As part of its activities in Cameroon Première Urgence Internationale is recruiting 01Grants Officer

OVERALL OBJECTIVE
The Grants Officer is in charge of managing donor deadlines related to programs, internal and external communication on the mission and supports the Deputy Head of Mission for Programs in his daily tasks, including writing proposals for intervention.
Responsibilities and areas of action:




1. Programmes: Support for the drafting and formulation of project proposals and revision of the substance and form of donor
reports 2. Communication/Information: Development of internal and external communication documents and participation in communication
working groups 3. Representation: Participation in external coordination meetings

Specific objectives and associated activities

1. ENSURE COMPLIANCE WITH CONTRACTUAL DONOR OBLIGATIONS AND CONTRIBUTE TO REPORTING

  • He/She is responsible for respecting the financial and narrative reporting schedule of the programs.
  • He/She responds to donor questions about the reports submitted.
  • He/She contributes to the collection of data necessary for the preparation of reports, in conjunction with the field teams concerned.
  • He/She ensures that the formats used for donor reporting comply with official formats.
  • He/She ensures that the field teams have the final versions of proposals, donor reports and contracts for signature of a new project.
  • He/She is responsible for compliance with donor guidelines and contractual obligations in the formulation of reports during the implementation of projects, in conjunction with the Deputy Head of Mission for Programs, the Administrative and Financial Coordinator and the Logistics Coordinator.
  • He/She ensures a proofreading of the reports on the substance and on the form and ensures the consistency of the data, spelling, grammar, compliance with the objectives and the information of the indicators.
  • He/She ensures the deposit of reports with donors, the archiving of the latest versions and acknowledgements of receipt.
  • He/She ensures the contractual follow-up of ongoing projects (Cost Extension and No Cost Extension request).



2. PARTICIPATE IN THE DEVELOPMENT OF PROJECT PROPOSALS

  • He/She ensures a good understanding of the donor guidelines within the team responsible for preparing the proposal through the development of a summary note of calls for expressions of interest. He/She ensures that the formats used for project proposals conform to the official donor formats.
  • He/She participates in the drafting of project proposals, requests for amendments, and participates in the development of all documents intended for donors (note of intent, HR and financial logistics annexes, answers to questions in the context of liquidations and audits, etc.) in connection with the Deputy Head of Mission for Programs and with the contributions of the persons concerned (Base Managers, Technical Managers, etc…).
  • He/She participates in the monitoring of project development under the direction of the Deputy Head of Mission for Programs.
  • He/She participates in the development of responses to donors in the context of project development.
  • In collaboration with the Administrative and Financial Coordinator and the implementation team, he/she monitors the development of budgets for new project proposals and ongoing projects to ensure consistency with narrative parts.
  • He/She ensures a watch of funding opportunities within the country of intervention in connection with the Technical Coordinators and under the responsibility of the Deputy Head of Mission for Programs.

3. ENSURE THE DISSEMINATION AT HEADQUARTERS AND ON THE MISSION OF INTERNAL AND EXTERNAL
DOCUMENTS After validation by the Deputy Head of Mission for Programs, he/she sends internal and external reports to headquarters respecting internal validation deadlines and external contractual deadlines.

  • He/She assists in the preparation of internal meetings, drafts minutes and has it validated by the Head of Mission.
  • He/She ensures that the main donor guidelines are known and disseminated on the mission, in conjunction with the various Coordinators.
  • He/She regularly sends the update of the reporting calendar to the entire team.
  • He/She is in charge of briefing each new expatriate on reporting, communication, visibility.

4. PARTICIPATE IN THE EXTERNAL COMMUNICATION OF THE MISSION

  • He/She participates with the Logistics Coordinator and the Field Coordinators in the proper sizing and monitoring of expenses corresponding to the “visibility” budget lines. He/She solicits monthly articles (success story, interview…) accompanied by photos from the Program Managers for the PUI website.
  • He/She distributes the articles to the Communication Department of the headquarters. As such, he/she must submit to headquarters 1 success story or 1 beneficial interview or one PUI staff per month.
  • He/She centralizes the photos / videos projects and feeds the photo library / video library mission.
  • He/She consolidates the information and works on the presentation of external documents (evaluation reports, impact studies, etc.) that he/she submits for review to the Deputy Head of Mission for Programmes.
  • He/She prepares the mission presentation documents based on the mission strategy.
  • He/She participates in the formulation of mandatory reports for the Cameroonian authorities and has them validated by the Head of Mission before transmission.

5. PARTICIPATE IN THE MONITORING AND EVALUATION CARRIED OUT ON THE MISSION

  • He/She is the guarantor of the capitalization on the mission and ensures that the program sheets, activities and lessons learned are completed by each Technical Manager.
  • He/She is responsible for the regular updating of the capitalization tool and transmits it to each new expatriate during his/her briefing.
  • He/She supports the bases in carrying out evaluations (development of ToR, questionnaire, database, etc.)
  • He/She is able to brief the teams on the prerequisites of an evaluation.
  • He/She can be deployed to bases to provide support.
  • He/She is responsible for compliance with the Integrated Approach action plan developed.
  • He/She supports the teams in finalizing the evaluation reports.

6. PARTICIPATE IN THE REPRESENTATION OF PUI AT HUMANITARIAN COORDINATION MEETINGS

  • He/She attends certain meetings at the request of the Deputy Head of Mission for Programmes and provides written minutes.
  • He/She participates in the Humanitarian Forum in order to provide details on the areas where PUI is present and participate in the advocacy of the mission.

Priority projects:

  • Capacity building of the bases on the importance and role of Grants as well as on reporting techniques;
  • Support the teams based on reporting to the mission’s donors (DG ECHO, BHA/USAID, CDCS, etc.);
  • Support the program teams in the drafting of new project proposals for the year 2023;
  • Support for monitoring and evaluation and capitalization activities on the mission.

PROFILE

  • Hold at least a Bac + 4/5 level diploma in project management or any other similar field.




Professional experience

  • Have at least one (01) year of experience in the humanitarian sector
  • Experience with UN, European (ECHO) and USAID/BHA donors appreciated.

Knowledge and skills required

  • Mastery of the Office Pack
  • Excellent writing skills
  • Leadership
  • Organization

Knowledge and skills appreciated

  • English, local languages of the intervention area (Arabic Choua, Fulfulde, Bamoun).
  • Knowledge of the rules of the main institutional donors (ECHO, EuropAid, UN, OFDA, USAID, etc.).
  • Data processing software.

Conditions

  • Position based in Yaoundé (Central Region) with travel to the areas of intervention;
  • Fixed-Term Contract;
  • Salary defined according to the national PUI personal salary grid;
  • Starting December 2022 (subject to funding).
