DESCRIPTION OF THE OFFER
INTERNAL/EXTERNAL POSITION DESCRIPTION FOR THE RECRUITMENT OF A JUNIOR PURCHASING AND CONTRACTING EXPERT FOR THE PROJECT PROMOTION OF GENDER TRANSFORMATION APPROACHES FOR STRENGTHENING THE RESILIENCE OF CIVIL SOCIETY IN CAMEROON, PARTICULARLY IN THE REGIONS OF THE NORTH-WEST AND SOUTH-WEST (SoCiG) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/SoCiG) GmbH IN BAFOUSSAM.
- Context
To strengthen the social and economic participation of women, the objective of the Project (SoCiG) is “Civil society organizations committed to gender equality have made a more effective contribution to the equal social and economic participation of population of Cameroon, particularly in the North-West and South-West regions. “.
The project intervention areas are all of Cameroon (component 1), particularly the North-West and South-West (component 2).
This project, whose coordination is based in Yaoundé, is composed of an English-speaking component and a French-speaking component. The project has branches in all regions of Cameroon.
As part of the implementation of its activities, the SoCiG is looking for a junior purchasing and contracts expert for the West branch, a position based in Bafousam.
- Area of responsibility
As part of your role, you handle the purchasing and contract tasks entrusted to you, after prior consultation with your line manager. You handle the questions and missions entrusted to you in compliance with all legal requirements, contractual stipulations, social regulations and company policy as well as the instructions of your hierarchical superior and ensure the follow-up of their management or their execution. You contribute to the good cooperation of all relevant internal and external stakeholders in your area of responsibility and to the smooth transmission of information.
Under the direction of the Administrative and Financial Manager of SoCiG, the Junior Purchasing and Contracts Expert will be in charge of the following tasks:
- Purchasing/supplies
- Manages the process of purchasing materials, equipment and services in accordance with GIZ procedures and rules (purchase request, search and analysis of offers, establishment of the purchase order, guarantee of adequate delivery, verification of the invoice, and monitoring of supplier payment.) in accordance with GIZ rules;
- Organizes the distribution of office supplies and other office equipment;
- Organizes inventory management of office equipment;
- Verifies merchandise invoices, delivery slips, payment mandates and claims;
- Makes the safe transfer of goods to the destination;
- Participates in damage treatment;
- Maintains the equipment inventory list according to GIZ procedures and rules: updating the list with new acquisitions and movements of equipment, transfer of equipment to the partner, labeling of inventory codes on the equipment, etc. …
- Documents and files properly closed orders in paper files and in the DMS in accordance with GIZ filing rules.
- Support the preparation of internal control.
- Contracts
- Organizes the processes of calls for tenders and awarding of service contracts following GIZ rules and procedures;
- Organizes the development of contracts and the financial monitoring of service contracts following GIZ rules and procedures;
- Provides advisory support to partners in accounting management, monitoring and closing of local grant contracts;
- Documents and files properly closed orders in paper files or the DMS in accordance with GIZ filing rules
- Other attributions
- Assumes other activities and tasks upon instruction from his superior.
PROFILE REQUIRED
- Qualifications, skills and experience required
- Bac+3/4, or in business management with specialization in finance, management control, purchasing or contract management, or equivalent diploma
- At least 3 years of professional experience in a similar position
- Excellent working knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office)
- Have good communication skills
- Have good analytical skills/quality-oriented work
- Have excellent thinking and work organization skills
- Have a developed awareness of the principle of integrity
- Have a team spirit, a constructive attitude and a good ability to manage conflicts
- Be proactive, able to work under pressure and in a multicultural team
- Good adaptability, flexibility and ability to learn quickly
- Good command of the French/English language
Contract start date : 01.05.2024
Contract period : 24 months, renewable
Duty station : Bafoussam
Internal classification of the position : Band 3A, under the hierarchical supervision of the project RAF .
