DEPUTY PROGRAM MANAGER (F/M) – ACTION AGAINST HUNGER
Reporting base: Batouri Number of positions: 01 Duration of contract: Until 04/30/2025 Desired start date: 10/15/2023 Supervised by: Multisectoral Program Manager
I. PURPOSES OF THE POSITION
Implement SAME activities in villages and sites hosting Central African refugees in Eastern Cameroon.
II. POSITION MISSIONS
Mission 1: Implementation and management of activities/programs consistent with the SAME ACF policy (while respecting the Livelihood HCR strategy)
Ø Plan, Manage and Supervise the SAME activities of the project in accordance with the overall strategy defined by the consortium;
Ø Define with the team the preliminary steps for implementing SAME activities and share the content with the Project Manager
Ø Ensure the smooth running of activities (within the allotted deadlines) through consistent monitoring;
Ø Ensure and develop collaboration and partnerships with authorities, CSO partners in consistency with other sectors (Health/nutrition, SMPS, WASH-Advocacy) under the leadership of the Project Manager;
Ø Prepare and participate in studies and diagnostics as part of the project and ensure their understanding by the SAME teams
Ø Evaluate and reorient project activities based on the results of the activities, studies carried out in the area, changes in the context and the interventions of other humanitarian actors, in agreement with the Project Manager
* Mission 2: Management of SAME teams
Ø Actively participate in the recruitment of the SAME team in collaboration with the Project Manager;
Ø Assess the needs of SAME teams as well as CSOs, contribute to their strengthening (initial and continuing training) and ensure their technical monitoring
Ø Lead and/or supervise team meetings;
Ø Prepare and monitor leave for the SAME and OSC teams so as not to impact the quality of implementation.
* Mission 3: Program monitoring and reporting
Ensure administrative, budgetary and logistical monitoring of the project in the SAME component in agreement with the Multifunctional Program Manager;
Ø Write and/or supervise activity reports (weekly and monthly: APR) over time and transmit the documents to the Project Manager;
Ø Actively participate in the drafting of reports for donors in their SAME section (proposals, interim and annual reports);
Ø Participate in the development of intervention strategies in the area/country;
Ø Program proposal following possible joint evaluations with other ACF sectors
* Mission 4: Representation of SAME programs
Ø Participate in coordination meetings on a regular basis and when technical representations are needed (in the absence of SAME PR);
Ø Update the “mapping” of SAME and WASH actors in the area;
Ø Active search for partnerships with the Ministry of Agriculture and stakeholders and NGOs working in the field of food security and livelihoods;
Ø Participate in GTSA and GWC meetings in the field and ensure the visibility of ACF;
Ø Coordination with technical managers from other ACF sectors.
* Mission 5: Analysis of the SAME context
Ø Study and analyze the eating habits of the population (refugees and Cameroonians) and the main markets in the area;
Ø Work in partnership with other ACF departments and other NGOs for a better understanding of the context;
Ø Analyze the impact of the SAME program activities on the beneficiaries and the population of the targeted areas;
Ø Assessment mission (if necessary) to other areas of the country.
Ø Participate in the development of strategies and proposals in collaboration with the RP, CT and the RDD SAME;
III. DIPLOMA/LEVEL OF STUDY AND EXPERIENCE
– BAC +5 in Agronomy or Agroeconomics or Rural Development (Master, Engineering diploma).
– At least 2 years of experience in project management (including team management and OSC)
– Have worked in humanitarian work
– Experience in resilience and development programs would be an asset
IV. REQUIRED SKILLS
Knowledge:
– Good knowledge of advocacy and natural resource management, including water management;
– Good knowledge of the intervention area, local agricultural practices, analysis of the local economy and community dynamics;
– Good knowledge of agronomy (agrosilviculture/livestock breeding); rural economy (value chain analysis, AGR)
– Good communication skills and skills transfer
Expertise :
– Mastery of the project cycle (planning, HR, Bugdet);
– Good knowledge of territorial development planning and local governance;
– Mastery of CEP and WITH/VSLA methodologies, Community approach,
– Mastering French
– Knowledge of local languages is an asset
– Mastery of the Microsoft Office Pack (Word and Excel primarily)
– Analysis and synthesis skills;
– Good writing skills (especially in writing reports);
– Good organizational skills.
