A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.
In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. Job Context
Cameroon, whose capital is Yaoundé, is a country in central and west Africa, located between Nigeria to the west, Chad to the north, the Central African Republic to the east, Gabon, Equatorial Guinea and the Republic from the Congo to the south and the Gulf of Guinea to the southwest. Its territory is made up of 475,442 km². Its population amounts to 21.70 million inhabitants (Source: World Bank 2012) and is spread across 10 regions.
Context of the region of intervention:
The Far North region of Cameroon has been facing a major food, nutritional, health and security crisis for several years. Thousands of people fleeing abuses and fighting in their localities bordering Nigeria have moved to towns and villages in the Far North region. The main centers where refugees and internally displaced people flock are the departments of Mayo Tsanaga, Mayo Sava, and Logone and Chari. Of the 3 departments of the region, that of Logone and Chari records the largest number of internally displaced people with and 178,949 IDPs (DTM Report 15 of September 2018 made by IOM) for a total population of 486,997 people (37% of the total population is made up of displaced people). It is the poorest in the Far North region, with 56.4% of its population considered “very poor” in terms of wealth index.
As a response to this humanitarian imperative, the CRC/CRF thanks to AFD funding (Project title: “Improving access to quality care for vulnerable populations by strengthening the capacities of the Cameroonian Red Cross and districts health facilities of Hina, Roua, Gazawa and Kousseri in the Far North region of Cameroon “) and DG ECHO (Project title: “Contribution to improving access to quality care and capacity building resilience of internally displaced populations, refugees and hosts who suffer from the consequences of insecurity in the Far North of Cameroon”) intervenes in the Kousseri Health District in 8 health areas.

Under the authority of the head of the Far North sub-delegation, the Administrative Delegate is responsible for:
- Ensure the good financial, budgetary and accounting management of the Maroua sub-delegation and the Kousseri base.
- Ensure the proper management of national human resources of the Maroua sub-delegation and the Kousseri base.
- Ensure the administrative and legal management of the sub-delegation and the Kousseri base.
- Supervise, supervise and improve the skills of the administrative team of the sub-delegation and the Kousseri base.
- Ensure reporting and communication regarding administration.
- Respect for the harmonization and formalization of practices and procedures on sub-delegation.
Hierarchical link
Works under the direct responsibility of the head of sub-delegation. He is the direct superior of the administrative team (1 Kousseri base administrator and Maroua accountant, and 4 house and office staff).
