Presentation of the Red Cross

A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. It is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

 

 




 

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally includes all its missions in a plan of sustainable humanitarian action. This translates into an articulation of emergency, post-emergency, post-crisis and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to enable populations to regain their full autonomy.

Context Country:

Cameroon, whose capital is Yaoundé, is a country in central and western Africa, located between Nigeria to the west, Chad to the north, the Central African Republic to the east, Gabon, Equatorial Guinea and the Republic Congo to the south and the Gulf of Guinea to the southwest.

Its territory is made up of 475,442 km2. Its population amounts to 27.20 million inhabitants (Source: World Bank 2021) and is divided into 10 regions.

Context of the regions of intervention:

Since 2010, the French Red Cross (FRC) has been present in Cameroon in the Far North region and intervenes in the areas of health, nutrition, food security and livelihoods (SAME) and recently (2020 ) in Risk and Disaster Management (GRC)

 

 

The Cameroon Red Cross (CRC)

Member of the International Movement of the Red Cross and Red Crescent since 1963, the CRC is an auxiliary association of the Cameroonian public authorities and recognized as being of public utility.

In accordance with its strategic development plan, the Movement’s partners (ICRC, IFRC, CRF) try through their projects to support the NS in the development of its resources.

General mission of the DMI :

Under the hierarchical supervision of the Desk Manager, the Head of Delegation is:

  • Responsible for the coordination and strategic positioning of the delegation
  • Guarantor of the quality of the programs carried out and the management of financial and logistical resources
  • Security officer
  • Guarantor of good partnership relations and the development of National Societies**.**

  • Mission 1: Ensure coordination and strategic positioning
  • Mission 2: Ensure operational implementation and monitoring of activities
  • Mission 3: Supervision of the management of financial and logistical resources
  • Mission 4: Ensure security management
  • Mission 5 : Ensure monitoring, evaluation, accountability and learning
  • Mission 6 : Contribute to good partnership relations and the development of National Societies
  • Mission 7 : Ensure the effective and dynamic direction and animation of his team

HIERARCHICAL AND FUNCTIONAL LINKS

  • Reporting relationship : Provided by the West Africa geographic desk manager, in Paris.
  • Operational link : Ensures the management of all the national (x people) and expatriate (approx. x people) staff of the mission. The head of delegation is the direct manager of x expatriates. (give details of positions)

Collaborates internally with:

  • The desk assistant in charge of Cameroon
  • Headquarters technical and support services

Collaborates externally with:

  • The governance and the national executive of the Cameroonian Red Cross
  • Ministries supported through the projects
  • Humanitarian operational partners (ACF, Care, PUI, SI, UNs, etc.) and the CR-CR Movement
  • Technical and financial partners (DG ECHO, DUE, AFD, French Embassy, ​​etc.)

Candidate profile

Qualifications and experiences

Bac+4/5 training in humanitarian project management or equivalent training. Significant experience in an identical position of 3 years mandatory. Experience in volatile security contexts preferred. Team management experience desired.

  • Autonomous, versatile, adaptable
  • Relational, diplomatic skills
  • Good project management skills
  • Mastery of the computer tool (complete autonomy on Word and Excel)
  • Writing skills and experience in project writing and report writing
  • Good analytical and synthetic mind.

Appreciated skills

  • Mastery of the Office package (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
  • Knowledge of the Red Cross Movement
  • Knowledge of emergency response mechanisms
  • Rigor, flexibility and adaptability

LANGUAGES

  • Excellent level of French mandatory (spoken and written)

Prerequisites:

  • Passport valid for more than 6 months at the time of the planned departure
  • Up-to-date vaccination record / ability to travel
  • Full vaccination schedule required

Practical information related to the position

Conditions of employment :

  • Type of status : Delegate on International Mission (DMI)
  • Type of contract : CDD under French law
  • Salary : According to the classification of the position on the CRf grid and according to the experience of the candidate.
  • Per diem : daily per diem which varies depending on the country
  • Leave : 10 to 15 days minimum every 6 months – Plane ticket covered 100% by the CRf for home journey
  • Health coverage : CFE + Mutuelle MSH (100% coverage) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other insurance : provident insurance (death and disability)
