Responsibilities

Our client, a large company specializing in the production of building materials, construction and civil engineering, is looking for a Human Resources Manager based in the city of Douala for the development of its activities in Cameroon.

PURPOSE OF THE POSITION:

· Ensures the development and administrative management of human resources

· Participate in the individual and overall performance of the company

· Guarantee a healthy and peaceful social climate

MAIN RESPONSIBILITIES

Participate in the definition of the HR strategy

· Collect from the various departments of the company their needs and expectations in terms of HR issues.

· Define HR projects and policy (management of working time, training, recruitment, mobility, GPEC, improvement of working conditions, remuneration policy, etc.).

· Propose and validate the nature and schedule of HR projects with your hierarchy and management.

· Carry out economic, legal and social monitoring (monitoring the HR strategies of companies in the sector).

· Establish budgets based on the necessary staff requirements and ensure that the validated budget is followed.

Advise and support operational staff and managers.

· Advise and support managers on various HR issues (labor law, training, recruitment, employment contracts, integration of new recruits, performance reviews, career/mobility management, remuneration, disciplinary or dismissal procedures, etc.).

· Define and ensure that operational staff apply all HR procedures.

· Organize and monitor staff evaluations (annual interview, end-of-trial period interview, periodic staff evaluation)

· Submit weekly and monthly reports to management.

Implement and manage HR policy projects

· Manage and monitor HR projects within the defined strategy.

· Participate in the preparation of the HR budget (payroll control, skills development plan, etc.).

· Implement HR monitoring and reporting tools (dashboards).

· Manage the development of the social report (data collection, implementation of indicators, feeding the report, etc.), ensure its analysis and dissemination.

Administer personnel and develop HR

· Take charge of payroll and personnel management (management of personnel files, contracts, departure management, social declarations, etc.).

· Develop social dashboards to monitor staff activity (absenteeism, remuneration, leave, training, etc.).

· Ensure the application of social regulations and the employer’s legal obligations in terms of social protection and health (Labor Code, collective agreement, collective agreements, internal regulations).

· Ensure the application and validity of the internal regulations.

· Organize the collection of training needs, define guidelines, develop the skills development plan and supervise its implementation.

· Develop projects related to GPEC (forward planning of jobs and skills) or GEPP (management of employment and career paths) and internal mobility by promoting talent detection, skills acquisition and career development (anticipate needs, inventory skills, update job descriptions, manage departures, etc.).

· Define, manage and implement the recruitment policy according to the needs of the services.

· Implement professional interviews.

Lead and negotiate with social partners .

· Maintain and lead relations with staff representative bodies (CNPS, labor inspectorate, trade union organizations).

· Ensure the implementation and ensure the legal monitoring of the agreements concluded.

· Communicate with social partners on the deployment of HR actions.

· Organize elections for staff representative bodies.

Ensure internal and external communication

. · Ensure, lead and facilitate internal communication within the company in an interface role between management and employees (via Intranet, internal magazine, HR newsletters, information leaflets, collaborative spaces, etc.).

· Maintain a positive social climate by ensuring active and confidential listening to employees and participating in the development of their motivation.

· Develop and maintain a corporate culture

· Propose the organization of events to create synergy among employees.

· Boost the company’s external communication (promoting the employer brand, etc.).

Educational requirements

Ideally, a BAC +4/5 specializing in Human Resources Management, Social Sciences or any other diploma and equivalent experience, 

Experience required:

4 to 7 years of experience in a position as a personnel administration manager or assistant to the human resources director

Additional requirements

: Know-how

· Good knowledge of the labor code and social law.

· Mastery of HR practices and uses,

· Mastery of the IT tool Word, Excel, Power point

· Facilitate the adaptation and use of management software

· Written and spoken expression (French and/or English)

· Public speaking ·

Soft skills

· Organizational skills to successfully complete these projects and monitor their implementation

· Sense of classification of HR documentation

· Rigorous, methodical and available

· Listening skills to take into account staff expectations

· Convincing to get ideas across

· Sense of discretion

· Empathetic and attentive
