CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF AN IT CHARGE.E (M/F) FOR THE COMIFAC SUPPORT PROGRAM FOR THE SUSTAINABLE MANAGEMENT OF FORESTS IN THE CONGO BASIN OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT ( GIZ/COMIFAC) GmbH IN YAOUNDE.
context
The GIZ COMIFAC regional program interacts with the technical cooperation and financial cooperation modules, strengthening the framework necessary for the implementation of the COMIFAC convergence plan – particularly at the political level (for example harmonized forest policies), strategic (sectoral strategies, guidelines for the participation of indigenous peoples, regional gender strategy) regulatory (for example, design of the legal framework for ABS (Access and Benefit Sharing) systems)
- The five components of the project are:
- Section 1: Strengthening the functioning of the COMIFAC system;
- Section 2: Learning and transfer to the COMIFAC system;
- Component 3: Participation of local and indigenous populations;
- Component 4: Strengthening forestry training;
- Component 5: Implementation of the Nagoya Protocol on Access and Benefit Sharing (ABS).
To accompany and follow this dynamic, the COMIFAC Support Project (GIZ/COMIFAC) is looking for a (01) IT Officer for its Coordination Office in Yaoundé .
A- Areas of responsibility and powers
- Administration of the computer system and network including the management of the internal server.
- Operational and technical assistance on IT issues within the Congo Basin Sustainable Management Program.
- Management and maintenance of operational equipment and software (IT infrastructure) to support the efficiency of work within the Programme.
- Maintaining the compliance of the computer system with the directives (IT guidelines) in terms of computer security and data security.
- Main interlocutor with the headquarters, the BRY the antennas for questions related to IT
In this context, the incumbent has the following responsibilities:
1- IT infrastructure and tools (hardware, software and networks)
- Lead and ensure the general administration of the entire IT system;
- Ensure the availability of sufficiently recent equipment (computers, satellite phones, copiers & printers) in accordance with GIZ standards;
- Advise on purchases, ensure the installation and maintenance of IT equipment (laptops, printers, scanners, computers) in accordance with GIZ standards;
- Ensure, in coordination with the BRY IT Officer, the implementation, maintenance and configuration of all standard applications and software used at GIZ (e.g. MS Office, WinPACCS, SAP, Onsite, MS Teams, etc.);
- Install and configure network equipment (copiers & printers)
- Monitor the Internet connections used to ensure maximum availability;
- Manage the internet connection (verification of proper operation, bandwidth test, contact with the service provider and role of interlocutor during troubleshooting)
- Technically manage video conferences and VoIP.
2- Computer security
- Monitor vulnerabilities in the communication networks used to prevent data leaks
- Regularly update anti-virus software and relevant operating system patches to ensure the safety of the working environment
- Ensure the proper functioning of the local shared folder system as well as access permissions;
- Ensure the backup of data to ensure the possibility of total recovery
- Take care of the provision and maintenance of data backup programs and ensure the security of systems and confidentiality of data;
- Provide full server management
3- Operational and technical assistance.
- Ensure the maintenance of PCs, laptops, printers, digital cameras, scanners, Explorer and Iridium for communication via Satellite and other equipment;
- Propose to management acquisitions to be made and improvements to be made to equipment and networks based on the directives/recommendations of the GIZ IT guide.
- Ensure the management of the LAN & Wi-Fi, ensure the proper functioning of the local network, install updates as needed and ensure the regular maintenance of the necessary equipment, install / take care of the local network (LAN) and maintain it functional ;
- Liaise with suppliers to ensure the proper functioning of the network, telephone installation and computer equipment;
- Organize the elimination of breakdowns or problems affecting computers and Internet connections.
4- General tasks
- Assist in the management of the inventory of computer equipment;
- Recommend to the hierarchy, the specifications of the computer equipment to be purchased following the observation of the market in terms of the quality-price ratio.
- Introduce new colleagues to GIZ IT equipment, applications and standards and assist the entire team with IT application issues and meet IT application training needs
- Ensure the “Help-Desk” function on site and inform the IT department at BRY and/or GIZ IT support in the event of major problems affecting GIZ IT applications;
- Ensure on-site IT is up to date in accordance with GIZ IT guidelines
- Ensure proper documentation of IT areas and application of the GIZ IT guide
- Monitor and verify internet and satellite phone bills
- Assume other activities and tasks as instructed by his superior.
REQUIRED PROFILE
B- Profile required
1- Qualification and professional experience
- Have at least a Master’s degree (BAC+5) related to information technologies or any similar diploma
- Have a certification in MS Office or equivalent experience
- Have a good command of computer network systems, database management software and all MS Office applications
- Have at least 2 years of professional experience in a similar position
- Have knowledge of the software used and the GIZ intranet; basic knowledge of specific GIZ software (WinPACCS, SAP, Onsite, MS Teams, etc.) will be an asset
2- Other knowledge/skills
- Have a spirit of service and rigor of work
- Be dynamic and have good organizational skills
- Be able to work well in a team and be mobile for visits to the antennas in Garoua and Bertoua
- Excellent working knowledge of the use of information and communication technologies (related software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office)
- Have a good command of French, knowledge of English desired
Duty station: Yaoundé
Desired starting date: January 15, 2023
Duration of the contract: Two (02) years renewable
Deadline for admissibility of application files: until December 10, 2022
Internal classification: Band 4A, under the supervision of the GIZ/COMIFAC Program Director
