JOB: Looking for Board Members – Cameroonian Alliance for Health System Strengthening

Cameroon, a huge country in Central Africa, has great human potential, unlimited resources, and a prosperous and dynamic environment. Despite these assets, social development, essential health conditions and socio-cultural growth, drivers of development, are slow to take off. Social sector development strategies will not only improve the living conditions of populations, but also provide solid human capital capable of supporting economic growth.
Improving the health status of populations remains both an objective of social development and economic growth. The Government intends to achieve this objective through the implementation of the updated health sector strategy and in compliance with the MDGs. This strategy essentially aims for universal access to quality health services and care through improving supply and financing demand. The objective is to reduce the disease burden among the poor and most vulnerable populations by a third; by two thirds the mortality of children under 5 years old and by three quarters maternal mortality, by 50% the prevalence of HIV/AIDS and reduce the death rate associated with malaria to less than 10% over the horizon of the strategy .

 

 




 

Although the Cameroonian government is working hard to achieve these objectives of social development and economic growth, numerous gaps are observed in several areas, from the preparation of a new generation of public health leaders, health promotion, primary prevention, secondary prevention and tertiary prevention. This is largely due to flaws and weaknesses in the health system.
It is with the perspective of working in collaboration with the Ministry of Public Health and supporting our government in its missions of social development and economic growth that a group of talented, experienced, passionate young people, leaders in the fields of public health and from all regions of Cameroon mobilized to create in 2021 following a conference on strengthening the health system held in Yaoundé by public health professionals, a civil society institution called “Alliance Camerounaise pour le Strengthening the Health System” (ACRSS).

During the various discussions held among the leaders, the desire to formalize the alliance of different public health professionals trained in Cameroon with the aim of strengthening the health system emerged as a major issue.
The ACRSS Constitutive General Assembly will take place from November 16 to 18, 2023 online via the ZOOM platform.
On this occasion, and in accordance with the agenda and the statutes which will be revised and adopted, the members of the Board of Directors of the Alliance will be designated. It is the members regularly registered and participating in the Constitutive General Assembly who, on site, will vote for the candidates of their choice.

The Board of Directors is made up of three bodies, namely the governing and supervisory board, the Executive Committee and the Program, Budget and Administration Committee. Fifteen (15) members including twelve (12) elected by the General Assembly sit in these bodies. The Permanent Secretary, the Secretary General and the coordinator of financial operations are members and attend the meetings of all bodies of the Board with a consultative voice during the deliberations.
To do this, 12 seats are to be filled, namely:
• Four (04) members of the steering and supervisory board;
• Four (04) members of the executive committee;
• Four (04) members of the program, budget and administration committee.

 

 

 

ROLES AND RESPONSIBILITIES OF BOARD MEMBERS  
The governing and supervisory board
The board is the supreme governing authority of the Organization. The Oversight Board meets semi-annually to define and advance shared strategic priorities, measure and report accountability, and coordinate contributions from all parties for common influence, investment, and impact.
The Executive Committee
is a body responsible for strategic, operational, legal, financial oversight and the promotion of common Cameroonian priorities. It meets regularly to make joint management decisions and ensure effective coordination among members. He reports to the council.
The Program, Budget and Administration Executive Committee
Is a body responsible for aspects of the program, budget and administration. It examines and, where appropriate, makes recommendations to the Executive Committee in these areas. The Committee holds at least one public meeting per year on dates set by the Executive Committee. Additional sessions may be convened in years when the program budget of the Organization is being reviewed.

CANDIDATES PROFILES
The organizing committee encourages applications from Cameroonian public health professionals residing in all countries around the world, from different public health sectors, with diverse backgrounds and at different stages of their careers.
It seeks individuals practicing in diverse areas of public health (e.g., epidemiologist, health promotion; global health; health policy management and economics; community health; environmental health; health policy and system, health law Health; sociology of health; medicine; pharmacy; biomedical engineering; nutrition; data science, advocacy, etc.), and who: •
Demonstrate an attachment to the vision and missions of the ACRSS;
• Have the time and resources available to sit on the Board of Directors and its committees and represent the Association as needed;
• Are team players and maintain relationships with national and international partners dedicated to public health issues;
• Demonstrate demonstrated leadership (at their respective career stage) in the public health sector

Board members must also have:
• Experience within decision-making structures, including some knowledge of financial systems and risk management;
• An interest in local, pan-African, regional and international public health issues;
• Knowledge of the distinct health needs of diverse populations and communities The following skills are highly valued:
• High-level knowledge of organizational development and effectiveness; international advocacy/lobbying and resource mobilization;
• Experience in public health programs, as well as knowledge of policy development and political systems that impact their implementation.

What are ACRSS looking for?  
• Be a natural person or representative of a legal entity;
• Be twenty-one years old (21 years old);
• Be of Cameroonian nationality residing inside or outside the country
• Minimum required diploma: license or international equivalent in public health, epidemiology, social science or any other relevant technical fields of public health;
• Have at least 04 years in program management, organizational management, organizational development, administrative management, finance, resource mobilization, human resources management, advocacy, including proven technical experience in design and implementation implementation of public health programs;
• In lieu of the required diploma, have more than (10) ten years of relevant professional experience in the field of implementing projects related to the development of health systems;
• Have experience working with the Cameroonian government, national and international financial partners, knowledge of IP rules and regulations is an asset.

• Have strong problem-solving skills, Have a good ability to plan and anticipate potential and emerging obstacles;
• Have the ability to predict and anticipate;
• Have a high level of autonomy, but with a deep leadership spirit;
• Demonstrate a capacity for adaptation, patience, ingenuity, resilience and flexibility;
• Have skills in advocacy, results-based management;
• Be available to participate in board meetings, to build solid foundations and procedures for ACRSS;
• Commit to carrying, selling and representing ACRSS wherever it is located. How to submit your application?

• Photocopies of diplomas. A verification of Diplomas will be carried out for those elected;
• Photocopies of documents justifying the candidate’s experience (certificate, employment certificate, work certificate, or any other document relating thereto).
