Child Protection Project Manager
CONTEXT OF THE NATIONAL PROGRAM:
International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through healthcare training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to regain their autonomy.
International Medical Corps has been present in Cameroon since 2008 to provide assistance to the thousands of Central African refugees who crossed the border and took refuge in Cameroon following the political and social unrest that has occurred in the CAR since 2005.
Job Summary
The child protection manager is responsible for the overall implementation of child protection activities in his area of intervention. With the support of the Child Protection Officer, he/she ensures that project goals and objectives are achieved in a timely and effective manner. He/she is responsible for ensuring expertise in child protection, strengthening the technical capacities of local teams and actors, managing the human resources of his/her team, ensuring budgetary management and administration of the project and provide reports.
SPECIFIC DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Child Protection Officer, the Child Protection Officer is responsible for the following tasks:
- Implementation of child protection activities in its area of intervention;
- Support the design and implementation of detailed work plans for child protection activities.
- Program planning and development
- Work closely with the Child Protection Manager to understand program objectives, meet expectations and determine operational needs;
- Analyze CP component trends and suggest strategy adjustments to meet needs.
- Program management and reporting
- Provide technical expertise to the child protection program;
- Ensure the implementation of activities in accordance with the minimum child protection standards and standard operating procedures (SOPs) applicable in the Far North of Cameroon;
- Provide technical support to social workers in case management, SHLS management, psychosocial support, support for community mechanisms, youth empowerment activities, the process of establishing birth certificates, etc.;
- Ensure prevention through community child protection mechanisms (protection committees, adolescent clubs, RECOPE, etc.);
- Participate in the collection of information on births that take place outside health centers for their registration in civil registration centers;
- Apply the recommendations made by BUNEC during supervision visits;
- Assist the manager in monthly joint monitoring supervisions with BUNEC;
- Ensure that data collection tools are well informed and that data is shared on time with the monitoring and evaluation team;
- Write and share required weekly, monthly, quarterly and annual reports in accordance with shared formats;
- Write and share activity reports and minutes of coordination meetings with other partners;
- Prepare advocacy briefs with local and community authorities.
- Representation and coordination
- Ensure coordination on the ground with government partners and NGOs to ensure good coordination of CP activities.
- Work with partners and community members to monitor/strengthen child protection activities.
- Maintain positive working relationships with all partners
- Promote and manage positive relationships with local administrative authorities, other service providers and beneficiaries,
- Represent the child protection program at coordination meetings, as appropriate;
- Participate in and organize meetings bringing together local actors who deal with child protection issues;
- Maintain good working relationships with partners, stakeholders and relevant local authorities;
- Participate in meetings of the child protection sub-working group;
- Maintain coordination and positive relationships with local and administrative authorities, partners and other staff in IMC business sectors.
- Human Resource Management
- Supervise social workers in their daily activities, review weekly and monthly work plans and adapt their tasks if necessary;
- Strengthen the capacities of social workers, community mobilizers and other local and national actors;
- Assist the director in the recruitment process;
- Supervise and lead the team under his supervision;
- Carry out the evaluation of the staff under his supervision;
- Ensure effective monitoring of the completion of timesheets of staff under his responsibility and other aspects of human resources management;
- Support the general organization of all internal training for the CP team and external training for authorities and voluntary/community and formal partners.
- Purchasing and financial management
- Evaluate the financial needs and prepare the ToR for the activities under your responsibility in accordance with the work plan and the budget allocated to your area of intervention.
- Issue and monitor PRs under your budgetary responsibility, ensure weekly and monthly updates of expenses.
- Monitoring and reporting:
- Monitoring and evaluation systems to demonstrate results and inform ongoing program adaptation.
- Submit weekly, monthly and quarterly statistics to the supervisor as well as a narrative report.
TRAINING, EXPERIENCE AND SKILLS
- Training:
Master’s degree in social sciences, law, sociology, gender, public health, international development or other relevant field of study, or equivalent experience.
- Experience :
- Three years of experience designing and implementing child protection programs, particularly with refugees;
- Relevant experience in the field of refugee protection is strongly desired;
- Experience working with national or international NGOs supporting the health system in Cameroon;
- Experience working in a multicultural and multi-ethnic environment;
- Experience in responding to emergency situations in Cameroon is a plus;
- A minimum of knowledge of human rights would be a plus;
- Residing in the Far North region is a plus.
- SKILLS
- Knowledge of standards and guidelines for PC programming;
- Knowledge of international humanitarian operations and coordination structures;
- Ability to exercise good judgment, remain flexible in the face of a changing environment and make independent decisions;
- Mastery of IT tools, mastery of the Microsoft software package (office, word, etc.);
- Ability to work with an intercultural team and under pressure;
- Strong ability to work for a long time and under pressure, dynamism, intelligence and proactivity;
- Strong communication skills, both oral and written;
- Fluency in French, English, Mandara and Fulfulde, written and oral, desirable;
- Ability to work independently and in a team;
- Essential computer skills (word, excel and internet). Ability to learn and use software used for recording;
- Ability to multitask and adapt easily in a resource-constrained environment;
- Be of Cameroonian nationality.
OTHERS :
– Demonstrate flexibility to perform other tasks as requested by the supervisor.
- Security :
– Ensure compliance with security protocols and policies;
– Consider the safety implications of all program activities, reviewing all new initiatives with other staff, leaders and community volunteers.
- Ethical conduct of IMC staff :
International Medical Corps maintains a code of standards of conduct that governs the performance of its employees engaged in the awarding and administration of contracts. No employee, officer or agent shall participate in the selection, award or administration of a contract funded by donor funds if there is a real or apparent conflict of interest. Such a conflict arises when the employee, officer or agent, a member of his or her immediate family, a partner or an organization that employs or is about to employ one of the parties listed above, has a financial or other interest in the company selected for the award. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

In this role, the individual is expected to promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps and donor compliance and ethics standards , and adhere to these standards.
