JOB NOTICE: CAMEROON – HR SUPPORT Solidarity International

Desired start date: March 2023

Duration of the mission: 03 months (with possibility of extension)

Location: Yaoundé with trips to Chad and to the bases of these 2 countries.

 

 




 

WHAT DO WE DO…

After being split for a few months between N’Djamena and Yaoundé, the coordination of the Solidarités International mission in Chad and Cameroon – merged and named Tchameroun – is now based in Yaoundé. It is made up of a country director, program coordination (coordinator and SERA manager), an administration, HR and finance department (coordinator, assistant, manager) and a logistics department (coordinator, manager, assistant and agent).

 

 




 

SI Tchameroun has five bases: Maroua and Makary, in the Far North (EN) of Cameroon, Goré in southern Chad, N’Djamena and Yaoundé. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funds. It is currently carrying out food security projects -especially through cash transfers-, strengthening livelihoods and access to water, hygiene and sanitation. It incorporates a strong dimension of empowerment and strengthening of civil society organizations and the resilience of the beneficiaries of its projects. The mission plans to strengthen its position in the Far North of Cameroon and in southern Chad, to redeploy activities in the Lac region in Chad and to open a base in the Littoral in Cameroon. In parallel,

The merger of the Tchameroun mission dates from 2020. Since then, the finance/HR department has not been able to be reinforced with a position dedicated to National HR, which has not made it possible to advance fund projects and set up an HR framework that meets the objectives of attractiveness, loyalty and well-being of the teams. Among these projects have been identified the review of the compensation policy, the medical policy, the formalization or review of documentation/internal procedures (eg ROI).

 

 

 

JOB DESCRIPTION

General objective of the position:

The HR Support will aim to strengthen the HR policies of the Chad-Cameroon mission.

Roles and responsibilities :

Review the compensation policies in the 2 countries of the mission (Chad and Cameroon):

Perform a benchmark with other employers, in order to review the various elements of remuneration and contractualization
Propose a scenario to respond to the impacts of inflation and increase the attractiveness of SI
Develop communication material (internal and external) in connection

Conduct market research and review the health insurance policy for employees in Chad.
Review and update Cameroon’s internal regulations.
Propose a framework and methodology for the mission’s training policy.

Expected Results/Reports:

SI’s two compensation policies are reviewed and attractive.
The medical policy in Chad responds optimally to the needs of employees according to the context of each province of intervention.
The rules of procedure for Cameroon are renovated.
The framework of our training policy is drawn up and consistent.

YOUR PROFILE

Specific skills required

Previous experience in a position coordinating activities in an area, within an international NGO.
Prior experience on the revision/creation of HR policy
Prior experience within IS on HR positions is an asset
Good analytical and projection skills.
Good relational and networking skills.
Languages: Excellent command of French both orally and in writing

Technical skills and knowledge:

Organizational, planning and prioritization skills, ability to manage several things at the same time
Good command of computer programs Word, Excel, Power Point, Outlook etc…
Availability, flexibility, autonomy.
Strong adaptability.
Knowledge of IS themes and specific tools appreciated.
Knowledge of the contexts of Chad and Cameroon appreciated.

IF YOU WILL OFFER THE FOLLOWING TERMS

Salaried position:
Depending on experience, from 2400 euros gross per month (+ 10% paid vacation bonus paid monthly) as well as a monthly Per Diem.

SI also covers accommodation costs as well as travel costs between the country of origin of the expatriate and the place of mission.

Social Security :

The expatriate benefits from quality social security cover to cover all health costs and accident insurance including war risks.

LIVING CONDITIONS :

Living conditions are comfortable in Yaoundé and Ndjamena.

In Yaoundé, the Guesthouse is opposite the office, the apartment is spacious. Markets and supermarkets are well stocked and it should be noted the presence of good restaurants in Yaoundé at affordable prices. Good access to basic medical care.
