsible for:

·       Contribute to the editing, writing and editing of IRC’s external and internal newsletters and ensure that colleagues’ contributions are shared in a timely manner.

·       Work closely with the grants team to develop fact sheets and success stories related to our activities.

·       Help increase IRC’s visibility on social media by showcasing content from IRC’s external newsletters.

·       With the support of the Grants Coordinator, review IRC and donor visibility materials ensuring compliance with donor rules.

·       Carry out content collection visits relating to beneficiaries’ success stories.

·       Strengthen staff capacities in terms of visibility, photography, media and communication.

 

Qualifications

 

Job requirements:

·       Minimum bachelor’s degree in relevant field and applicable experience in nonprofit governance, administration and grant management, including business development and compliance.

·       At least one year of experience in a grants management role, preferably in an NGO.

·       Prior grant management experience and knowledge of US government (USAID/BHA, BPRM), European (AFD, ECHO, SIDA) and UN (UNHCR, UNFPA, UNICEF, CHF) donor regulations, procedures and requirements ).

·       Proven experience in coordinating funding proposals and progress reports from institutional and private donors.

·       Ability to effectively manage competing priorities.

·       Excellent oral and written communication skills and proven ability to produce and edit documents under deadline pressure.

·       Working knowledge of developing and managing a budget

·       Experience working in a multicultural environment, preferably in Africa.

·       Skilled with Windows, Microsoft Office

·       Ability to work in unstable security environments

·       Fluent English and French, written and spoken

Working environment :

Security : The Grants Officer (GO) will be based in Maroua with travel to sub-offices and the coordination office in Yaoundé. However, depending on the candidate, IRC will consider placing the position in another IRC Cameroon field office.
