Historical

The West and Central Africa, North Africa and Latin America (WANALA) region has 73 bases divided into three large areas in 12 countries: 43 in West Africa (formerly WARO), 11 in North Africa ( ex NARO) and 19 in the Americas.

Under the leadership of the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018 responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Central African Republic (CAR) region. ‘Adamaoua. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable,

Responsibilities:
Under the supervision of the Country Director, the Support Services Coordinator (HoSS) assumes strategic and operational responsibility for finance, human resources, logistics and purchasing, administration and/or information technology . He/she oversees, develops and provides strategic direction to his/her areas of support. This role is country-focused and ensures adherence to DRC procedures and guidelines in-country.

Team management and internal communication

  • Lead and manage Support Services Managers (including staff planning, performance, well-being and development).
  • Manage, provide and report on assistance to ongoing operations in a given geographic area.
  • Build high-performance support teams to ensure that high-quality approaches are maintained.
  • Develop and improve operational approaches, compliance and systems, and support the Country Director in the development and implementation of effective and sustainable interventions.
  • You are responsible for the strategic development, management and implementation of support operations.
  • Provide technical support tailored to organizational priorities.
  • Actively participate in the development of the annual strategy as part of its operational functions.
  • Ensure that DRC programs are implemented in accordance with the organization’s internal procedures.

Support services management

  • Support the Country Director in his relations with donors and authorities, in particular with regard to compliance, registration and audit issues.
  • Oversee country operational support services by providing strategic leadership and technical support in areas under his/her supervision.
  • Supervise, audit, control and implement corrective actions related to DRC operational standards in the area of ​​support.
  • Ensure that DRC maintains and develops its operational capacity, in particular with regard to its supply and transport systems.
  • Develop and maintain the necessary tools to ensure the effectiveness of mission support departments.
  • Ensure that legal and administrative systems are fair and meet internal, donor and local government requirements.
  • Develop a country risk management plan that identifies key financial and operational risks and implement a mitigation strategy.
  • Work to build the capacity of support staff through the implementation of training sessions and personalized mentoring.
  • Contribute to the development and implementation of global DRC initiatives.

DRC Dynamics ERP System

  • Ensure that the functionalities of the ERP system are correctly used by the personnel concerned.
  • Develop the Procure to Pay (P2P) module within DRC Cameroon.
  • Ensure master budget data is accurate and up-to-date.
  • Perform analysis, reports and data from DRC Dynamics to improve overall performance.
  • Be the referent at the national level for the use of ERP for support functionalities.

Responsibilities of the assistant:

  • Support the Country Director to ensure strategic programming consistency with DRC operational platforms, coordinate DRC program development, strengthen program quality, standards and learning, and implement DRC accountability frameworks. DRC.
  • Represent DRC with authorities, UN agencies, humanitarian agencies and other partners.
  • Act as Country Director in his absence

As a leader, the incumbent is responsible for the following tasks:

  • Accountable for achieving DRC’s strategic accountability goals and objectives.

Qualifications required

  • Higher degree(s) in finance, economics, logistics or similar field.
  • At least seven years of experience in the management of humanitarian aid, including four years in personnel management.
  • Experience in a similar function within an international NGO
  • Proven leadership and people management skills
  • Demonstrated and significant experience in finance, information and systems management.
  • Significant experience in procurement and tendering processes
  • Proven experience and capacity in operational management, including in conflict areas.
  • Understanding and experience of institutional fundraising
  • Experience working with an ERP system, including supply chain, finance and human resources systems.
  • Excellent written and oral skills in French and English.
  • Experience in a Central and/or West African country preferred.

General regulations

  • The employee must follow DRC’s security, confidentiality and ethics guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.
  • The employee shall not engage in any other remunerated activity during the term of the contract with DRC without prior authorization.
  • The employee must not engage in any activity that could harm DRC or the implementation of a project during the term of the contract with DRC.
  • The employee must not give interviews to the media or publish photos or other documents related to the project without prior authorization.
  • The employee must return to DRC all equipment borrowed for the project at the end of the contract period or upon request.
