MONITORING EVALUATION ACCOUNTABILITY AND
LEARNING (SERA)

Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization for international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water , sanitation and economic recovery.

 




PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in
2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri, AME as part of the Rapid Response Mechanism (RRM).

In 2022 PUI set up an RRM in the West region. Indeed, in recent years, Cameroon has been facing an internal crisis in the English-speaking regions of the North West and South West (NOSO). This crisis, initially based on corporatist demands from lawyers and teachers, gradually shifted towards strong secessionist demands and violent armed clashes.
These events lead to significant displacements of populations fleeing to areas considered safer, particularly in the Littoral and West regions.
PUI wishes to continue assisting displaced persons from NOSO in the West region and extending the RRM to the Littoral region in 2023.
 




In this context, PUI is recruiting a SERA Officer.

Overall objective:  

Under the direct responsibility of the Field Coordinator and in functional connection with the Project Managers (PR) and the SERA Coordinator), the SERA Bafoussam Manager is in charge of:
• Guaranteeing the proper planning, collection, the capitalization and use of data allowing the monitoring of the activities of the project(s) of the Bafoussam base.
• Ensure the implementation and management of the collection, verification and archiving system (digital and physical) of the verification sources of the Bafoussam base.
• Provide compliant and validated models of sources of verification to field teams before the start of any activity.
• Participate in the improvement of tools for monitoring and archiving sources of verification and update these tools monthly.
• Organize surveys within the framework of projects (household surveys, focus group, EMS, PDM/PIM, market surveys, etc.): review of methodology, support for the development of questionnaires, training of interviewers, data analysis , dissemination of survey results within the database and to beneficiaries.
• Promote and manage the complaint management system for the beneficiaries of the various projects, if necessary. Participate in the realization of capitalization activities and support the dissemination of lessons learned from the project.

6 MANAGEMENT OF INVESTIGATIONS AND REPORTING.

Specific objectives and associated activities 1. Development and deployment of the SERA strategy  The SERA Officer will work in functional liaison with the SERA Coordinator as well as with the RP on the following aspects: – Contribute to the development of the SERA framework (Plan Monitoring and Evaluation BDD Quality and sensitive complaints (optional) of the project;
 

– Contribute to the development / improvement of SERA tools to facilitate data collection, monitoring of activities, evaluation of results obtained, accountability to beneficiaries and partners and capitalization of achievements and learning ;
– Ensure the collection and follow-up of program quality complaints for organizations and disseminate any information on sensitive complaints (policies, code of conduct; etc.) via the defined channels
– Support the organization and realization of programmatic workshops – launch, mid-term, exchanges of lessons learned, etc.

2. Support to operational teams in project monitoring
– Plan and coordinate Monitoring and Evaluation activities; Accountability and learning throughout the project process and bringing together the information collected in the appropriate tools;
– Carry out monitoring, evaluation and Accountability missions for activities in the field, which can represent up to 60% of their working time during the project implementation phase
– Ensure the rigorous processing of data collected during surveys by the teams and centralize the analysis of evaluation data (PDM/PIM; EMS; etc.)
– Ensure the analysis of data on project indicators on a regular basis and disseminate the results to the Field Coordinator and the Coordination (SERA Coordinator and Deputy Head of Mission);
– Organize and facilitate information and training sessions in Monitoring and Evaluation for the benefit of field teams, primarily on the basis of previously identified needs;
– Support the teams in the development of data collection tools and data analysis. – Guarantee the quality, consistency and traceability of data in the database.
– Support, in close collaboration with the PR and the field teams, the filling of the SERA tabs and the consolidation of the monthly tools, in particular the monthly PMT tool (Project Monitoring Tool)
– Identify the need for automation of the data analysis file(s) in close collaboration with the PRs and submit the request to the SERA Coordinator, and then ensure that the analysis versions are tested and that defects, anomalies or inconsistencies are reported.

    3. MANAGEMENT OF VERIFICATION SOURCES & ARCHIVING
– Ensure that formats of verification sources exist for each type of activity – these must include all the information useful for verifying the implementation of activities.
– Be responsible for the classification and verification of physical and digital verification sources
– Ensure the proper management and reporting of verification sources by the program team
– Ensure that the information from each source of verification is entered accurately into the project databases.
– Supervise the classification and control of the sources of verification (physical and digital) of the base and ensure the transmission of the closed physical files to the coordination for final archiving
. Ensure that once every 02 months, a feedback is made to the teams on the indicators; complaint handling and SoV status. Alerts will be issued and shared with managers in the event of a delay of more than one month.

    4. PROJECT CAPITALIZATION & PROGRAM SUPPORT, COORDINATION WITH PARTNERS
– Assist the team in the preparation and presentation of data for internal reports to the team and for the funder in a timely manner
– Ensure that lessons learned are collected according to the required format and co-facilitate meetings capitalization as well as the drafting of reports
– Support the RP in the development of capitalization schedules or meetings to exchange experiences
– Ensure, subject to validation of the investigation reports by the Project Managers and/ or Coordination, the systematic dissemination of survey results as well as lessons learned from project teams (written notes, ad hoc meetings, etc.)
– Set up capitalization activities in conjunction with the Multisectoral Project Manager (Project Sheet, Activity Sheet, Success Stories
– Under the supervision of the Field Coordinator and in collaboration with the RP (Project Manager), ensure the preparation and organization of the mid-term review of the project, a mid-term and final capitalization workshop and RRM bulletins
– Disseminate the capitalization tools available to the teams (SoV PUI formats; Dropbox; GPS) Participate in conjunction with the SERA Manager in SERA internal forums for exchange (SERA Forum)

    5. ACCOUNTABILITY
– Ensure the collection of complaints and feedback from the beneficiaries of the ongoing project (s)
– Ensure that complaints and feedback are given in time to complainants and entered accurately into the database and ensure that feedback from beneficiaries is taken into account in the implementation of projects
– Ensure that the complaints are handled in accordance with the standards required in the confidentiality and protection of beneficiary data and coach SERA agents on the process for handling opinions/complaints
– Ensure the protection of beneficiary data by adopting all the measures decreed by the mission and strengthen the capacities of the operational teams on this aspect, if necessary
– Participate in building the capacity of teams on this aspect and ensure that feedback from beneficiaries is taken into account in the implementation of projects – Ensure that
the database of complaints is updated and produce a monthly report
involvement and participation of communities by carrying out listening visits and inclusive focus group discussions.

6. INVESTIGATIONS AND REPORTING
– Ensure that the SERA Agent updates the calendar of SERA activities and remind the teams of the deadlines in line with the SERA plan defined at the start of the project.
– Provide support to field teams in conducting surveys (preparation of materials, collection tools, data analysis) and build the capacity of project teams on the survey process (planning, collection, analysis, reporting and use) ).
– Provide support to the program team in carrying out surveys (preparation of materials, collection tools, data analysis)
– Recruit and train survey agents and ensure the creation of a pool of experienced surveyors
– Supervise data collection and data entry by survey agents
– Produce databases related to surveys in conjunction with the SERA Coordinator and support the program team in writing survey reports on time
– Support the drafting of internal reports and participate in the drafting of donor reports;
– Coordinate and ensure compliance with the program’s communication/visibility strategy as validated by the Donor and/or PUI;
– Support the preparation/drafting of communication documents
