CONTEXT OF THE NATIONAL PROGRAM:
International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through healthcare training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to become independent again.
1. POSITION SUMMARY
The role of the finance manager is to oversee the finance function of IMC. He is responsible for the high-quality and timely financial management of International Medical Corps resources. He/she will provide supervision and direction to financial staff in the field, ensuring that International Medical Corps systems, policies and procedures are fully in place and well implemented, while adhering to the rules of the donors.
2. ESSENTIAL RESPONSIBILITIES
Accounting and financial management
- Coordinate daily accounting operations and financial management functions in field offices ensuring they are executed in accordance with internal policy and procedures.
- Coordinate field activities in the areas of finance, accounting, planning, internal control and audit, invoicing, credit control and cash collection,
- Provide field management with appropriate financial information in accordance with accounting procedures and donor regulations.
- Maintain cash flow in the field and ensure liquidity needs are met in a timely manner.
- Ensure treasury security protocols and procedures are in place and followed.
- Review procurement transactions to ensure adequacy of supporting documentation, accuracy of amounts and control of payments.
- Ensure the maintenance of accurate records of financial transactions of the local office (main and field offices) in order to monitor the financial position of all project activities.
- Review daily transactions to ensure they are posted to the correct accounts, supporting documentation amounts are accurate, and payments are controlled.
- Assist in the management of the financial department in the field to meet financial reporting requirements; This function includes ensuring that all financial reports/monthly figures are submitted on or before the required deadlines.
- Coordinate the preparation of monthly financial reports in compliance with accounting, legal and financial requirements.
- Manage the accounting system ensuring that all accounting data is updated, reconciled and fully justified.
- Oversee training of finance staff and provide technical support to program and field logistics.
- Review actual versus monthly expenditures with program budget holders and other field management staff. Where applicable, make recommendations for necessary adjusting transactions.
- Ensure compliance with internal and donor regulations and procedures; apply financial and support functions policies, systems and procedures, and direct or carry out their development, documentation and implementation.
- Maintain an open line of communication with all field and headquarters staff as appropriate.
- Work with program and logistics staff to ensure field program coordination is within budgeted targets.
- Attend coordination meetings relating to field office activities.
- Perform any other task requested by the supervisor.
Training / Capacity building
Train national staff to increase their responsibilities to build capacity and ensure program sustainability.
Advocate for and plan the professional development of national finance staff in the field.

3. QUALIFICATIONS AND REQUIRED SKILLS
- Having a Bac+ 4 in a related field is preferable. An equivalent combination of relevant training and experience may be substituted where appropriate.
- More than 5 years of relevant and progressive experience managing NGO projects and staff in humanitarian or development contexts, including a minimum of 2 years of international experience in an operations management role.
- Ability to build relationships with staff and motivate them effectively.
- Knowledge of the design and programming processes of different donors.
- Ability to work collaboratively with donor agencies, international organizations and other domestic and foreign officials and partners.
- Proficient in computer applications, particularly MS Word, MS Excel and MS PowerPoint.

- Security :
– Ensure compliance with security protocols and policies;
– Consider the safety implications of all program activities, reviewing all new initiatives with other staff, leaders and community volunteers.
- Compliance and ethics:
– Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, the candidate must fully understand and adhere to International Medical Corps and donor compliance and ethics standards.
– Performs work with the highest level of integrity.
– Communicate these standards to staff, where applicable, and partners and require them to adhere to these values.
- Prevention of sexual exploitation and abuse:
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.
- Code of Conduct:
In this role, the individual is expected to promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps and donor compliance and ethics standards , and adhere to these standards.
If this is a supervisory position, the individual must model ethical behavior through their own conduct and supervision of the work of others; ensure that the people reporting to it have sufficient knowledge and resources to follow the standards described in the code of conduct and ethics; monitor the compliance of the people he supervises; apply the International Medical Corps Code of Conduct and Ethics and policies, including the Safeguarding Policy and the Workplace Harassment, Bullying and Sexual Misconduct Policy, consistently and fair; support employees who, in good faith, raise questions or concerns.
- Backup:
All staff have a shared responsibility and obligation to safeguard and protect the populations they work with, including adults who may be particularly vulnerable and children. This includes protection against the following behaviors by our staff or partners: sexual exploitation and abuse; exploitation, neglect or abuse of children, at-risk adults or LGBTI people; and any form of human trafficking.
