CALL FOR PROPOSALS FOR THE SUPPLY OF 05 MAINTENANCE AGENTS FOR THE OFFICE CLEANING AND MAINTENANCE SERVICE
Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), a non-profit organization, is the world leader in the fight to end pediatric AIDS. Our mission is to prevent pediatric HIV infection and eliminate pediatric AIDS through research, advocacy, and prevention and treatment programs. For more information, visit http://www.pedaids.org. EGPAF operates in over 19 countries worldwide, of which 15 are in Africa, including Cameroon.
EGPAF Cameroon is launching a Call for Proposals for the supply of FIVE (05) cleaners for the cleaning and maintenance service at the EGPAF offices in Douala, Yaoundé and Ebolowa.
Duration of the contract: one (01) renewable from February 1, 2023 to January 31, 2024 (Renewable if funds are available
1- Consistency of offers
The service covered by this Call for Proposals includes the provision of the following service:

1 Supply of office cleaning service – Agents must be assigned to the office of the foundation and actively participate in the cleanliness of EGPAF premises in Douala, Ebolowa and Yaoundé.
– The company will be responsible for providing the agents with the equipment necessary to provide the service
– The company will be responsible for major cleaning with machines and disinfecting the offices once a month
Deployment of staff – EGPAF BONANJO Office (02 ) agents
– EGPAF EBOLOWA Office (02) agents
– EGPAF YAOUNDE Office (01) agent 5 staff
Working time per week – Monday to Thursday: 8 a.m. (7 a.m. – 3 p.m.)
– Friday: 07h (07h00 – 14h00) 13h/s Hours
2. Participation
Participation in this consultation is open to companies incorporated under Cameroonian law with proven experience in providing office cleaning and maintenance services.
3. Funding
The services covered by this request for quotation will be acquired for the ELIZABETH GLASER PEDIATRIC AIDS FOUNDATION (EGPAF) with financial support from the CDC/PEPFAR.
4. Submission of tenders
Each tender, written in French or in English in four (04) copies including the original and (03) three copies marked as such, must be submitted to the EGPAF DOUALA Office – Operations Office – Procurement & Logistics Department, Quartier Bonanjo former Nigerian consulate no later than Monday, January 16, 2023 at 5:00 p.m., strict deadline and bear the mention:
Call for proposals N ° 0008 / AOR / EGPAF / AT95DLA / 2022 of January 05, 2023, relating to the acquisition of services cleaning and maintenance of offices, DOUALA, Ebolowa and Yaoundé.
“To be opened only during the counting session”.
6. Admissibility of tenders
Any offer that does not comply with the requirements of this Call for Proposals file will be declared inadmissible and will lead to the pure and simple rejection of the offer without any recourse.
7. Period of validity of offers
The tenderer remains bound by his tender for a period of three hundred and sixty-five (365) days from the deadline set for the submission of tenders.
8. Bid opening
The opening of the bids will be done in one time on January 19, 2023 at 3 p.m. in the meeting room of the Foundation in Douala, Bonanjo district in the presence of the tenderers who wish it or their representatives duly authorized and having a perfect knowledge of the offers. for which they are responsible, and will be done as follows:
1- Opening of envelopes A containing the Administrative documents and up-to-date tax file,
2- Opening of envelopes B containing the technical offers and the CVs of the two (05) agents
3- Opening of the C envelopes containing the financial offers
9.Time and place of delivery
The maximum delivery time provided by EGPAF is two (02) days from the date of notification of the contract by purchase order or contract and the place of delivery is the EGPAF office in Douala.
10. Contract award
EGPAF reserves the right to award the contract to the supplier having proposed the financial offer deemed to be the lowest and meeting the necessary technical capacities.

12- EVALUATION CRITERIA AND SUBMISSION CONDITIONS:
All proposals will be evaluated against the criteria below. Each proposal must contain the items listed in the Submission Requirements column in the order in which they appear below. EGPAF will select the supplier that offers the best value to the Foundation.

Failure to provide any of the above specifications and requirements may be considered non-compliant and disqualify the applicant from final selection.
Submissions that are not sealed, sent by email or submitted late will simply be rejected.
