The United Nations Center for Human Rights and Democracy in Central Africa (the Centre), established in Yaoundé, Cameroon, was created at the request of the member countries of the Economic Community of Central African States ( ECCAS) and the decision of the UN General Assembly by the resolutions of December 5, 1998 (53/78) and December 1, 1999 (54/55).

 

 

 

The Center is the Regional Office for Central Africa of the Office of the United Nations High Commissioner for Human Rights (OHCHR) with a mandate to promote and protect human rights and democracy in the 10 countries of Africa central (Burundi, Cameroon, Gabon, Equatorial Guinea, Central African Republic, Democratic Republic of Congo, Republic of Congo, Rwanda, Sao Tome and Principe and Chad). The role of the Center in the countries it covers is to ensure the effectiveness of human rights through capacity building, advocacy, lobbying, dialogue, prevention of human rights violations, human rights monitoring, technical assistance and advisory services provided to all human rights actors, including governments, parliaments,

The Center offers two-month fellowships renewable for a maximum period of six months, intended for graduate students, young practitioners and human rights defenders holding a degree in a field related to the activities of the Center in particular human rights ; genre ; democracy ; documentation, communication/advocacy; and administration/finance. This call for applications concerns the Human Rights component.

 

 

 

Under the direction of the Regional Representative of the Center and the direct supervision of the Head of the Capacity Building and Technical Cooperation Unit, the scholarship holder will have to perform the following tasks:

  • Contribute to substantive research and analysis on human rights issues/events and assess their impact on the human rights situation in Central Africa or designated countries;
  • Assist in collecting and analyzing human rights information, including gender-specific indicators in region/countries of assignment;
  • Support the implementation of advocacy activities in the defense of human rights, capacity building, monitoring and public information in the regions / countries of assignment;
  • Assist in the development and implementation of human rights programs and projects in collaboration with governments, national human rights institutions, civil society, United Nations country teams, donors and other bilateral and multilateral partners;
  • Contribute to the preparation and implementation of technical assistance projects;
  • Assist in the planning, support and effectiveness of human rights activities in the sub-region, as well as in the preparation of missions;
  • Monitor the activities of international and regional mechanisms, including the treaty body system, special procedures and the universal periodic review process;
  • Contribute to and/or draft concept notes, talking points, reports, briefing notes, statements and correspondence;
  • Prepare and deliver presentations, write reports for conferences, workshops and training activities on the promotion and protection of human rights;
  • Monitor specific human rights situations in the region/country of assignment;
  • Participate, as required, in monitoring and reporting on the human rights situation in the countries covered; analyze human rights trends and issues and make proposals for action to address emerging challenges;
  • Represent the Center at conferences and working meetings, as needed;
  • Perform any other task requested by the supervisor.

  • Be enrolled at least in a license year or have obtained a license in law, human rights, political science or international relations, or any other related field;
  • Professional experience in human rights would be an asset;
  • Knowledge of and/or interest in issues affecting generally marginalized groups;
  • Good writing, research, analysis and synthesis skills;
  • Ability to prioritize tasks and work under pressure;
  • Great adaptability and flexibility in the implementation of multiple and varied tasks;
  • Perfect oral and written command of French or English, and working knowledge of the other language;
  • Good computer skills including Microsoft Word, Excel, PowerPoint and Internet.
